The Threat, Incident Response and Coordination team sits within an award winning team in GSG to provide cross-government support, guidance and coordination to manage and mitigate security incidents and promote a shared understanding of threats as they apply to government. 

We are looking for a Senior Executive Officer to lead on threat intelligence. If you are passionate about protecting government and working in partnership to build a shared  understanding of threat, then we’d like to hear from you.

As the Threat Intelligence lead, you will help to protect HMG against a diverse range of threats. You will work with stakeholders across HMG and externally to build a consistent understanding of threat across government to identify mitigations and reduce risk. 

This role will:

  • Build trusted partnerships across the intelligence community, law enforcement and government departments.
  • Lead the generation, collection and dissemination of Threat Intelligence across HMG, drawing upon all potential sources of data (from inside and outside Government) at all classifications. The post holder will be proactive and ensure the right threat data gets to the right stakeholders in a rapidly consumable and actionable format.

Job description

The role holder will work on all the areas listed below and will lead on the delivery of several (exact responsibilities will be divided across the team depending on skills and priority areas):

  • Establish, maintain and develop a cross-government community of threat  intelligence expertise with both internal/external partners and the wider Assessment Community to improve intelligence flow through collaboration and influence.
  • Lead and motivate information sharing forums and maintain other intelligence relationships (internal and external) to enhance understanding of threats within HMG.
  • Develop a new threat function to be able to deliver a tailored threat product which specifically identifies and assesses threats to government buildings and personnel, by collating and assessing threat intelligence and data from a range of sources, taking into account its relevance and reliability to develop and maintain situational awareness.
  • Line management and professional development of one HEO. 
  • Deputising for G7 where appropriate.
  • Develop relationships with other GSG teams, other government departments and external stakeholders.
  • The role will also act to support GSG’s incident response function as and when required.

This role offers a great variety of responsibilities and tasks – both developing and delivering a new policy area but also working on live national security cases. It requires the successful delivery of policy priority projects over a sustained period in complex, high profile, high security classification and high-risk policy environment when you do not necessarily hold the direct levers to instil action.

The successful candidate will be responsible for a number of workstreams whilst flexibly supporting across the team and Directorate’s tasks. Specific responsibilities will depend on security clearance, but you can expect to:

• Develop an in-depth knowledge of the National Security & Investment (NSI) Act review process, which seeks to review UK investment transactions,

• Lead on assessment and management of cases in the data infrastructure sector to determine if any national security risks arise from foreign direct investment

• Undertake policy work to consider key issues related to the development NS&I of the process with the ISU.

• Think strategically and undertake horizon scanning to consider potential upcoming national security risks in the data infrastructure sector, and advising on next steps.

• Drive work to develop levers to mitigate risks derived from state threat access to data, working with colleague’s cross-HMG to review the current landscape and identifying key gaps in HMG’s toolkit.

This is an exciting opportunity to lead the capabilities team within the Cyber Directorate developing Government cyber security capabilities such as horizon scanning, cyber security expertise as well as the running of priority projects.

The Cyber Directorate is responsible for the Government Cyber Security Strategy, ensuring that government departments are able to effectively defend themselves and each other, and to be resilient to common cyber attacks.  

You will act as one of two leads within the Cyber Policy and Capabilities team, which provides risk-driven, accessible and implementable cyber policy and guidance to the government sector; and for providing deep technical knowledge applied strategically to help GSG respond to an evolving cyber threat environment. 

You will be responsible for taking the lead on the strategic direction of the capabilities team, the development of capabilities to match, and the implementation and use of those capabilities across Government Security Group and out into wider government.

Your team has a mix of capabilities that enable you to sense, analyse and understand the current cybersecurity landscape across government, to understand the evolving cyber threat environment, and to effect change through advice, guidance and critical priority projects. They work on areas as varied and interesting as artificial intelligence, post quantum cryptography, insider threats, ransomware and cyber deception technologies. They seek to understand not just the threats posed in an evolving technological environment, but the opportunities for government and how to safely and securely make use of it.

You will work closely with your policy colleagues, supporting them in the development of risk-driven, accessible and implementable cyber policy through the use of the capabilities you have developed and the understanding of the environment.  You will provide advice and guidance to the entire cyber directorate, the wider government security function and directly to the Government Chief Security Officer to enable effective and risk-driven decision making. This is an exciting opportunity to work at the centre of the Cyber Directorate. You will play an active and key role within Cyber Private Office as well as directly supporting the Cyber Director in delivering their objectives. As a team, we are the front door to Cyber. Our days are fast paced and we have a unique platform to see the delivery of the Cyber Directorates work – you will be privy to key areas such as how we shape cyber policy and respond to cyber attacks. 

