The Role

We’re recruiting for a Security Practice Lead here at Justice Digital, to be part of our warm and collaborative Security Operations Centre.

The JD SOC Team is part of the Digital Group within the Ministry of Justice. The SOC consults, delivers, and supports the security systems that enable MoJ colleagues and users to access over 950 applications and services, safely and securely, from over 800 locations across the UK

The Justice Digital Security Practice lead supports the development and application of a mixture of security underpinning knowledge and technical skills. The focus is on enabling professional development for the security practice within Justice Digital.

Outcomes include increased awareness and response capability to address threats arising from ‘soft’ cyber techniques. The Lead will also help colleagues develop Cyber skills to fulfil their career aspirations and potential.

The Cyber Security Practice Lead plays a vital role in promoting a culture of cyber security awareness and best practice across the department or organization. This is essential for protecting the government’s critical infrastructure, data, and services from cyber threats.

Key Responsibilities:

Assistance in implementing the MOJ’s Cyber Security Strategy

  • The strategy addresses all aspects of cyber security, including risk management, incident response, and business continuity. The lead provides on-going alignment and liaison regarding how the strategy affects operational security. The role will liaise with other MOJ directorates to ensure that Justice Digital is supporting and promoting the Cyber Security Strategy. 

Learning & Development (L&D)

  • Create and deliver a L&D strategy to develop high performing Justice Digital teams and work with the Heads of Profession to deliver learning pathways and development programmes.
  • Provide early critical thinking and longer term strategic and capacity-building support, aligning with Cyber team objectives, thereby enabling MoJ Justice Digital strategies and plans, and delivery of the organisation’s strategic objectives.
  • Assess current and future requirements and gaps in ‘soft skill’ defensive capability, and commission L&D interventions to address them in line with the organisation’s strategic direction.
  • Ensure all programmes and plans are measurable, monitored and deliver value for money, for example by assessing and evaluating alignment with Cyber Security best practices.
  • Engage with other HMG departments to understand their L&D programmes for operational security and share the MOJ’s vision for development.

Management Development

  • Work with Justice Digital team leads and the senior management team to Implement a formal talent management framework for critical posts, founded on Cyber Security soft skills awareness and application, and focusing on experiential development, thereby establishing and maintaining service continuity and effective leadership.

Leadership

  • Provide leadership and guidance to the Justice Digital team, building capacity and capability and play a valued role in our organisation-wide Senior Leadership Team and throughout MOJ
  • Work alongside the Security Head of Profession to enable Justice Digital related cyber topics are communicated through the network of cyber champions.
  • Work in partnership at a senior level across the MOJ, engaging leaders in the L&D strategy, bringing all on the journey of learning.

The Operational Intelligence Units (OIUs) are part of Home Office Intelligence. OIUs are building capability to proactively gather intelligence and develop thematic intelligence campaigns, leading to operational activity that has a significant impact on immigration abuse within our geographical remit.

The OIUs are responsible for the proactive collection of information concerning immigration abuse and the assessment of new information/intelligence received, in line with local, regional and national priorities. Intelligence gathered is turned into operational packages for disruption, (for example by enforcement teams) as well as developed into campaigns to disrupt thematic immigration abuse.

We have 5 vacancies within the Greater Manchester Operational Intelligence Unit (OIU) and 2 vacancies within the Merseyside OIU for proactive, engaging individuals with drive and enthusiasm. The role will offer the opportunity for them to develop intelligence skills and to interact with a variety of internal and external partners

The successful candidates will be required to gather and develop intelligence, as directed by the Field Intelligence Manager, in order to deliver Home Office Intelligence priorities.

Responsibilities

Duties include but are not limited to:

•    Proactively gathering, researching, developing and disseminating intelligence in the appropriate format.

•    Actively seeking to develop relationships with both internal and external business partners in order to identify new work streams/sources of intelligence to develop high quality intelligence products for enforcement teams and criminal investigations.

•    Proactively undertaking field visits to develop intelligence by visiting employers and stakeholders.

Training

The role of intelligence is continuing to develop within the Home Office as we aim to professionalise roles through staff training and qualifications. The successful candidates will work towards an Intelligence Professionalisation Programme (IPP) accreditation within the first year in post. The Home Office is also developing an IPP career pathway framework to set out how intelligence practitioners can proactively move between IPP organisations to improve their intelligence knowledge and skills sets.

