Job description

The Department for Transport (DfT) is looking for a team player to take a leading role in developing the department’s engagements with the UK Intelligence Community and developing the use of intelligence across the department. This role presents a valuable opportunity for someone looking to understand the real-world impacts of intelligence and supporting translation of intelligence assessments into tangible policy and operational decisions, within a department that is growing in its national security credentials. Previous occupants in the role have gone on to promotion in either policy or intelligence career pathways.

This role would be as of one of two senior intelligence and threats advisors within DfT, supported by three intelligence and threats advisors, a secondee and a head of team. The team are the main point of intersect between the UK intelligence community and the DfT. You will therefore have responsibility for ensuring that both are adequately influencing the other and that policymakers across the DfT have the correct intelligence picture to make the most informed decisions. This will include working with the intelligence community to ensure the department has situational awareness of the most impactful geo-political events, and helping colleagues to understand the impact on their modes.

This role sits within the Transport Security Operation Centre (TSOC), DfTs crisis management nerve centre which leads the department’s planning for and responses to major incidents, both domestically and internationally. As TSOC leads on the department’s emergency response mechanisms, you will occasionally be required to participate in the department’s response to a security or civil contingencies incident. This could include out of hours working. 

You will support the department’s security and resilience portfolios, ranging from counter terrorism and cyber security to hostile state threats. You will work with security and intelligence partners from across government to help mitigate risks to the UK’s transport sector, often providing the vital links between many of these partners and the DfT. 

The role requires DV clearance however candidates can onboard with SC Clearance and continue undergoing DV whilst in post. Should the successful candidate not obtain DV then there will be a requirement to be re-deployed to an alternative post.

Responsibilities

Key accountabilities of the role include:

  • Identifying emerging trends in threat to transport.
  • Providing intelligence input to support both security and civil preparedness operational planning.
  • Supporting DfT in being prepared to respond to security emergencies, identifying and embedding best practice and lessons.
  • Crisis Management focal point linking into the operations team, providing intelligence support and assistance for the response to security and civil contingency events.
  • Managing and supporting the work of one or two of three individuals in the team. This will require the ability to understand modal policy and its intelligence requirements.
  • Developing relationships with external partners at home and abroad to facilitate sharing of threat information and best practices.
  • Overseeing production of, and iteratively refining, a range of transport security products, including a weekly security summary for Ministers and senior officials.
  • Developing and nurturing relationships with intelligence and across government partners, to ensure the DfT is considered a key and intelligent customer in intelligence and is sufficiently shaping the collective HMG strategy.

Person specification

You will be someone who can build rapport quickly with others as you develop effective working relationships within the department and beyond. You will help staff members understand their intelligence needs and work with the intelligence community to service them. You will be expected to build up your credibility as an expert in intelligence and threat.

Given the fast-paced evolution of threats, and the changing nature of transport systems, the post holder will need to be able to assimilate and communicate sensitive, sometimes technical, information to support risk mitigation and policy development. You will need to be a team player, who is able to understand the DfTs requirements and support teams as required. As the team is responsible for the intelligence requirements of all teams across DfT, you will need the ability to see the big picture and understand how requirements across DfT fit together with each other and the wider His Majesty’s Government priorities and requirements – influencing others to also see those connections.

Additional Information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Our Mission is to enable Government to protect citizens and provide vital public services by understanding and managing security risks. We set the strategy and standards for Government Security, monitor departmental security performance, manage pan-government security incidents, support the delivery of key security capabilities and lead the Government Security Profession.

The Government Security Group (GSG) is the centre of the Security Function, based within the Cabinet Office. GSG is transforming the Government’s approach to protective security to ensure it is fit to meet the challenges of the digital age. This role offers an exciting opportunity to work in a fast-paced, dynamic team, with a breadth of stakeholders including in other Government departments, the National Technical Authorities and the Agencies, and to contribute to delivering improved security across Government. 

The Threat, Incident Response and Coordination team sits within an award winning team in GSG to provide cross-government support, guidance and coordination to manage and mitigate security incidents and promote a shared understanding of threats as they apply to government.

From cyber protecting interfaces for complex military equipment to finding the safest ways to integrate commercial “off-the shelf” consumer electronics with bespoke secure communications systems, each day presents the opportunity develop your skills and experience.

The Team is also responsible for driving improvements in cyber security across defence’s existing systems through hard hitting assessments and advice to project teams about how their security can be improvement. You will manage the department’s risk exception process and so see, and help evaluate, the most intractable and far-reaching cyber risk issues that the department faces.

You will routinely brief and advise the most senior technical and business leaders in the department as they decide how to manage their risks.

This is an excellent opportunity to develop your knowledge of technical vulnerabilities, testing and assurance, whilst working with some of the most complex and technically advanced systems and equipment in the world. This post is eligible for a Digital Skills Allowance of up to £18,000 per annum. Eligibility for this allowance will be assessed at interview against 4 core technical skills only and reviewed annually in line with MOD policy.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station, which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this).  If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

This position can be based at either MOD Main Building, Whitehall, London SW1A 2HB, MOD Corsham, Westwells Road, Corsham, Wiltshire SN13 9NR or RAF Wyton, Huntingdon, PE28 2EA, with the expectation that you will be required to work onsite at RAF Wyton for at least 2 to 3 days per week.

Dependent on the business need, there may be a requirement to travel to meetings within the UK (or potentially occasional overseas visits).

If not already held, successful candidates will be required to undergo DV clearance.
