The Challenge

The MGS is responsible for delivery of unarmed security services to HMNB Clyde, home of the UK submarine fleet and the UK strategic deterrent.

The postholder would be expected to attend the site office at least 3 days each week, but otherwise flexible and adaptable working arrangements can be agreed.

This is an exciting, interesting and challenging role within Government Security at high profile and technically complex Defence sites, Other Government Departments and Critical National Infrastructure security programs.

Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. SSG is the Government’s expert provider specialising in design, installation and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate. 
Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.

We are looking for a motivated and passionate professional to join as a Security System Project Manager in the SSG’s Central Team which has its main office at MoD Sealand, North Wales.

The position advertised will provide support in relation to the installation and maintenance of security systems across the Ministry Of Defence and Other Government Department estates.

Person specification

A security Project Manager in SSG provides a customer interface, representing SSG at high level external meetings, they will:

  • Undertake complex discussions and negotiations with SSG Project Managers and Client Security Officers for Key Project and Maintenance accounts
  • Lead (Line Manage) the dedicated “in-house” Skill Zones and sub-contractors to deliver the project and maintenance contracts to time, quality and cost

Extradition is the formal procedure for requesting the surrender of a person from one country to another for the purpose of prosecution, to be sentenced for an offence for which the person has already been convicted or to carry out a sentence which has already been imposed.

The National Extradition Unit comprises a team of officers with operational responsibility for the coordination and management of extradition related cases.

The unit:

  • Provides 24/7 tactical advice & support in all reactive extradition related encounters;
  • Receives, triages and risk assesses all incoming requests from overseas territories where the requested person is believed to have a footprint in the UK;
  • Undertakes enquiries to locate and arrest fugitives sought for extradition utilising all available tactical methods where requests are graded as medium risk, high risk or complex that are believed to be within E&W (low risk enquiries are tasked to local police forces);
  • Monitors the outcomes of court hearings, manages bail compliance and coordinates enforcement activity in relation to breaches;
  • Processes & coordinates all removals from E&W where a surrender has been ordered.
  • Provides guidance and tactical advice to law enforcement on searching for fugitives overseas.
  • Undertakes all collections where arrests of fugitives wanted by E&W are located abroad.
  • Participates in cross agency working groups & write national policy & guidance.

Responsibilities

You will lead the Warrington based operational team made up of officers from North West forces who are responsible for locating and arresting subjects wanted by foreign jurisdictions for extradition.

You will be responsible for the management of your team workload and ensuring the utilisation of all available tactics to locate and arrest subjects in a timely and effective manner.

It is expected you will bring excellent working knowledge and experience of fugitive enquiries to the role and be a confident supervisor able to drive and motivate a team.
The unit also has responsibility for the collection of subjects from abroad wanted in the UK who have had their extradition ordered, this is done on behalf of all police forces across England and Wales.

As a supervisor it is expected you will lead on the facilitation of these collections.  This includes liaising with both national and international partners, the completion of relevant paperwork including detailed risk assessments and the direct supervision of a team of officers travelling to the relevant jurisdiction to return the subject to the UK.

This role will involve shift work and unsociable hours at short notice including an on-call rota; therefore a high degree of flexibility is required.  There is a frequent requirement to travel both nationally and internationally, often at short notice.

The work of the unit can be high profile and crime types are extremely varied.

Work Involves:

  • Managing a team of officers each with a caseload of subjects wanted for extradition and ensuring the progression of appropriate and timely enquiries to locate and arrest them.
  • Supervising operational deployments across England and Wales ensuring the appropriate authorities and risk assessments are in place.
  • Quality assuring case papers to ensure they are completed to a high standard.
  • Providing advice and guidance to officers and staff nationally in relation to extradition.
  • Conducting out of hours on-call duties as a 24/7 contact point for extradition matters nationally.

The Operational Intelligence Units (OIUs) are part of Home Office Intelligence. OIU’s are building capability to proactively gather intelligence and develop thematic intelligence campaigns, leading to operational activity that has a significant impact on immigration abuse within our geographical remit.

