Main Responsibilities

The key duties of a Security Officer are as follows.

Please note that these duties can vary from site to site.

•    Controlling vehicular and pedestrian access and exit to/from site
•    Issue of passes using site IT systems
•    Reporting of environmental issues
•    Issue and receipt of keys
•    Patrolling on foot and in a vehicle
•    Searching of vehicles, baggage, personnel, buildings and open areas
•    Escorting visitors
•    Traffic management
•    Checking identity on site (ad hoc)
•    Writing reports on breaches of security or defects and maintaining daily logs
•    Referral of complaints
•    Reporting MGS infrastructure defects
•    Dealing with demonstrators and intruders as directed by those holding operational control
•    Safeguarding classified information and material
•    Cooperating with other security providers
•    Collaborating with emergency services and invoking emergency procedures
•    Operating and monitoring security systems; CCTV and alarms etc
•    Operating and communicating effectively over the telephone and/or radio
•    Reporting safety hazards and accidents in accordance with current instructions
•    Carrying out, if required, initial action at the scene of any incident
•    Other tasks commensurate with the grade

Travel Requirements

Where close area working arrangements are in place staff may be required to attend other sites within their travel to work area (one hour from their home) on a detached duty basis.

Employment Hours

Main Responsibilities:

The key duties of an Operational Manager (OM) are as follows.

  • To ensure the correct posture of physical and tactical resources to manage sites and maintain operational preparedness for security incidents, in line with local Joint Business Agreements/General Statement of Security Requirement (GSSOR’s).
  • Oversee the management of resources, including people, and expenditure whilst ensuring a positive and inclusive working environment
  • Lead Physical Security operations and set governance structures to appropriately meet the risk appetite, overseeing effective Physical Security to protect assets and people throughout the estate. Liaise with Unit Customers and Heads of Establishments on a regular basis about service delivery and any problems/issues arising. Following agreed prioritisation of tasks and risks
  • Comply with relevant regulation and legislation
  • Ensure all posts and tasks are risk assessed and Health and Safety policies and processes are followed at all times
  • Liaise with Unit Customers and Heads of Establishments on a regular basis about service delivery and any problems/issues arising. Following agreed prioritisation of tasks and risks.
  • Cooperating with other security providers at the Unit to provide a high-quality security service.
  • Provide Head Office with returns when requested regarding staffing levels, personal case work, audits and weekly completion of PORT, recording achievement of tasks, overtime and other operational data.
  • Ensuring National Security Inspectorate (NSI) compliance at all Units within your Area of Responsibility (AOR) auditing paperwork and processes and amending and updating local documents when required
  • Reviewing rosters, Joint Business Agreements/ General Statement of Security Requirement (GSSOR’s) and Assignment instructions on an annual basis to
  • Consulting with Trade Unions on local changes and building positive and effective relationships with all stakeholders.
  • Carry out all MGS/MOD/Management training including Institution of Occupational Safety and Health (IOSH) to ensure effective understanding and management of Health & Safety within their Area of Responsibility (AOR).

Travel Requirements:

Some Operational Manager roles may cover more than one site and require routine travel using official vehicles between Units. There will also be an expectation to travel in order to attend meetings, training courses or carry out Personnel case work at other locations throughout the UK.

A background, qualification or demonstrable interest in the delivery of site security and/or customer service will be an advantage.

Job summary

His Majesty’s Naval Base Clyde (HMNB CLyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and Logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at Least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy is able to deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.

The Nuclear Security Manager Coulport is accountable to the Deputy Nuclear Security Authority (Coulport) (DNSyA(C)) for all aspects of Nuclear Security at RNAD Coulport.

Job description

1.    Lead for the day-to-day management of nuclear security at RNAD on behalf of DNSyA(C) and NSA Asst Hd. In addition, the post holder will undertake other tasks identified by DNSyA(C).
2.    In consultation with DNSyA(C) and NSA Asst Hd, identify and mitigate against any security vulnerabilities associated with the NW and any NW related movements in RNAD Coulport.
3.    Act as the Subject Matter Expert on weapon security, particularly the processes necessary to maintain safe and secure operations.
4.    Daily management of nuclear security projects in RNAD, particularly Trident Special Area and Explosives Handling Jetty, ensuring the necessary work is driven forward to a high standard in conformance with Nuclear Safety standards, benchmarked against ON R.
5.    Assist DNSyA(C) and NSA Asst Hd with the incorporation of security measures into Base policy, orders and instructions to build a positive security culture.
6.    Responsible for Local security documentation including contributing to Site Security Plan and Security Standing Orders.
8.    Oversee the daily state of security systems, including CCTV, PI DS and IDS and, where there are faults work to ensure these are remedied and work to mitigate any risk with Site Security Force and others. Produce and attend briefs when required.
9.    Produce/oversee the production of Security Operational Requirements for any project at RNAD where DHNBS is the Lead or Security is a key stakeholder.
10.    Act as the Atomic Liaison Officer (RNAD) and ensure the Confidentiality, Integrity and Availability of ATOMIC (plus COMPARTMENTS) information, enforcing the need to know principle and contributing to a positive security culture.
11.    Liaise with Security Assurance Authority to regulate access to Polaris Sales Agreement and M DA data in conformance with MOD’s Directive for Security of Nuclear Weapons & Special Nuclear Material, CSSE guidance and Atomic Control Office publications.