As Cyber Office Manager you will manage the organisation and planning of the Cyber Directors time. You will manage their diary, engaging regularly with colleagues from across Cyber, GSG and with external stakeholders to deconflict and prioritise the time of our Director. You will become confident in communicating with colleagues across a wide range of departments and external organisations. 

As a small and supportive Private Office, you will work with the Chief of Staff and Executive Assistants to provide high quality support to leadership. You will have ownership of key responsibilities as well as working collaboratively with Private Office colleagues to deliver our combined objectives. Previous experience in building positive working relationships, managing priorities and maintaining attention to detail at pace would be beneficial. 

You will lead on projects to support the Director and Directorate, with a focus on leading recruitment processes as well as workforce and resourcing data. You will work closely with our HR colleagues. You will support best practice initiatives, working with wider Cyber teams to ensure accurate information management. The Deputy Head Technical Assurance and Consultancy reports to the Head of Cyber Security Assessment and Advisory Services (CySAAS) and leads a group of specialists tasked with investigating novel and contentious applications of technology and practice to meet   defence’s challenges. From cyber protecting interfaces for complex military equipment to finding the safest ways to integrate commercial “off-the shelf” consumer electronics with bespoke secure communications systems, each day presents the opportunity develop your skills and experience.

The Team is also responsible for driving improvements in cyber security across defence’s existing systems through hard hitting assessments and advice to project teams about how their security can be improvement. You will manage the department’s risk exception process and so see, and help evaluate, the most intractable and far-reaching cyber risk issues that the department faces.

You will routinely brief and advise the most senior technical and business leaders in the department as they decide how to manage their risks.

This is an excellent opportunity to develop your knowledge of technical vulnerabilities, testing and assurance, whilst working with some of the most complex and technically advanced systems and equipment in the world. As Deputy Head, you will be collaborating with national and international experts in cyber security and digital technology from across government and wider industry.

Responsibilities will include:

  • Lead and manage a team of circa 18 FTE, to evolve and deliver technical information assurance services, including a technical laboratory.

Home Office Intelligence is a newly established unit, bringing together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. The team has 1600 colleagues based across the UK and international locations who are focused on threats related to Organised Crime, National Security and Revenue. The team’s remit is to deliver Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement.

The Operational Intelligence Units (OIUs) are part of Home Office Intelligence. Job description

Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. SSG is the Government’s expert provider specialising in design, installation and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate.

Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.

We are looking for a motivated and passionate professional to join as a Security Technician in the SSG’s Eastern Team which has its main office at RAF Wyton.

As an SSG Technician you will have the chance to work on a variety of technically sophisticated projects protecting UK Defence and Government sites.

Person specification

You will be tasked from home and for most of the time you will be working in the field being required to travel between various governmental and military sites. We will provide you with the choice of a non-liveried company vehicle to work in your region and you can opt in to use this for personal use.

We require professional individuals to serve SSG customers on a wide range of security systems including Intruder Alarm (IAS), External & Perimeter Intruder Detection, Video Surveillance (VSS), Automatic Access Control (AACS) and Control Room IAS and VSS & AACS Standard Monitoring Systems.

Specific system training will be provided.

Other duties include:

  • Being the key point of contact to customers on a day-to-day basis
  • Attending to maintenance and installation enquiries during core hours
  • Participating in an on-call rota to provide 24-hour emergency cover for the service

You will be contracted to work 37 hours a week, typically between 08:00-16:00, however through travel time, overtime and on-call duties you will have the opportunity to increase your potential earnings. For example, some SSG technicians regularly do an optional 10+ hours per week in travel time and overtime.

Job description

The job holder will be responsible for management of the Intelligence and Counter Terrorism function and supporting the wider security team.

As a member of the Senior Management Team, they will contribute and implement their functions objectives as defined in the Detention Services Security Team (DSST) and wider Detention Services (DS) business plans.

This is an operational job with on call provision. Line management responsibilities are attached to this role, the successful candidate will directly line manage one HEO and countersign for two EOs.

This role is expansion of an existing team, with a new strand of work.  The successful candidate will be an experienced leader, able to motivate staff and stakeholders, and be confident in dealing with a variety of people, some senior.