The OIU’s are responsible for the proactive collection of information concerning immigration abuse and the assessment of new information/intelligence received, in line with local, regional and national priorities. Intelligence gathered is turned into operational packages for disruption, (for example by enforcement teams) as well as developed into campaigns to disrupt thematic immigration abuse.

A vacancy has arisen within the East Midlands Operational Intelligence Unit (OIU) for proactive, engaging individuals with drive and enthusiasm. The role will offer the opportunity for them to develop intelligence skills and to interact with a variety of internal and external partners.

The successful candidates will be required to gather and develop intelligence, as directed by the Field Intelligence Manager, in order to deliver Home Office Intelligence priorities.

This post is a shift working role and is being advertised on the Home Office annual hours working terms and conditions and attracts an Annual Hours Working allowance (AHW).  This is an additional percentage paid monthly on top of base salary(see Further Information for more details).

The role of intelligence is continuing to develop within the Home Office as we aim to professionalise roles through staff training and qualifications. The successful candidates will work towards an Intelligence Professionalisation Programme (IPP) accreditation within the first year in post. The Home Office is also developing an IPP career pathway framework to set out how intelligence practitioners can proactively move between IPP organisations to improve their intelligence knowledge and skills sets.

The successful candidates must pass their Immigration Enforcement training and Immigration Enforcement Personal Safety Training (PST) Level 3 and arrest training. This will involve passing a health assessment and completing the required arrest training in order to fulfil any intelligence gathering requirements when deployed with an ICE arrest team.

They must complete the required training in order to fulfil any intelligence gathering requirements when deployed with an ICE arrest team and will be required to wear a uniform when undertaking any arrest duties.

Candidates will also be required to undergo mandatory refresher arrest training every 12 months and must continue to meet the required health and fitness standards via annual health assessments.

As these are warranted roles with the powers of arrest, it is an essential requirement to complete the requisite training and the roles are conditional on passing a mandatory training programme, which will include a health fitness assessment, Enforcement training (4-week course) and Arrest training (2-week course). The team has the capability to “hot task” high priority debriefings to take place within 24 hours of an event which may result in occasions where shifts change at short notice.

JDT operations are expanding significantly across the UK – the roles advertised are based in the Heathrow estate. You will need to be flexible and dedicated in your approach to the role – with a determined focus to ensure the JDT successfully operates to meet Home Office Intelligence Strategic Objectives. Your role will focus on intelligence debriefing within Heathrow terminals, detention centres and local accommodation, police stations, prisons and immigration reporting centres.

You are expected to be mobile and flexible in covering other areas when business needs demand in response to priority tasking. You can expect to travel between different locations within your area to complete debriefing activity. This includes detention centres, migrant accommodation, HM Prisons, and air / sea ports.

You will be expected to complete a specialist debrief training course and specific intelligence training to undertake this role. The training will be held outside of London, possibly in the South East, for up to  5 to 10 days. Officers must attend this training to be permitted to operate as an intelligence debriefer.

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. Extradition is the formal procedure for requesting the surrender of a person from one country to another for the purpose of prosecution, to be sentenced for an offence for which the person has already been convicted or to carry out a sentence which has already been imposed.
The National Extradition Unit comprises a team of officers with operational responsibility for the coordination and management of extradition related cases. The unit is made up of two hubs, one based in London and one in Warrington.


The unit:

  • Provides 24/7 tactical advice & support in all reactive extradition related encounters;
  • Receives, triages and risk assesses all incoming requests from overseas territories where the requested person is believed to have a footprint in the UK;
  • Undertakes enquiries to locate and arrest fugitives sought for extradition utilising all available tactical methods where requests are graded as medium risk, high risk or complex that are believed to be within E&W (low risk enquiries are tasked to local police forces);

This role is a closed competition and to apply you need to be a serving police officer at the rank of Constable on a lateral basis.

Essential Criteria:

  • Must have the support of their SLT to apply for this secondment.

Desirable Criteria: 

  • Qualified Field Intelligence Officer.
  • Working knowledge of the extradition act and associated guidance.