As a Security Analyst some of your responsibilities include:

  • Continual real-time monitoring of the HMRC’s Security Platforms.
  • Taking ownership of CST’s cases and following CST tickets to full resolution state – in line with CST procedures as well as flagging relevant information to meet CE&BO’s needs.

You will perform your contracted hours on an annualised hours basis, working fixed shift patterns over a 4-week rostering period consisting of days, nights, weekends, and public holidays.

The total number of hours worked over the 4-week rostering period is 148 hours. This is not inclusive of breaks which are unpaid.

If the rostered shift falls on a Bank Holiday, colleagues are expected to work this.

Overview of the job

The post holder(s) will work in the National Intelligence Unit at HQ or one of the 5 Regional Intelligence Units. The post hold will be responsible for analysis in their respective areas. These areas include, but are not limited to, Counter Terrorism, Counter Corruption, Financial Intelligence, Sensitive Intelligence, Strategic Intelligence or Crime including Organised Crime across the relevant region or nationally in HM Prison and Probation Service (HMPPS). All these intelligence units form part of the National Intelligence Unit.

Intelligence Analyst(s) will play a critical role in developing the intelligence picture on a range of threats impacting on their geographic or thematic area, drawing on existing intelligence products as well as developing their own analysis.

The post holder will be responsible for providing strategic and tactical intelligence analysis and products which will look across prison and probation contexts at ‘high priority’ offenders, offending groups and operational security vulnerabilities in their area.

The post holder will report directly to the band 7 Senior Intelligence Analysts in the respective Unit. The post is a flexible resource within the function and the post holder may be asked to undertake work for another Unit to respond to changes in priorities.

The post holder may have direct line management and professional development of the band 3 intelligence researchers.

These posts may be based either in HQ (102 Petty France, London) or in one of the five Regional Hubs, exact details will be specified in the advert. Regular travel is likely and will include prison establishments, prison Group Directors’ offices and Probation Service Division offices as well as law enforcement partners’ offices. In addition there is likely to be occasional travel throughout England and Wales for national matters. Remote/Home working will be an option though specifics will be role dependent.

A background in analytical work (any discipline) would be an advantage but is not essential; training in intelligence analysis will be provided if required. Furthermore, some roles will require the post holder to partake in specialist training and accreditation which will be provided.
Summary    This is an exciting opportunity to take up a key role supporting the ongoing development of intelligence analysis as a professional service to HMPPS.

The post holder will be expected to develop and deliver a high quality intelligence analytical service to HMPPS and law enforcement partners; therefore, they will require a strong grasp of intelligence and data analytical techniques, research skills, information handling requirements, as well as understand and anticipate information and intelligence requirements from a range of partners.

The post holder will also require strong communication skills to engage with a wide range of consumers of intelligence at all levels within HMPPS, with law enforcement partners, the National Crime Agency and, for some roles, the Security Services.
 
The post has no operational requirement. However, an understanding of prisons, probation and/or law enforcement operating environment would be an advantage.

The postholder must act with the highest levels of personal and professional integrity and champion these qualities in others. They must be vetted to Security Check (SC) or Developed Vetting (DV) depending on the role. It is likely that roles in the Sensitive Intelligence Unit will require DV, but this is subject to change.

Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

•    National and Regional Intelligence Products: produce ad hoc ‘problem profiles’ on request, based on emerging trends. Produce intelligence assessments to support the case management of high risk or emerging ‘threat group’ individuals, discuss and develop terms of reference for an intelligence analysis product; obtain and evaluate information for intelligence analysis; apply analytical techniques to interpret information for intelligence analysis; use inference development to make judgments based on intelligence analysis methodology; create intelligence analysis products to support decision making; disseminate intelligence products; and review the effectiveness of the analysis process.
•    Intelligence Sharing and Partnership working: Support the unit in developing and maintaining good working relationships with both internal colleagues and external partners at national, regional and local levels to facilitate timely sharing of intelligence. Attend prison, probation and law enforcement regional and national forums as required. Support information requests and flows on both strategic and tactical intelligence, information or data requirements.
•    Management & Leadership: line manage and provide professional development to Band 3 Intelligence Researchers, and provide support to prison and probation colleagues and partners on the Professionalisation of intelligence.

  • Lead monitoring and response operations for our corporate IT systems

HM Treasury will support the post holder with on-the-job and a formal training structure in a range of certifications, qualifications, and skills.
