Overview of the job    

This is a specialist administrative job in an establishment.

Summary         

The job holder will provide administrative support to the Security Intelligence Department and assist the Head of Security in the delivery of an effective intelligence system within the establishment.

They will be responsible for maintaining administration systems effectively and efficiently within specified timescales for the establishment

This is a non-operational job with no line management responsibilities. This role is rotational.

Responsibilities, Activities and Duties             

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Analyse and evaluate intelligence information to support and inform decision making in the prevention of security breaches and management of incidents. Where required, undertake further analysis on Security Incidents Reports (SIRs) that require it
  • Produce a monthly Intelligence Report and disseminate it as required within the establishment, collating feedback, before presenting the report at the monthly Security meeting
  • Regularly update line management regarding local security issues and any intelligence received
  • Make sure that the security intelligence system is updated, maintained, used appropriately and that staff are trained in its use as required
  • Check security information received, determine level of importance and recommend responses and solutions
  • Collate and distribute monthly targets for searching and mandatory drug tests to all residential units
  • Delivers in-house training in intelligence related procedures which will include both induction training for new starters and some specific on-going training which reinforces the need for all staff to adhere to security protocols
  • Liaise with other establishments, Law Enforcement groups and external agencies and to disseminate intelligence and SIR information in line with local and national policies to maintain safety and security
  • Provide advice and guidance to the Security Manager on current trends and issues. This includes identifying and monitoring of targets under the local supply reduction policy and extremism policy
  • Monitor the Regulatory Investigatory Powers Act (RIPA) and Covert Human Intelligence Sources (CHIS) procedures in line with relevant local/national policies, audit standards, Local Security Strategy (LSS), Interceptions of Communications Commissioner’s Office (IOCCO) and other standards
  • Monitor prisoner communications in line with relevant local/national policies, audit standards, LSS and the IOCCO requirements
  • Support the Establishment Corruption Prevention Manager in detecting staff ‘wrongdoing’, preventing and detecting crime
  • Act as the liaison for the BRENT secure fax
  • Act as point of contact for all Violent and Sex Offender Register (ViSOR) issues in the security department
  • Liaise with external stakeholders regarding Counter Terrorism and Extremism
  • Interview prisoners where intelligence suggests they may be the victims of extremist bullying or where prisoners have requested to speak to Security relating to Counter Terrorism Unit (CTU)
  • Brief and liaise with residential units regarding covert testing
  • Compile and keep up to date “subject profiles” on any Terrorism Act (TACT) prisoners, “problem profiles” and analytical reports on incidents or individuals
  • Assess any seized items such as literature/audio for any extremist content
  • Compile and complete reports on TACT or Security Threat Group prisoners

Undertake other administrative tasks including:

  • Organise, produce and maintain accurate records for the area of work
  • Act as contact point for all communications to the Team, prioritise and distribute to the appropriate person or relevant department in the establishment
  • Complete monitoring returns for the area of work
  • Input requisitions on the finance database for purchases in the area of work
  • Co-ordinate any awareness sessions for the area of work
  • Prepare paperwork for checking by their manager, conducting initial checks as required
  • Correspond with relevant stakeholders and agencies to ensure that they are aware of information and that it is adequately shared
  • Maintain and check establishment databases, manual filing systems and logs of information with responses within timescales, producing reports as required
  • Collate information on relevant Service Delivery Indicators (SDI’s)
  • Arrange any meetings including the preparation of paperwork, minutes and action points

The Customer Protection Team sits within HMRC’s Cyber Security Operation. The work of the team involves delivering anti-phishing operations for HMRC staff and customers alike, together with work to maintain the credibility of the HMRC brand in the online space. The work is critical for HMRC’s Digital transformation, and the team works in a high-profile, complex and rapidly changing security environment. As a Technical Cyber Security Analyst your responsibilities will be to directly support the department’s Cyber and Digital Strategies which includes:

Escalating (where necessary) events and incidents to the SO/G7 Lead.

Build documented processes and procedures to ensure all aspects of incident response are carried out in departmental guidelines.

Exercise, tune and innovate security incident playbooks/standard operating processes.

Collaborative working with other security teams both in and outside of Cyber Operations.

Investigating and delivering detailed analysis of the HMRC Internal phishing of staff through analysis of big data sets to identify suspicious or malicious activities.as well as the development and delivery of phishing simulation campaigns to c67,000 staff.

Driving improvements in the team’s capability and efficiency in line with the Cyber Security team and Departmental Cyber Security strategies.

To proactively develop attack detection techniques, process development and improvement.

The ComSec team have a critical role in HMRC’s communication security. The team manages the Top-Secret Communications, Rosa and Cryptographic services in line with national accreditation requirements.

They are high profile team roles and the post holders will have regular contact with staff at all grades.

You will participate in the collection, processing and evaluation of raw, unprocessed imagery and deliver robust assessments on a topic relating to your designated portfolio. Assigned to a regional or thematic team and working together with analysts of other disciplines, IAs support key decision makers satisfying Defence Prioritised Intelligence Requirements. Key thematic areas include, but are not limited to:

Delivering indicators and warnings to UK strategic and operational level planners.

Providing situational awareness to deployed UK Armed Forces.

Developing deep subject matter expertise on emerging military capabilities.

Expanding the Intelligence Community’s awareness of advancements in adversarial tactics, techniques and procedures.

Continuous career professional development opportunities are provided through tradecraft courses, conferences and career management. The IA community extends beyond the UK and you will share and improve your expertise through key engagement with international partners at both the analytical and decision-making level.

Applicants will have to successfully complete the 16-week Defence Imagery Intelligence Analysis Course (DIIAC) (within the first 12 months of being in post). On the course they will be trained in exploiting raw data collected from multiple platforms and, using a myriad of specialist applications, will be able to identify activity normally undetectable using traditional analytical techniques. Accommodation is provided for those requiring it for the duration of the course. Applicants who have already undertaken and passed the UKIAC or DIIAC will not be required to re-attend. Those who have completed the RFIAC will be assessed to understand their skills and knowledge and may be asked to attend the course.

The Establishment Security Officer (ESyO’s) is the establishment’s senior security specialist who advises the Station Commander on all aspects of security and commands or coordinates the resources allocated to security roles.  The role will have you working in conjunction with wider Security agencies across the island achieving the same goal to maintain operational effectiveness of all units and organisations on the Station and island wide.  As the ESyO you will require to have a good knowledge and understanding of the following.  Threats and Response levels, understand Security Risk Management, be able to deliver Education and Awareness Training, Cyber Security, Vetting, Travel Advice and understand the levels of Security Clearance.

Alongside the Security Role you will be the Fire Focal Officer who is responsible for the management of the Station Fire Safety along with the Garrison Sargent Major (GSM) and Fire Manager for Dhekelia Fire Station.  Preparing Unit Fire Orders, placing in measures for fire prevention and firefighting, monthly equipment checks and testing fire alarm systems and emergency lighting.