Responsibilities

Duties and activities include but are not limited to:

  • Being accountable for the performance of the function and the staff within it.
  • Introducing qualitative and quantitative standards within the function.
  • Analysing and acting upon data which is relevant to their function.
  • Being accountable for the integrity and processes of the Intelligence, Counter Terrorism departments and Regulation of Investigatory Powers Act (RIPA).
  • Being accountable for disseminating information from Security Information Reports (SIRs) to manage the risk of the estate using action plans to address any concerns.
  • Being accountable for ensuring internal intelligence information is disseminated to the relevant external agencies.
  • Being accountable for the intelligence collation within the estate and working collaboratively with suppliers to ensure intelligence is processed appropriately.
  • Being accountable for ensuring appropriate actions are taken as a result of any intelligence.
  • Being accountable for the managing the Counter Terrorism register and ensure effective liaison with the suppliers, Home Office RED CT and other agencies.
  • Ensuring intelligence is consistently reported by suppliers in order to establish national threat objectives.
  • Being accountable for providing prominent security updates from intelligence, looking at trends in both the DS and HMPPS estates by implementation of a National Threat Assessment.
  • Ensuring the Mercury intelligence system is used appropriately and that service users are aware of policy and system changes.
  • Carrying out Senior on-call commitments during a rotated on call system, providing support and advice to local compliance teams, gaining advice from duty directors where required.
  • Providing leadership and management of the function. Having the skills to apply all Human Resources (HR) related policies and practiced and be able to carry out all aspects of people management such as Attendance Management, Disciplinary Investigations and Performance Management.

Essential criteria

The successful candidate must be able to demonstrate:

  • Recent knowledge of working in an Intelligence environment.
  • A good working knowledge of Counter Terrorism and its functions.
  • A proven track record of line management, with ability to inspire others.
  • Recent use in custodial and/or enforcement environments.
  • Being a confident and clear communicator with a range of stakeholders both internal and external.
  • A self-starter with a track record of working proactively with minimal supervision.
  • Recent evidence and use of utilising sensitive and covert techniques to gather intelligence.

Desirable criteria

  • Experience using the Mercury Intelligence System.

About The Homeland Security Group and the National Security Directorate:

This role sits in the Homeland Security Group (HSG), which leads for the Home Office on Counter Terrorism and National Security issues. Within HSG you will join the National Security Directorate (NSD), which is responsible for working with partners to protect the UK and its interests from national security threats through policy, legislation and the use of immigration and disruption powers.

The team:

The role of the Warrantry team is to consider applications from the Security Service and Law Enforcement agencies for warrants to authorise the use of intrusive investigative techniques under the Investigatory Powers Act in support of national security or for the prevention and detection of serious crime, which must be authorised personally by a Secretary of State and Judicial Commissioner.

This role represents a unique opportunity to work in the world of intelligence, national security and law enforcement, and to carry out some of the most operationally important and sensitive casework in the Home Office.

It is a busy, friendly and diverse team of 18 people and sits within the wider National Security Unit in NSD, which also includes responsibility for Inquests and Inquiries, Northern Ireland related terrorism and oversight of the Investigatory Powers Commissioner and Intelligence and Security Parliamentary Committee, amongst other things. The Unit is committed to placing a high focus on learning and development and staff wellbeing.

Job description

The Warrantry Team is a rewarding and important place to work. You will be providing administrative support to the wider team by actioning the commencement, modification or cessation of warrantry as approved by the Home Secretary. In addition, you will be communicating details of warrants and associated legal documents to operational partners, supporting inspections by the Investigatory Powers Comissioners Office, and quality controlling casework produced by the wider team.

As an Administrative Officer, you will provide support to the wider team by effectively liaising with our partners and stakeholders, ensuring that they receive the appropriate paperwork which allows them to legally deploy their requested capabilities. You will also work on ensuring the timely cessation and modification of warrantry as approved by Secretaries of State and/or Senior Officials. The successful candidate will be someone who can work effectively and to a high standard under time pressure; and has a keen eye of detail. The role will also involve occasional contact with Secretaries of State and engagement with the Investigatory Powers Commissioners Office.

On a daily basis you will be dispatching documentation to partners, organising cancellations and maintaining electronic and paper filing systems.

Due to the sensitive nature of our work applicants must hold or be prepared to obtain DV clearance. The nature of the role means that the postholder will need to be based in 2 Marsham Street 100% of the time.  Working from home would only be available on an ad hoc, exceptional basis.

Due to business needs and the high case load received by the team, this position is full time only.

For this role, you will:

•    Develop an expertise and understanding of the UK’s national security processes, to ensure warrantry details are effectively communicated to partners to support operational activity. Full training and mentoring from experienced staff will be provided.

•    Engage confidently with a range of stakeholders to provide timely and accurate information.

•    Contribute ideas and solutions to an IT Transformation Project to automate or digitise parts/all of the tasking system.

•    Ability to work well in a team.