Person specification

You will be part of the Intelligence & Operational Support Team which has two primary responsibilities:

  • To provide intelligence support and specialist covert capabilities to extradition fugitive enquiries.
  • Case review, allocation and management to both extradition ops teams and police forces across England and Wales.

You will work alongside a team of police and police staff intelligence officers and led by a police supervisor.  It is expected you will be a source of expert advice across a broad range of specialist covert policing tactics.

You should have practical experience of both surveillance, the use of communications data and the management of applications under the Regulation of Investigatory Powers Act 2000 and the Investigatory Powers Act 2006.


The role requires the supervision of the receipt of intelligence from both UK and international partners ensuring appropriate dissemination, oversight and management in line with the principles of the National Intelligence Model.


Your role will also require extensive liaison and networking across all police forces within England and Wales to drive activity around extradition cases allocated to them.This role will involve shift work and unsociable hours at short notice including an on-call rota; therefore a high degree of flexibility is required.

There is a frequent requirement to travel both nationally and internationally, often at short notice.


The work of the unit can be high profile and crime types are extremely varied.


Work Involves:

  • Review and allocation of extradition cases.
  • Deploying operationally under covert authorities.
  • Management of intelligence product gained from covert methodologies.
  • Providing expert advice and guidance to operational fugitive teams around the available covert tactics to support their investigations.
  • Provide sound advice and guidance in respect of intelligence development.
  • Liaison with partner agencies including police forces, Crown Prosecution Service, Westminster Magistrates Court, Home Office and Her Majesty’s Prison and Probation Service.
  • Any other work in support of operational extradition functions as required.

STRAP Security Officer

Bristol, Birmingham, *London, Belfast or Warrington. *For London based roles your contractual place of work will be Stratford. However, as that site will not be operational until early 2025 in the interim period you will be required to carry out your contractual duties from Vauxhall, or such other reasonable location, on a temporary basis. For the avoidance of doubt as your contractual place of work is Stratford, the move from any temporary place of work will not give rise to any entitlement to payments for travel time or costs under the Relocation and Excess Travel Policy.

Job description

We are currently looking to recruit STRAP Security officers to join our Physical Security team working as part of the NCA’s dedicated STRAP & iCdesk Management Unit (SiMU) within the NCA’s Integrated Protective Security command.


The purpose of the STRAP & iCdesk Management Unit (SiMU) is to:

  • Manage the STRAP Secure Accredited Environments (Enclaves) and ensure that the NCA is compliant with the intelligence handling procedures known as ‘STRAP’ as laid down by the Cabinet Office Security Policy Framework
  • Provide advice and guidance to staff of STRAP matters and conduct STRAP briefings
  • Provide the Agency with a means to store and exchange caveated SECRET and above and STRAP material to meet the NCA’s business needs
  • Deliver access to the government-wide STRAP IT system known as iCdesk including familiarisation sessions to those granted an iCdesk account
  • Manage and maintain current and accurate records of those NCA officers who have access to various levels of information including STRAP and iCdesk.

The SiMU team represents the NCA in the further development of the iCdesk system across government and manages its compatibility with relevant NCA systems and our connectivity with other partners through iCdesk.

What will the successful Candidate be doing? 
If successful you will be responsible on a daily basis for protecting the highest levels of sensitive material by applying and enforcing the government standard known as ‘STRAP’.

Key Responsibilities

  • Provide a dedicated point of reference within the STRAP environment to assist colleagues of all grades inside and outside the NCA in making effective decisions regarding security, operations and the secure handling of classified intelligence;
  • Ensure that the NCA retains its external accreditation to handle STRAP material by managing and maintaining the procedures and records that support the system;
  • Securely transfer intelligence from strategic partners across government;
  • Work with colleagues in Vetting to deal with the approval, administration and briefing of STRAP and iCdesk applicants;
  • Investigate and accurately record security incidents or breaches, liaising with the Security Incidents Team and other partners, and making informed recommendations for satisfactory outcomes.
