The Role

We are recruiting for a Security Culture Advocate here at MoJ Security Information Group to be part of our warm and collaborative Security Policy, Awareness, Culture and Education team.
 
This role focuses on enabling and advancing a healthy security culture across the MoJ.

You will work with staff who help deliver a wide range of essential Justice services to the public. You will engage with people at all levels in the MoJ. You will be helping us understand the security awareness and best practices in HQ, Arm’s Length Bodies, and Executive Agencies. You will use these insights to develop and promote resources to improve further security compliance and outcomes. You’ll also be expected to be flexible and perform other duties as required

Your success indicators will be based on the ways in which you enable MoJ colleagues to deliver their work in a consistently safe and secure manner. Your deliverables might include such things as straightforward advocacy packages, programmes for self-assessment and optimisation, reviews, and updates in the light of new cyber security threats and legislation.

You will produce quantitative and qualitative measures and improvements and will be encouraged to share these insights and improvements across the MoJ and outside as best practices.

In summary: You also collaborate internally, building contacts and being an advocate for a positive security culture, and across Government, engaging with security colleagues in other departments and the Government Security Profession, representing the MoJ and helping to lead and influence the discussion.
 
Key Responsibilities:

Security Culture Programme Advocacy:
●    Nurturing and delivering aspects of the security culture programme for MoJ Security Information Group
●    Inputting and collaborating on aspects of the rolling forward plan for improving security culture, identifying appropriate engagement channels for staff at all levels and all locations.
●    Using a variety of tools and techniques to support the security team in improving security culture; developing and coordinating advocacy materials to keep staff up to date and engaged with security team priorities, and wider MoJ, government and security profession initiatives, news, and events.
●    Promoting and supporting the annual security culture survey.
●    Working with corporate communication colleagues to ensure security messages are included in MoJ corporate announcements, articles, and briefs.
●    Responsible, alongside the wider security team, for monitoring the Security Culture programme inbox, Slack and Microsoft Team channels.

Developing and Leading the Security Culture programme:
●    Develop outstanding advocacy resources for our internal and external channels, including social media and Slack.

●    Supporting the security team in engaging with stakeholders so there is a clear understanding of the security culture programme and clarity on what is needed from them in return.

The purpose of this role is to lead on the internal provision and external publication of Natural England’s geospatial data products, metadata cataloguing and systems administration. This will include but not be limited to leading on publication to the Defra Data Services Platform, ArcGIS Online and future server-side and portal environments. This role will combine use of desktop and online GIS with liaison with service managers and service providers to make sure that Natural England is able to publish and access data and evidence in line with Natural England’s strategic Shift 4. The Science, Evidence and Evaluation strategy explains how we will support the organisation’s goals working with the 4 strategic programmes and sets out how we will move from being an evidence-based organisation to being an evidence-led organisation.

Your main day to day responsibilities will be:

In the Intelligence Directorate we collect, record and enhance intelligence to build a picture of that SOC, sharing this with partners in the UK and abroad. Then, through the exploitation of intelligence, we flex law enforcement’s collective resources against these dynamic threats. The Intelligence Directorate is made up of the following deputy directorate areas:

International – The International Department works with international partners and coordinates UK law enforcement support overseas to gather and share intelligence, conduct operational activity and enhance international delivery through a variety of means, including capacity building, training, and joint  European and International taskforces. The International Department also provides the specialist capabilities available through its membership of INTERPOL and EUROPOL in supporting UK law enforcement intelligence and operational requirements, and working directly with partners to safeguard vulnerable members of the community. These capabilities are due to be extended further from Autumn 2022 with the establishment of the Joint International Crime Centre within the International Department, which will bring together the current capabilities of International and the National Police Chiefs Council International Crime Co-ordination Centre. The NCA International Liaison Officer network provides NCA support to over 130 countries and is supported by UK based Officers to lead and develop operational activity overseas in support of NCA objectives; provide support and add value to investigations and intelligence analysis where appropriate; provide expertise on country-specific legislation, operational risk and strategic knowledge; and develop and maintain relationships with International partners.

