EISF Deputy Director

Role Purpose
The EISF Deputy Director supports the EISF Executive Director to achieve EISF’s strategic direction.
This role involves actively maintaining and encouraging collaboration and exchange between EISF members and the wider network of EISF stakeholders at policy and procedure levels as the sector thought leader on humanitarian security risk management as well as ensuring that the membership remains the core focus of EISF and EISF remains relevant to their needs.
The Deputy Director manages the day to day operations of the EISF Secretariat, including the membership services, administrative functions and EISF budget management.

Key Responsibilities
1. Secretariat Management – including:
• Responsible for operational management of the EISF Secretariat, including EISF contact point for maintaining IT systems
• Manage the Operations Support Coordinator and EISF Administrator in all aspects of the role including the membership information services as well as financial, HR and project systems and liaising with Christian Aid
• Oversee production of quarterly reports for EISF members
• Oversee budgets and spending of EISF and produce quarterly financial reports
2. Donor Relations – working with the Executive Director to:

• Actively maintain communication between EISF members to enhance collaboration and knowledge transfer.

• Act as a support base for EISF member organisations for policy and operational issues, facilitating networking during rapid onset humanitarian crises and in response to day to day security risk management issues

• Capacity building and sharing of information with other actors, tasks include:
• Support the EISF external network, which includes NGO coordination platforms, academics, relevant departments within European and other governments, specialized institutions, private corporations, academia, training institutions and consultants
• Contribute to capacity building for humanitarian security risk management, through input to the EISF guides and tools for use by practitioners and acting as a resource for external events and stakeholders
• Contribute to the development of best practice in humanitarian security-risk management, through active stakeholder engagement

Person Specification
Essential
• Experience of humanitarian security management at field and headquarters level, and/or experience of programme management at country level in insecure environments
• Proven experience of project management and finance management
• Proven negotiation, liaison and networking skills at a senior level
• Demonstrable knowledge of all aspects of and approaches to humanitarian security risk management by humanitarian actors, including critical incident management
• Experience in working with colleagues and contacts who are based off-site and managing a small team.

Reporting to the Shift Manager/Supervisor your role will be varied with new challenges and each day. Our main university campus, where the majority of our activity is based is located on edge of Leeds city centre, and with 33,000 students and 8,000 staff it is home to a vibrant and diverse community. Role Description

As a Security Officer your main duties will include:

  • Patrolling on campus, including traffic patrols on University campus and other University of Leeds properties ensuring the security and safety of all University personnel, students and visitors
  • Responding quickly to fire, panic and intruder alarms and dealing with any disturbances including trespassers, crimes or incidents on our property
  • Providing support to university events, ensuring visitors are welcomed to the campus and have a safe and enjoyable experience
  • Responding appropriately to the report of crimes or incidents, taking steps to preserve crime scenes, liaising with the Police, and detaining individuals where necessary
  • Dealing with  incidents and security issues in accordance with University of Leeds security operating procedures, and providing first aid if required

Role Description

Security Officer

Purpose:

The Security Officer must ensure that all the general security operational processes and functions within the Knightsbridge Apartments are carried out according to the Standard Operating Procedures/Safe Systems of Work. Senior Consultant in Physical Security Engineering

Role

 

Physical Security Engineering is a developing and dynamic service with the convergence of ICT and the Internet of things becoming more of a reality.  You will be required to broaden the existing Arup offering in this field with the support of existing and new consultants. 

You will be responsible for winning and delivering projects both on your own and as part of a team.

You should be working towards or have reached subject matter expert in one or more of the following technical fields:

  •       CCTV including video content analysis;
  •        Access control including SAM and cloud based solutions;
  •        Security search equipment for personnel and vehicles; 
  •       Physical construction of facilities and control cabinets against Forced entry using manual/powered tools.

You will be required to lead projects that involve other disciplines within RSR and therefore be able to demonstrate an understanding of these skills and how they affect the physical security design.

  • Arup also provides Principle Designer services for security only projects and you should understand the implications of this role.

BIM and PAS 1192 Part 5 is and will continue to become a more important aspect of the delivery of physical security projects and fundamental to the commitment to digital transformation that Arup has commenced on.  You will be required to be conversant in designing in BIM (ideally both MicroStation and Revit) and be able to provide guidance to the junior consultants on delivery and the security considerations.

  •        Be responsible for the day to day management of your projects technically and commercially.

Reporting to Director Crisis Prevention, the Senior Associate is the core delivery and project management role within the Crisis Prevention service line. The Senior Associate will be required to:

  • Consultancy
  • Carry out on-the-ground risk assessments, security reviews and audits in line with S-RM’s security risk assessment methodology;
  • Produce desktop risk assessments and security reviews;
  • Prepare detailed reports and briefings for clients;
  • Provide specialist risk and crisis management consultancy on complex issues impacting client’s people, assets and reputation; 
  • Design project security policies and plans;
  • Deliver client-facing crisis prevention training and workshops.
  • Project Management
  • Support senior members of the Crisis Prevention team with the day to day management and delivery of crisis management projects for clients;
  • Be the operational point of contact in a client facing role;
  • Manage the delivery of visit support projects globally;
  • Respond to short term ad hoc project management requests from senior members of the crisis management team;
  • Edit reports and planning products, ensuring the quality of all deliverables meet S-RM standards;
  • Maintain a comprehensive understanding of global security issues and their commercial implications, in order to offer advice to clients at short notice;
  • Select, review, deploy and manage subcontractors and suppliers;
  • Manage intelligence sources and feeds;
  • Ensure internal project management tools and mechanisms are accurate and up to date;
  • Working with S-RM’s marketing department, develop relevant and high-quality sales tools to support business growth.

SKILLS, QUALIFICATIONS & EXPERIENCE

The qualifications and experience required to perform this role successfully are:

  • Extensive knowledge of private sector security, crisis and quality management standards and procedures;
  • Demonstrable experience conducting the following (required):
  • Security risk assessments of multi asset operations in high risk jurisdictions;
  • Security reviews and gap analysis of industrial sites, auditing against international standards and best practice;
  • Country/market entry reports assessing potential operational risks to new business ventures;
  • The writing of detailed policy, plans and procedures for complex, multi asset commercial operations;
  • The management of commercial operations spanning multiple legal and national jurisdictions;  
  • Demonstrable experience working in, or providing consultancy services to, at least one of the following sectors (required):
  • Maritime and shipping;
  • Oil and gas (on and offshore);
  • Heavy Industry (mining, construction etc)
  • Demonstrable knowledge of the MENA geopolitical environment (required);
  • At least undergraduate degree level education;
  • Excellent command of the English language;
  • Excellent written and editorial skills;
  • Excellent presentation skills and demonstrable ability to brief at a high level;
  • A minimum of 5 years commercial experience in a client facing, service delivery role in a corporate environment is essential;
  • Armed Forces, Civil Service or Policing background is beneficial;
  • For applicants with no Armed Forces, Civil Service or Policing background: a minimum of 7 years commercial experience is essential.
