The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security matters.

The Capability Team’s remit covers IT and technology, HR, finance, commercial, security and STRAP, intelligence policy, crisis management and estates functions for the JIO. There are two Business Operations Managers within the team working to the Head of Business Operations to ensure all these functions are delivered to a high level of efficiency and expertise, as well as driving projects on future innovations and capabilities that will help the JIO carry out its mission better going forward.

You’ll work at the heart of the UK’s national security community, regularly engaging with colleagues and senior leaders from across the Cabinet Office, UK Intelligence community and key ‘Five Eyes’ allied partners overseas.

You will be exposed to an intelligence environment working at the highest possible classifications within HMG, requiring you to help ensure the security of JIO staff and intelligence, enable delivery of the tools and services we need to get the job done, whilst also being on the front foot to help manage JIO’s response to crisis events.

Your organisational skills will help you manage how the JIO operates on a daily basis. Your ability to manage multiple priorities effectively when under pressure enables you to respond to unpredictable requirements when they arise without losing focus and progression against longer-term goals. And your management skills will help you get the best out of your team, playing to their strengths and helping them develop weaker areas, whilst being a role model that echoes the behaviours and culture throughout the JIO.

You may be expected to work additional or extended hours with little notice during a crisis or critical incident, although this will be managed in line with your regular working hours and alongside others in the JIO drafted in to support those events.

Job description

The candidate will fulfil a critical role within the JIO Capability Team, managing the day-to-day financial operations of the Organisation; leading on commercial relationships, managing expenditure and ensuring compliance with policies.

You will have exposure to some of the most high-priority work in Government, your expertise will help shape the future delivery of new initiatives and technologies at the beating heart of the UK National Security Community. 

You will also build relationships across the Civil Service, UK Intelligence Agencies, Private Sector companies and Foreign Liaison Partners.

Person specification

If your application is successful, you will:

  • Work collaboratively with the rest of the Capability team, including the HEO HR Specialist and Capability Support Officers to provide exemplary customer service to stakeholders across the organisation, across all areas of the Capability portfolio. 
  • Analyse and scrutinise actual expenditure data to provide confidence in our financial position and inform strategic decision making across the organisation.
  • Be responsible for day-to-day expenditure and debt recovery; raising accounts receivable invoices and purchase orders. Ensuring prompt payment of accounts payable supplier invoices
  • Month end process – working to tight deadlines to review, analyse, accrue and make accounting adjustments as required to ensure each cost centre reports accurate income and expenditure.
  • Financial transactions and working with budget holders – undertake accounts payable and accounts receivable transactions, answer finance queries from internal colleagues and explore methods of process improvement to make financial processes slicker and more efficient.
  • Compliance – ensure compliance with internal policies & procedures, financial reporting standards, including principles around managing public money and FReM. Answer audit queries as required
  • Provide training, advice and guidance across the JIO to ensure that our expenditure is recorded accurately in line with accounting standards and Cabinet Office policies.
  • Manage the commercial pipeline in line with Government Commercial Function best practice.
  • Be the in-house expert and champion knowledge of financial best practice across the organisation. 
  • Act as the supplier engagement lead for JIO, ensuring that supplier services are meeting our complex requirements and escalate feedback or complaints to appropriate parties.
  • Assist the Finance Business Partnering Team in the drafting of GL Journals and the Credit Control Team in the recovery of Debt.

Skills and Experience Required

  • Experience in working within a finance team or environment. Ideally, you will have a good understanding of Accounts Payable, Accounts Receivable and Commercial/Contract management best practice.

Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Job description

The Department for Transport (DfT) is looking for someone who may be early on in their intelligence career or who already has an established intelligence background. This role presents a valuable opportunity for someone looking to gain exposure into different policy areas and supporting translation of intelligence assessments into tangible policy and operational decisions, within a department that is growing in its national security credentials.

This role would be as of one of three intelligence and threats advisors within DfT, supported by two Senior Intelligence and Threats Advisors, a UKIC secondee and a head of team. The team are the main point of intersect between the UK intelligence community and the whole of the DfT. You will therefore have responsibility for ensuring that both are adequately influencing the other and that policymakers across the DfT have the correct intelligence picture in order to make the most informed decisions.

This role sits within the Intelligence and Threats Team (ITT), which itself is a part of the Transport Security Operation Centre (TSOC). TSOC leads the department’s planning for and responses to major incidents which impact the transport network, both domestically and internationally.

Responsibilities include but are not limited to

  • Monitoring the application of STRAP security guidelines and advising on any shortcomings or issues.
  • Maintaining close liaison with the STRAP authorities and building strong professional relationships with key internal and external stakeholders across Government.
  • Ensuring that the DfT STRAP facility maintains its accreditation and ensuring the operating procedures comply with requirements, ensuring all appropriate actions in response to STRAP incidents/ breaches and suspected breaches are carried out in accordance with policy and timescales.
  • Working with policy decision makers in the DfT to ensure policy and capability decisions are appropriately influenced by the threat picture.
  • Working with the UK intelligence community to ensure the DfT has access to the relevant reporting.

About you

You will have excellent interpersonal skills both verbally and in writing, with the ability to adapt your delivery to suit a wide variety of audiences. You are someone who can work at pace while managing multiple and often conflicting priorities to time and to a high standard.