Data and Analysis Hub – The Data and Analysis Hub is made up of three analytical teams:

TIAT – The Tactical Intelligence Analysis Team brings together all of the Tactical Intelligence Analysts in the agency across Investigations, Regional Intelligence Teams (RITs) and in the National Tasking Centre Thematic Threat areas. TIAT is one national team and supports the greatest threat, risk and harm across the country determining best use of analytical resource.  TIAT support the end to end process of development of high end of high harm targets, prioritisation, proactive analytical support through to reactive investigative support providing evidence at Court.
 
NAC – National Assessment Centre accepts commissions from Law Enforcement, the UK Intelligence Community, Government Departments and from within the National Crime Agency – both internal to and external to the NCA.  These commissions are all related to Serious Organised Crime and aligned to the National Intelligence Requirements, as set out on the National Strategic Assessments.  Requests are received via the National Strategic Tasking and Co-ordination Group (NSTCG), overseen by the Home Office.

NDEC – The National Data Exploitation Capability is a multidisciplinary team made up of data and technology professionals, intelligence officers and analysts and data management officers transforming how the NCA and wider UK Law Enforcement community operate. NDEC are partnering with other organisations, and using advanced data analytics and data science techniques to creates insights that disrupt and detect serious and organised crime (SOC). NDEC is also responsible for managing the acquisition of data to exploit and enhance the understanding of these SOC threats.

National Intelligence Hub – Within the National Intelligence Hub (NIH), the National Targeting Centre is responsible for identifying key priority targets and developing intelligence through its symbiotic relationship with other intelligence departments. The NIH is at the heart of the NCA, delivering intelligence products and identifying opportunities which drive NCA and partner activity in response to the highest harm threats.  It has a number of Regional intelligence Teams (RITs) making up a nationwide network of intelligence officers providing proactive and dynamic intelligence expertise to criminal investigations, co-located with investigations and law enforcement partners.  Working in the NIH involves close collaboration with other UK and International Intelligence, Law Enforcement and policy partners charged with tackling SOC and its impact on the UK.

Intelligence Collection – Coordinates NCA collection capabilities against the Agency’s highest priorities. Intelligence Collection includes forensics, open source, covert human intelligence sources, undercover officers and technical collection capabilities. This includes responding to threats and exploiting opportunities relating to the use of  electronic communications by Subjects of Interest using the various powers conferred within the Investigatory Powers Act 2016 (IPA). This is a dynamic and diverse arena with constant and rapid change, suiting those officers who thrive on near constant challenge.

National Tasking and Coordination (NTAC) – Oversight and coordination of operational activity to support NCA and National tasking. The Control Centre provides the command team with situational awareness of operational capacity, capability, effectiveness and support to Critical Incident Commanders. To initially treat risk and dynamically transfer risk to the appropriate stakeholder, whilst building public confidence. The Regional Organised Crime Coordinators provide a conduit for requests and specialist advice to and from partner agencies.

The Gateway Teams – The NCA Gateway provides a consistent entry point for all new information and intelligence requests and referrals requiring NCA operational assessment. It is the ‘front door’ to the Agency, receiving, assessing, de-conflicting and enhancing information and intelligence across a wide spectrum of criminality in addition to identifying and enhancing serious and organised crime leads for development and tasking. The Gateway includes the UK International Crime Bureau, Sensitive Intelligence Unit, Child Sexual Exploitation Referrals Bureau, UK National Central Office for the Suppression of Counterfeit Currency and Protected Coins and the Agency Facilitation Team.

Overview of the job

The post holder(s) will work in the National Intelligence Unit at HQ or one of the 5 Regional Intelligence Units. The post hold will be responsible for analysis in their respective areas. These areas include, but are not limited to, Counter Terrorism, Counter Corruption, Financial Intelligence, Sensitive Intelligence, Strategic Intelligence or Crime including Organised Crime across the relevant region or nationally in HM Prison and Probation Service (HMPPS). Intelligence Analyst(s) will play a critical role in developing the intelligence picture on a range of threats impacting on their geographic or thematic area, drawing on existing intelligence products as well as developing their own analysis.