Personal Safety Training

The successful candidates must also be Immigration Enforcement arrest trained, or willing and able to pass an arrest training course (including required health assessment). They must complete the required training in order to fulfil any intelligence gathering requirements when deployed with an ICE arrest team.

Candidates will also be required to undergo mandatory refresher arrest training every 12 months and must continue to meet the required health and fitness standards via annual health assessments.

As these are warranted roles with the powers of arrest, it is an essential requirement to complete the requisite training and the roles are conditional on passing a mandatory training programme, which will include a health fitness assessment, Enforcement training (4-week course) and Arrest training (2-week course). Other additional training focusing on the intelligence aspect of the role will also be provided.

Senior STRAP Security Officer

About the role:

The NCA’S dedicated STRAP & iCdesk Management Unit (SiMU) works within the NCA’s Integrated Protective Security command.


The purpose of the STRAP & iCdesk Management Unit (SiMU) is to:

  • Manage the STRAP Secure Accredited Environments (Enclaves) and ensure that the NCA is compliant with the intelligence handling procedures known as ‘STRAP’ as laid down by the Cabinet Office Security Policy Framework
  • Provide advice and guidance to staff of STRAP matters and conduct STRAP briefings
  • Provide the Agency with a means to store and exchange caveated SECRET and above and STRAP material to meet the NCA’s business needs
  • Deliver access to the government-wide STRAP IT system known as iCdesk including familiarisation sessions to those granted an iCdesk account
  • Manage and maintain current and accurate records of those NCA officers who have access to various levels of information including STRAP and iCdesk.

The SiMU team represents the NCA in the further development of the iCdesk system across government and manages its compatibility with relevant NCA systems and our connectivity with other partners through iCdesk.

The role of the Senior STRAP Officer is to supervise the implementation and management of STRAP security measures in the NCA to national, accredited standards. They provide professional direction and advice to NCA officers, contractors and visitors to protect NCA and partner operations, assets and capabilities.

If successful you will be responsible on a daily basis for protecting the highest levels of sensitive material by applying and enforcing the government standard known as ‘STRAP’. 

You will:

  • Manage G5 STRAP officers in the SiMU, overseeing their workload, training needs and development, and ensuring appropriate escalation of urgent matters
  • Lead on aspects of liaison with key partners across Government, ensuring the NCA is at the forefront of Cabinet Office policy relating to STRAP matters

The National Crime Agency (NCA) leads the UK’S fight against Serious and Organised Crime, protecting the public from the most dangerous criminals. The role of an NCA Investigator, Intelligence officer or Analyst requires no prior law enforcement experience, with all successful trainees enrolled onto the bespoke Officer Development Programme (ODP). This is a two year structured training programme, in which officers are required to evidence competence across a range of investigational, intelligence or analytical competencies.

During this process, by identifying and valuing the aptitudes of each individual and developing their learning, knowledge and acquired ability, the Agency will seek to place each person in an appropriate, challenging and rewarding role, on the appropriate pathway.

By successfully completing this comprehensive training programme and achieving accreditation as an NCA investigator, NCA Intelligence officer, or NCA Analyst you will be trained to partake in serious and organised crime investigations to a national standard.

Investigator

As an NCA Investigator you will be directly engaged in the fight against Serious and Organised Crime targeting organised offenders both nationally and internationally in order to minimise risk to the UK.

As part of a focused team you will identify, gather, review and develop evidence, using both overt and covert tactics, including surveillance, in order to obtain a complete evidential picture and implement effective operational strategies to facilitate these offenders being brought to justice.

The role will see you receive comprehensive training which will prepare and enable you to  competently perform all initial investigational roles to include: arrest, conflict management, systematic search, witness, victim and suspect interview, appropriate level case file preparation and disclosure and Court Room presentation.

Additionally you will receive instruction in specialist ground breaking overt and covert investigational techniques and innovative approaches and be empowered to make decisions which help disrupt and bring to justice criminals who present the highest National threat to the UK.

In doing so you will utilise the skills of associated NCA teams such as Intelligence and Forensics and develop close working partnerships with other UK and overseas Law Enforcement agencies, UK Police and the Crown Prosecution Service.

This is a rewarding but physically demanding role often involving working long and/or anti-social hours with the potential for working patterns to change at short notice and calling for both commitment and flexibility. Investigators are required to be trained in the use of force and be able to operate Personal Protective Equipment, including PAVA spray, batons and handcuffs.

