Job description

You will be responsible for establishing a range of systems governance and assurance controls, to identify, analyse and reduce cyber security threats.

You will provide a key governance role in the formalisation and maintenance of the new NCGI Information and Security Management System (ISMS) initiative, enabling unit level compliance with relevant statutory, MOD & governmental requirements, for example JSP 440, 604 and the Data Protection Act.

The role will require regular travel to other MOD sites.

Your main responsibilities will include:

  • Support the development and implementation of the NCGI Information Security Management System (ISMS).
  • Collaborate with partners and customers to conduct gap analysis to identify and mitigate cyber security risks and issues.
  • Assist units with formal risk and issues collect, raising to higher authority as required.
  • Track the accreditation status for specialist systems ensuring all relevant artefacts (Risk Management and Accreditation Document Sets, Security Operating Procedures etc)are present and up to date.
  • Tracking and maintenance of NCGI systems accreditation, providing re-accreditation guidance as required.
  • Monitor unit level compliance with relevant statutory, MOD & governmental requirements.
  • Support the SAT MODCert coordinator to ensure units provide timely MODCert compliance reporting into the SAT Team Leader and relevant security/governance forums.

Main Responsibilities

  • Supervise all Security Officers on shift at the Unit, deploying them to cover tasks as laid out in Assignment Instructions and in accordance with the Joint Business Agreement/GSSOR.
  • Supervise Security Officers to protect people, property, information, and assets from damage, destruction, or unauthorised removal from the Unit.
  • Operate security systems in line with standard operating procedures.
  • Align assigned team(s) of Security Officers to protect property or information against compromise, destruction, or damage, maintaining integrity of performance through effective management, encouraging a positive and inclusive working environment, addressing concerns in a timely and sensitive manner.
  • Respond appropriately to security concerns raised, including by third parties, and work with the first responder to incidents.
  • Where required, cover CSO5 Guarding tasks including providing meal break relief.
  • Daily Supervision and admin of the Roster, as delegated by the OM, managing the administration of abstractions and keeping the OM appraised on any issues with the rosters or general operations at the Unit.
  • If located within a reasonable travelling distance of other MGS Units then the Supervisor will visit these Units at a frequency agreed with the Operations Manager to provide Supervisory support and visit Staff and customers accordingly.
  • Writing reports on breaches of security or defects and maintaining daily logs.
  • Referral of complaints.
  • Supervising and Operating and monitoring of security systems; CCTV and alarms etc.
  • Operating and communicating effectively over the telephone and/or radio.
  • Liaise with Unit HOEs and Customer representatives and other Security providers to ensure a high-quality Security service is provided. Building positive relationships with all stakeholders.
  • Assist the Operational Manager in ensuring that the Unit is compliant with NSI and all documents, policies and processes are kept up to date.
  • Other tasks commensurate with the grade.

Travel Requirements  

Where close area working arrangements are in place staff may be required to attend other sites within their travel to work area (one hour from their home) on a detached duty basis.

Medical

MGS applicants are required to attend a medical appointment to undertake a colour perception test. Operational staff at RAF Flying Stations and Royal Navy Dockyards are also required to undertake a hearing test.

DI Cyber Opportunities analysts support defence cyber operations and capability

development projects. This is a priority area for UK STRATCOM and wider defence. It is recognised that cyber operations are a major component in modernising Defence for the 21st Century via the integration of cyber into military operations.

This role requires the post-holder to work on longer-term projects across a broad portfolio, whilst developing subject matter expertise and conducting detailed analysis. NCSC Small Organisations Resilience Officer

The National Cyber Security Centre (NCSC), part of GCHQ, is the UK Government’s lead authority on cyber security. The organisation is at the heart of the Government’s cyber security strategy and has the aim of making the UK the safest place to live and work online.    

The Economy and Society Resilience team is one of four Resilience teams in the NCSC. Directly contributing towards the delivery of HMG’s National Cyber Strategy, the team provides cyber security support, guidance, products and services to a wide range of sectors including businesses, educational organisations and charities. The Small Organisation Resilience Officer will support our work with a wide range of partners in industry, other government departments and law enforcement to develop and deliver interventions which improve the cyber resilience of small organisations. 

The responsibilities of the role will include: 

  • Supporting delivery against the NCSC business plan and the Small Organisations Programme. This includes helping to develop and disseminate a suite of cyber security guidance, products and services for small organisations.  
  • Working with partners within HMG, law enforcement and industry to ensure a consistent approach to the dissemination of guidance, products and services to small organisations both nationally and locally. 
  • Representing the NCSC externally at a range of different meetings and events with partners and stakeholders.  
  • Writing and delivering presentations, reports and briefings as required.  
  • Working closely with NCSC colleagues to further develop the suite of cyber security guidance, products and services for small organisations. Working across NCSC to ensure your work maximises impact and efficiency across the department.

Person specification

A Team Leader in SSG will provide customer interface and represent SSG at high level meetings.

They will:

•    Undertake complex discussions and negotiations with SSG Project Managers and Client Security Officers for Key Projects and Maintenance accounts.
•    Lead (Line Manage) the dedicated “in-house” Project Managers, Office Manager, Skill Zones and Sub-contractors to deliver projects and maintenance to time, quality and cost.
•    Provide full financial management: Estimating, Job costing, invoicing and budget management. Providing clear and detailed financial breakdown reports to an SSG Operations Manager.
•    Be able interpret and develop SSG Operations and external client requirements, working to support the team to deliver functional solutions.
•    Working knowledge of British, European and UK Government Standards relating to security together with knowledge of QA and H&S policies.
•    Support and when required undertake management responsibility for the SSG Operational Office 
•    Participate in 24/7 on-call rota
•    Full functional training will be provided for certain systems to suit the business needs. 
 
Work is predominately at SSG Customer’s sites in the Scotland & NI geographic regions. This may involve regular and frequent periods of detached duty.  In addition, the post holder may be required to provide support to other SSG regions as vital in the UK and possibly overseas.

The following allowances are currently payable in addition to basic salary:
•    On-call allowance 
•    Recall-to-duty allowance 
•    Travel and Subsistence package when working on detached duty.

Desirable Skills & Experience

Membership: Engineering Council 
Membership: Security Institute
Qualification:
A Recognised, relevant Engineering background, Engineering Apprenticeship and / or Engineering qualifications.
HNC in Electrical or Electronic Engineering or equivalent
Qualification: NVQ/SVQ Level 3 in Electronic Security Systems (IDS, CCTV, etc) or equivalent
Qualification: ONC/OND in Electronic Security Systems (IDS, CCTV, etc) or equivalent

Environmental Factors/Hazards Associated with the Post

The applicant may be required to undertake occasional work within Radiological and Explosive Storage areas.

Licences

Full Car Driving Licence
(Essential for travel to/from sites some of which are remote and not accessible by public transport and therefore a full driving licence is required. A vehicle/hire car will be provided as necessary.)

The post advertised is for 37 hours net, however the Ministry of Defence offers flexible working to enable a better work-life balance for employees.
