Job summary
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the am-munitioning of all submarine-embarked tactical weapons.
HMNB Clyde will be the single operational home of the Submarine Service from 2020 and will become the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy is able to deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.
This transition will provide excellent opportunities for commencing and developing exciting and challenging careers within the Civil Service across a broad range of functions and numerous skill sets in direct support of output delivery.
This position is advertised at 37 hours per week.
Job description
As the Physical Security Officer, you will have the opportunity to:
1. Assist with physical security projects for the Nuclear Security Manager (NSM) and provide Subject matter expert (SME) support to other Base projects as the need arises.
2. Review all MoD Police Occurrence Reports, noting any trends in degradation or lapses in security.
3. To provide physical security advice on security aspects of Projects, so that required standards of security are addressed at planning, briefs, construction, handover, and maintained in subsequent operation.
4. In the absence of NSM, deliver comprehensive brief to Fleet Protection Group Royal Marines (FPGRM) prior to and during deployment.
5. In the absence of NSM attend all daily security briefings capturing all key Physical Security issues across RNAD Coulport and brief at the appropriate weekly meetings and any other security briefings as directed by the Deputy Nuclear Security Authority (Coulport) (DNSA(C)) and NSM.
6. Conduct initial investigations into all breaches of physical security, including preparation of subsequent reports.
7. Provide support to undertaking the Threat vulnerability Assessment Period Review (TVAPR) process.
8. Designated NSM Security Key Officer.
9. Conduct regular spot checks on the Physical Security Equipment across the RNAD Coulport estate (including in the Control Rooms), and areas of particular interest such as Armouries, in line with the Nuclear Self Assurance regime.
10. Review the state of security systems, including CCTV, PIDS and IDS daily and, where there are faults, work to remedy these and mitigate risks.
11. Prepare amendments to local security documentation.
12. In consultation with the Nuclear Security Manager, produce Operational Requirements for any projects at RNAD Coulport where Security is a stakeholder or DHNBS is the lead.
13. Develop and produce to a Security Asset Register for RNAD Coulport, capturing all Security Equipment, its maintainer, and any contractural details.
14. Act as Assistant Atomic Liaison Officer (A/ALO).
15. Provide cross-site support as directed by DNSA(C).
16. Conduct physical security briefings to visitors at RNAD Coulport.
17. Conduct any other Physical Security tasking as directed by NSM, DNSA(C) or NSA Asst Hd at HMNB Clyde
18. Contribute to the Security Assurance team’s Nuclear Self Assurance process at RNAD Coulport ensuring reports are written following assurance activities for the attention of DNSA(C).
19. Conduct Protective Security Assurance Visits as directed by DNSA and NSM.
20. Represent Clyde Security Organisationat meetings where Physical Security advice is required.
21. Compilation of statistics for Deputy Head Navel Base Security successes, opportunities, failures, threats (SOFT) report and daily stats for security system and defect reports.
22. In addition the post holder will undertake tasking as identified by NSM to ensure delivery of Departmental outputs.
Person specification
The preferred candidate will be a security professional with working experience and application of Security policy and physical security measures. A self starter with the ability to work in a high pressured environment to tight deadlines, they should be able to think on their feet and make decisions with limited information.
The successful candidate will be required to complete a variety of security related courses.
A full UK driving licence would be desirable.