You may have to Investigate Child sexual abuse/exploitation involving exposure to images and material and will undergo psychological assessments upon taking up the role and at regular intervals once in post. Analyst
As an Intelligence Analyst, your role will be to conduct complex and wide-ranging analysis in support of the National Crime Agency’s mission; developing intelligence products and contributing to the National Strategic Assessment, Annual Plan, National Intelligence Requirements and National Control Strategy to aid the fight to cut serious and organised crime.

As a trainee you will receive comprehensive training which will prepare and enable you to complete the Intelligence Analyst role.  You will learn about analysis, exploitation and making recommendations to support the development of intelligence.  You will learn about and gain access to a wide range of covert and over capabilities to inform this work, in support of both tactical and strategic objectives.

Additionally you will receive instruction on analytical techniques and be empowered to assist in the decision making process.

There are three analytical teams within the NCA to which you could be aligned:-
TIAT – The Tactical Intelligence Analysis Team brings together all of the Tactical Intelligence Analysts in the agency across Investigations, Regional Intelligence Teams (RITs) and in the National Tasking Centre Thematic Threat areas. TIAT is one national team and supports the greatest threat, risk and harm across the country determining best use of analytical resource. TIAT support the end to end process of development of high end of high harm targets, prioritisation, proactive analytical support through to reactive investigative support providing evidence at Court.

NAC – The National Assessment Centre acts as the NCA’s centre for assessed intelligence reporting. The team’s mission is to articulate the single picture of the serious and organised crime threat. This is done by authoring products to inform strategies, policies, operational teams, governance groups.

NDEC – The National Data Exploitation Capability is a multidisciplinary team made up of data and technology professionals, intelligence officers and analysts and data management officers transforming how the NCA and wider UK Law Enforcement community operate. NDEC are partnering with other organisations, and using advanced data analytics and data science techniques to creates insights that disrupt and detect serious and organised crime 
(SOC). NDEC is also responsible for managing the acquisition of data to exploit and enhance the understanding of these SOC threats

Intelligence officer
As an NCA Intelligence Officer, you will be working at the centre of the action, undertaking and helping to prioritise development work on tasked projects and operations in the UK and overseas. You will play a key role in contributing towards  the NCA’s mission of protecting the public from serious and organised crime.

You will receive comprehensive training to enable you to competently collect, evaluate, develop and exploit intelligence from a range of sources. This training, together with mentoring and support will see you build specialist knowledge around a range of threat areas affecting the UK.

Your role will see you interacting with other NCA departments and teams, as well as external partners including government, Law Enforcement, UK Intelligence Community, public, private and third sector partners. You will be directing and supporting tactical operational activity in the UK and overseas to cause maximum disruption to individuals and groups involved in serious organised crime.

As an Intelligence Officer you will work closely with Intelligence Analysts using multiple data sets to build and develop knowledge. Your work will contribute to the NCA’s National Strategic Assessment by building understanding of the threat to the UK from serious and organised crime.

Job description

The Security Strategy Manager for the Submarine Directorate will operate across the Directorate to identify and respond to opportunities to improve physical, information (including cyber) and personnel security. This is a strategic post which relies on building strong relationships with security specialists across the Directorate (e.g Deputy Heads of Clyde & Devonport Naval Bases, Naval Bases Security Advisor, Project Security Officers), with Navy Command (Principal Security Adviser team), the Defence Nuclear Organisation (enterprise security team) and other organisations within the Defence Nuclear Enterprise.

The post-holder will have primary responsibility for producing and maintaining the security risk assessment and control strategy for the Submarine Directorate. In collaboration with key stakeholders, they will also be responsible for reviewing the Directorate operating model for security and making recommendations for improvements.

In coordination with key security posts within the Directorate, the post holder will support the Director Submarines in discharging his responsibilities to provide personal oversight at 2* level for security and resilience compliance and best practice, and the identification, reporting and mitigation of risk. This includes:

  • Maintaining a positive culture for the security of all personnel, information and materiel – including visibly championing security across the Directorate.
  • Implementing Navy Command’s (NC) Security and Resilience Strategy within the Directorate.
  • Assessing and collating Directorate risks and reporting on a quarterly basis.
  • Identifying, monitoring and addressing any shortcomings in meeting relevant statutory requirements in both MOD and NC specific security policy, managing the response within the appropriate NC risk appetite.
  • Assuring the Second Sea Lord, as Command Security Officer, that relevant statutory requirements are being met and security policy is being managed effectively and efficiently throughout the Directorate.
  • Ensuring Directorate personnel are ready to mitigate changes to the level and nature of security threat(s).
  • Ensuring all Directorate projects have a Project Security Officer (PSyO) nominated and hold the Directorate PSyO register.