Given the fast-paced evolution of threats, and the changing nature of transport systems, the post holder will need to be able to assimilate and communicate sensitive, sometimes technical, information to support risk mitigation and policy development.

You will often be working on multiple priority workstreams at any one time, so brilliant organisational skills and calmness under pressure are paramount to this role.

Additional Information

A minimum of 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

The MoJ Information Security Team sits at the heart of the Ministry of Justice, enabling good security practices through the provision of security policies, guidance and education, by understanding cyber security risks from all parts of the Ministry of Justice and providing assurance to the departmental SIRO, the Permanent Secretary and other senior stakeholders that these risks are being effectively managed in the delivery of MoJ objectives.

  • Supervise all Security Officers on shift at the Unit, deploying them to cover tasks as laid out in Assignment Instructions and in accordance with the Joint Business Agreement/GSSOR

You will normally work 48 hours per week including a daily meal break (43 hours net). Job description

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security matters.

The Capability Team’s remit covers IT and technology, HR, finance, commercial, security and STRAP, intelligence policy, crisis management and estates functions for the JIO. There are two Business Operations Managers within the team working to the Head of Business Operations to ensure all these functions are delivered to a high level of efficiency and expertise, as well as driving projects on future innovations and capabilities that will help the JIO carry out its mission better going forward.

You’ll work at the heart of the UK’s national security community, regularly engaging with colleagues and senior leaders from across the Cabinet Office, UK Intelligence community and key ‘Five Eyes’ allied partners overseas. 

You will be exposed to an intelligence environment working at the highest possible classifications within HMG, requiring you to help ensure the security of JIO staff and intelligence, enable delivery of the tools and services we need to get the job done, whilst also being on the front foot to help manage JIO’s response to crisis events.

Your organisational skills will help you manage how the JIO operates on a daily basis. Role and Responsibilities:

The main duties of the Business Operations Managers are listed below. The appointed Candidate may take on a range of responsibilities from the portfolio below

Security: You’ll work with the Cabinet Office Security and STRAP teams to ensure the security provisions for existing and new JIO staff is delivered and maintained appropriately. This will involve some service provision to ensure our protocols and procedures are fit for purpose in handling the most secret intelligence available. You’ll also help ensure the physical security of our working environment meets the needs of both the security accreditors and the JIO as a whole.

Finance and Commercial: You’ll assist in the management of the JIO’s finances, helping oversee our multi-million pound budget and related processes such as forecasting and invoicing/processing. You’ll also help run our commercial oversight, assisting your team and wider JIO colleagues in procurement activities, contract management and ensuring sensitive procurement chains are adequately protected.

HR and People Functions: The Capability team manages most of the JIO’s people processes locally (a somewhat unique situation in the Cabinet Office), to help protect our officers and the sensitive work they do. You’ll oversee a team responsible for recruitment, on and off boarding and all aspects of people casework, engaging with CO central HR colleagues where necessary.

Skills and Experience Required
Whilst we very much welcome candidates with experience and interest in the Capability responsibilities (such as Financial Management, HR processes, Commercial, Crisis Management etc.) we do not expect the successful candidate to be versed in them all on appointment; we’ll upskill and support you if you are new to these areas. However, we are looking for candidates who have a passion for learning areas such as these that they may not be familiar with.

It is critical that the successful candidate has a high degree of IT literacy and familiarity with tech in general, as the vast majority of the Capability functions involve engaging with a variety of different platforms and systems, as well as being an initial line of IT support for JIO colleagues before referring to the right technical analysts elsewhere for more detailed support. We would expect you to be confident and relatively fluent in MS Windows environments (inc, MS office or similar tools).

Essential criteria

  • Significant relevant experience working in a business operations support role.
  • Experience of managing and motivating a team and reviewing performance of individuals.
  • You will be highly IT literate and have good knowledge of the Google suite including Basic Google Sheets skills or MS Office 365. 
  • You must be able to prioritise, delegate, meet targets on different workstreams and push back where necessary.
  • Excellent written skills including verbal communications and correspondence.
  • The successful candidate must be able to attain DV clearance (if not already held) and must be a UK national 

Desirable criteria

  • Experience of high classification IT systems is very much welcomed, but not mandatory – we will upskill you accordingly if you are new to those systems.

Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition, there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Staff joining on promotion will adopt the modernised terms and conditions of employment which came into force in 2013.

The Government Security Group (GSG) is the centre of the Security Function, based within the Cabinet Office. Job description  

The Threats, Incident Response and Coordination team sits within an award winning team in GSG to provide cross-government support, guidance and coordination to manage and mitigate security incidents and promote a shared understanding of threats as they apply to government.

We are looking for a Higher Executive Officer to work on short-term operational incident response and longer-term strategic planning. As the Threat and Response Officer, you will  play a key role in developing a shared understanding of cross-government threat, lead on data analysis to build a fuller picture of cross-government security challenges, and help facilitate a coordinated response in the event of a major security incident.   • work with stakeholders and operational partners across HMG and the police to deliver effective incident response and develop a consistent threat picture in relation to the safety and security of Government.
