Job description

What will the successful candidate be doing? 

  • Leading cross-sector work to identify and mitigate common cyber risks to UK CNI to increase their overall cyber security and resilience. This will involve working with colleagues across the organisation to identify priorities, develop responses to them, and work with sector-facing teams, policy and regulatory colleagues, and operational and technical-focused colleagues to deliver them.
  • Working with colleagues across NCSC and government (Cabinet Office, CPNI and lead government departments) to progress policy change on priority issues relating to CNI cyber resilience, such as high-risk vendors.
  • Working with colleagues across NCSC and our parent organisation to ensure that PSCNI engagement with industry makes most effective use of threat intelligence.
  • Coordinating the PSCNI input to NCSC’s response to major cyber incidents.
  • Support wider work of the Campaigns and Collaboration Hub.

As an NCA Investigator you will be directly engaged in the fight against Serious and Organised Crime. This is a rewarding but demanding role calling for both commitment and flexibility. As part of a focussed team you will identify, gather, review and develop evidence using both overt and covert tactics, including surveillance, in order to obtain a complete evidential picture and implement effective operational strategies to bring these offenders to justice. This training will include direction in the use of force and the operation of PPE including PAVA spray, batons and handcuffs. Additionally you will receive instruction in specialist ground breaking overt and covert investigational techniques and innovative approaches and be empowered to make decisions which help disrupt and bring to justice criminals who present the highest National threat to the UK. In doing so you will utilise the skills of associated NCA teams such as Intelligence and forensics and develop close working partnerships with other UK and overseas Law Enforcement agencies, UK Police and the Crown Prosecution Service.

We’re looking for someone with a proven aptitude for detailed internet-based research to join our growing team. You will be able to demonstrate a keen interest and ability for working in an open-source investigative environment, helping us to tackle immigration and border related crimes on a national scale. The role offers a range of opportunities to develop your internet research skills, while giving you a greater understanding of the cyber threat landscape. You will also be able to develop your internal and external stakeholder skills so that information can be processed and shared appropriately across the entire business, and with corporate partners.

Your responsibilities will include:

• Undertaking initial assessment of intelligence to establish what Open Source research is required, in line with local, regional and national priorities as well as threat and risk levels

• Ensuring all intelligence is handled in accordance with legislation and Intelligence Manual Standards

• Providing ongoing intelligence support for complex criminal investigations including mapping and disclosure

• Managing high-harm cases with an appropriate risk management plan

• Identify intelligence gaps and ensure that any new patterns of abuse are quickly and accurately reported in order to inform the monthly/annual threat assessment process

• Drafting reports and summaries to the required standard

• Prioritising and allocating your time in line with the agreed development strategy and department priorities

• Creation of high quality intelligence packages and products

• Dissemination of high quality intelligence products in the appropriate format

The successful candidates can start in post if they have a minimum of Security Check (SC) clearance but will be expected to undergo and successfully obtain Developed Vetting (DV) clearance once in post, if not already held. If candidates do not successfully obtain DV clearance they will remain in post, but certain functions of the role will not be carried out by the candidate.

As a Senior  Vetting Interviewing Officer you will conduct DV Security Clearance interviews with both new candidates and NCA Officers undertaking a review and/or upgrade in security clearance. As well as Subject interviews, you will conduct Supervisor and Referee interviews, follow up further lines of enquiries to ensure a complete picture of the Subject has been gathered. You will make assessments on whether candidates are suitable to hold and maintain a Security Clearance using vetting policy and cabinet office guidelines and NCA risk assessments.

You are expected to manage your own caseload, meeting targets and deadlines. Frequent travel is required.

As a G4 Vetting Interviewing Officer, you will contact new candidates and NCA Officers to arrange an interview. Interviews do take place face to face and most often in the workplace. You will be well prepared in advance of the interview and will follow Cabinet Office guidelines in terms of the requirements to achieve DV clearance. You will also interview the individuals referee and supervisor to gain a holistic picture of the individual. Following your interviews, you will write up a report of your interview and information you have collated, you will then form an assessment on their suitability to hold DV clearance. you will be interview new candidates and NCA Officers who require DV clearance.

Home Office Intelligence (HOI) is a newly established unit, bringing together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. The team has 1600 colleagues based across the UK and international locations who are focused on threats related to Organised Crime, National Security and Revenue. The team’s remit is to deliver Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement.

The HOI dedicated Open-Source Intelligence team (OSINT) has been created by merging existing teams within Immigration and Border Force Intelligence directorates. The newly merged HOI OSINT team operates under the Home Office Intelligence directorate and forms part of the Criminal Intelligence Command, operating under the Crime Development Team.

The HOI dedicated OSINT team identifies and develop opportunities to collect and develop Intelligence on thematic &modal crime, individuals or groups based in the UK or abroad, involved in Serious Organised Crime, using specialist open-source capability. The team use specialist software and analytical tools to investigate social media and other online platforms to identify threats and criminality that threaten both border security and the integrity of the immigration system, in line with IE and BF strategic priorities.

The HOI dedicated OSINT team works with key internal partners across IE and BF and other key external law enforcement and commercial partners including the NCA and National Policing. The team collaborate with both internal and external partners, encouraging cross agency intelligence sharing, collaboration, and tasking.

The HOI OSINT team has recently expanded, and a new team is currently being set up in this location shortly. The successful candidate will undertake a specialist training programme and mentoring period prior to the new team being established.  

The successful candidate will act as a single point of contact for Immigration Enforcement (IE) and Border Force (BF) Intelligence, Investigation, and front-line operational managers to enable the push/pull of Intelligence and tasking between teams. You will actively identify opportunities to improve the two-way exchange of intelligence, collaboration and tasking in support of key IE and BF teams. 

You will lead on the development of effective working relationships with key internal and external stakeholders to improve Intelligence sharing, collaboration and tasking with the team. 

You will manage the development of intelligence products produced by the team, ensuring investigative opportunities, intelligence gaps and disruption opportunities are identified, filled and disruptions pursued.