The post holder will also prepare input and briefing to support Director Submarines Chief of Staff (or other appointed individual) engagement at the Navy Command Security and Resilience Board (NCSRB) – an executive board responsible to the Navy Board for the protection of NC assets: people, information and equipment.

The post-holder will need to ensure that they remain up to date with security related developments, regulations (including nuclear security regulations) and best practice both within the department and externally.

The post will be based in Portsmouth NCHQ or London Main Building, with the expectation of regular travel between sites and occasional travel to other Defence locations including HMNB Clyde and Devonport.

  • Act as liaison for Project Security Officers for major Directorate Projects, in line with JSP440, liaising with Programme Directors and Programme Managers.

  • Attend the Enterprise Security Working Group and Op R Risk and Security Working Group.

  • Promote security resilience in the Directorate, including updates to MoD/ Navy security guidance and practice.

Job description

The Department for Transport (DfT) is looking for a team player to take a leading role in developing the department’s engagements with the UK Intelligence Community and developing the use of intelligence across the department. This role presents a valuable opportunity for someone looking to understand the real-world impacts of intelligence and supporting translation of intelligence assessments into tangible policy and operational decisions, within a department that is growing in its national security credentials. Previous occupants in the role have gone on to promotion in either policy or intelligence career pathways.

This role would be as of one of two senior intelligence and threats advisors within DfT, supported by three intelligence and threats advisors, a secondee and a head of team. The team are the main point of intersect between the UK intelligence community and the DfT. You will therefore have responsibility for ensuring that both are adequately influencing the other and that policymakers across the DfT have the correct intelligence picture to make the most informed decisions. This will include working with the intelligence community to ensure the department has situational awareness of the most impactful geo-political events, and helping colleagues to understand the impact on their modes.

This role sits within the Transport Security Operation Centre (TSOC), DfTs crisis management nerve centre which leads the department’s planning for and responses to major incidents, both domestically and internationally. As TSOC leads on the department’s emergency response mechanisms, you will occasionally be required to participate in the department’s response to a security or civil contingencies incident. This could include out of hours working. 

You will support the department’s security and resilience portfolios, ranging from counter terrorism and cyber security to hostile state threats. You will work with security and intelligence partners from across government to help mitigate risks to the UK’s transport sector, often providing the vital links between many of these partners and the DfT. 

The role requires DV clearance however candidates can onboard with SC Clearance and continue undergoing DV whilst in post. Should the successful candidate not obtain DV then there will be a requirement to be re-deployed to an alternative post.

Key accountabilities of the role include:

  • Identifying emerging trends in threat to transport.
  • Providing intelligence input to support both security and civil preparedness operational planning.

The NCA has grown in size and complexity in recent years and it is vital that it maintains a security posture and capabilities to protect against existing, new and emerging threats.

The Integrated Protective Security Command (IPS) is responsible for securing the Agency to protect the public. The IPS mission statement is:

Responsibilities 

This is an exciting opportunity to join the NCA’s Anti-Corruption Unit working in a multi-functional dynamic team, alongside Intelligence officers and Senior Investigators investigating the complex corruption threat to law enforcement.

We are looking for experienced Investigators who hold a current/active PIP2 or an equivalent recognised qualification/accreditation in investigative crime issued by a Government body ,The successful candidate must have experience in utilising covert tactics and a full DVLA Driving Licence (includes full EU licences)
Key Responsibilities

You will:

• Work within a team of self-contained, multi-functional ACU investigators and intelligence officers to develop intelligence and build evidence to support NCA and partner anti-corruption operations, within a context of serious and organised crime. 
• Participate in investigations where covert tactics, confidentiality, sensitive intelligence, and surveillance will provide the basis for tactical activity.

• Required to work flexibly, often outside of normal office hours, and sometimes for extended periods of duty.

• Have the ability to build a case file for prosecution, and to be part of a team taking a case through the judicial process to prosecution.
 
• Demonstrate the highest levels of integrity.

• Our priority is the protection of NCA officers, operations, and assets.

• We also support our partners to develop their own response corruption, nationally and internationally.

Licences

Full DVLA Driving Licence (includes full EU licences).

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

• Current/Active PIP2 or an equivalent recognised qualification/accreditation in investigative crime issued by a Government body.