The post holder will be responsible for providing strategic and tactical intelligence analysis and products which will look across prison and probation contexts at ‘high priority’ offenders, offending groups and operational security vulnerabilities in their area.

The post holder will report directly to the band 7 Senior Intelligence Analysts in the respective Unit. The post is a flexible resource within the function and the post holder may be asked to undertake work for another Unit to respond to changes in priorities.

The post holder may have direct line management and professional development of the band 3 intelligence researchers.

These posts may be based either in HQ (102 Petty France, London) or in one of the five Regional Hubs, exact details will be specified in the advert. Regular travel is likely and will include prison establishments, prison Group Directors’ offices and Probation Service Division offices as well as law enforcement partners’ offices. Summary

This is an exciting opportunity to take up a key role supporting the ongoing development of intelligence analysis as a professional service to HMPPS.

The post holder will be expected to develop and deliver a high quality intelligence analytical service to HMPPS and law enforcement partners; therefore, they will require a strong grasp of intelligence and data analytical techniques, research skills, information handling requirements, as well as understand and anticipate information and intelligence requirements from a range of partners.

As a Senior Public Health Intelligence Analyst, you will undertake analyses, interpretation and presentation of public health data to provide health intelligence to meet the needs of local and national stakeholders. The Professional Head of Intelligence Assessment (PHIA) is supported by the Professionalisation team to define and maintain standards across the whole assessment community in the UK.

The PHIA Professionalisation Officer manages the Secretariat function for the Intelligence Analysis Profession Board, coordinating attendance of SCS1-2 representatives from across the community, planning the agenda, and publishing minutes & supporting papers. They coordinate monthly Product Evaluation Boards and lead on the
delivery of strategic communications with the community. The Professionalisation Officer also has a role in developing and maintaining long-term Professionalisation workstreams which serve the Intelligence Analysis community.

  • Coordinate and secretariat the Intelligence Analysis Profession Board in support of the Chair, recording minutes and supporting the  delivery of a Chairs briefing note.

The Air & Space Mission Team is part of DI Capability Assessments, based in MoD Main Building, London. It comprises all-source intelligence analysts and specialist support staff. The primary role of the team is to produce capability and vulnerability assessments of potential threat systems in support of customers across UK Defence, including strategic (cross-government), operational and capability customers. Team members are drawn from both technical and operational backgrounds.  Technical Team members are a mix of military, CS, Dstl and industry specialists.

This is a rare opportunity to take up a position as an all-source technical analyst in the A&S Mission Team as a member of the ‘Fighters Team’. Working to assess manned air systems, the work is varied, with regular new developments making this a particularly exciting area. Job description

Defence Intelligence (DI) is a world-class organisation that supports policy and decision-making at the heart of the Ministry of Defence (MoD) and the national security community. DI takes information from overt and covert sources to identify threats and opportunities, working across departmental and international boundaries. This includes some of the most sensitive work in Defence, and is fundamental to ensuring the safety, security and prosperity of the UK.

The Tech Air 1 post-holder is required to carry out technical assessments of fixed wing fast jet and rotary wing platforms. The post-holder will be required to contribute to a range of product types, from detailed technical reports through to urgent, short notice, assessments for senior customers. They will produce and update extant assessments on DI’s primary web-based product and present to a wide range of customers on these topics; therefore, computer literacy, numeracy, and good communication skills are essential. There is also a requirement to routinely liaise with a number of internal MoD and external agencies, including civilian companies and international intelligence partners, to enhance the UK’s understanding of threat systems. As such, there is a requirement for  both UK and international travel.

The successful candidate will have a STEM subject degree. A science/engineering-based Masters degree is also desirable. They will have an engineering or science-based background and have a knowledge and interest of aircraft structures and systems, aerodynamics, gas turbine engines and avionic systems. Specifically, experience of fast jet platforms in these areas is desirable. Exposure to the work of the intelligence community is also desirable, but certainly not essential. Professional membership is desirable.
