Main Responsibilities:

The key duties of an Operational Manager (OM) are as follows.

  • To ensure the correct posture of physical and tactical resources to manage sites and maintain operational preparedness for security incidents, in line with local Joint Business Agreements/General Statement of Security Requirement (GSSOR’s).
  • Oversee the management of resources, including people, and expenditure whilst ensuring a positive and inclusive working environment
  • Lead Physical Security operations and set governance structures to appropriately meet the risk appetite, overseeing effective Physical Security to protect assets and people throughout the estate. Liaise with Unit Customers and Heads of Establishments on a regular basis about service delivery and any problems/issues arising. Following agreed prioritisation of tasks and risks
  • Comply with relevant regulation and legislation
  • Ensure all posts and tasks are risk assessed and Health and Safety policies and processes are followed at all times

Travel Requirements:

Some Operational Manager roles may cover more than one site and require routine travel using official vehicles between Units. There will also be an expectation to travel in order to attend meetings, training courses or carry out Personnel case work at other locations throughout the UK.

Head Office Security Risk and Assurance Lead

Job summary

Head Office provides the Department of State function and political and military strategic direction for the MOD. It is accommodated in Main Building, MOD’s flagship headquarters.

The Director Head Office business area, specifically within the Safety Security and Business Resilience (SSBR) business unit is responsible for overseeing the safety, security, and resilience of MOD Main Building, ensuring that staff within MOD Main Building can continue to deliver critical Defence outputs in all foreseeable circumstances.

Working to the Grade 7, Policy, Governance and Assurance, two exciting new roles to strengthen our risk and assurance capability/function have been created.  The incumbents will be responsible for cohering, overseeing and managing the Head Office Security Risk and Assurance framework.  You will liaise with the wider team in security and resilience including key stakeholders across Head Office to ensure that related security and resilience risks are understood and proportionately managed, and where necessary escalated to the Principal Security Advisor, Head of Establishment and other key stakeholders.  You will contribute to the development of a Head Office Security and Resilience Risk Appetite Statement and support risk discussions at senior management boards. You will ensure the Head Office risk management process informs/the Departmental Quarterly Performance and Risk Reporting (QP&RR) process, liaising with both Directorate of Security and Resilience (DSR) and Cyber Defence and Risk (CyDR) functional teams as appropriate.

A key part of the role is to support the development and implementation of a Head Office Security and Resilience Assurance programme, ensuring that Head Office has a robust assurance programme in place to inform the annual Head Office Security and Resilience Assurance Report.

Dark Web Intelligence Officer – Digital Intelligence Collection and Exploitation Team

London*, Warrington – *For London based roles your contractual place of work will be Endeavour Square, Stratford. Job summary

This role is for a G5 Intelligence Officer within the Darkweb Intelligence, Collection, and Exploitation (DICE) team. The successful candidate will be responsible for identifying, developing and responding to intelligence and information across darkweb and clearweb resources. The DICE team works on developing intelligence for high-risk online threats to the UK, exploring a variety of threat areas. DICE intelligence officers are involved in the analysis of communications and hosting data, with the aim of proactively generating leads from both the darkweb and clear web. The ultimate aim will be to identify offenders and prepare targeting packages for tasked operational action. Successful candidates will be equired to respond to online threats, often in a fast-paced environment. Candidates should be able to process detailed information efficiently and accurately. There will be significant liaison and teamwork with partners across law enforcement both within the UK and abroad.


The successful candidate will be proactive and focused on the identification and attribution of online subjects, and therefore have an enquiring and open mind. Successful candidates will have experience of open source methods and an understanding of online criminal activities.

As the DICE team explores offending on the darkweb as well as the clearweb, knowledge of technological obfuscation techniques and/or virtual currencies would be beneficial, but not required. Indeed, candidates who show high propensity or interest in technical or darkweb capabilities will be given training opportunities to further develop their interest and expertise. Officers involved in child sexual abuse and exploitation target the most vulnerable and innocent members of our community. The NCA works tirelessly and diligently against these individuals and you may be expected to work directly or indirectly in tackling this threat. This may involve some exposure to child sexual abuse images and material and you should consider and be aware of the sensitive nature of the work before deciding to apply. All officers working on or assisting this type of operational activity undergo a psychological assessment on taking up the role and at regular intervals once in post. Officers will continue to receive constant support through numerous resources throughout their time assisting within this threat area.

DICE (Dark Web Intelligence and Exploitation)

 
The online threat has continued to grow with new challenges that no longer require criminals to possess complex technical knowledge and sophistication to remain anonymous online and commit criminal activity.

To meet this challenge DICE has evolved and will no longer focus exclusively on the dark web, but will operate on the clear web and across social media applications to track dark net criminals. It will focus on the highest harms online, upstream and internationally, while continuing to support the national effort to tackle a wide range of online criminal threats. Online criminality is a growing threat and tackling it is now a major priority for the NCA. This role will be part of a newly refreshed DICE team that will build up expertise to target criminals selling or facilitating the sale of illicit goods and services on the Dark Web and Clear Web. The role will respond to online threats, often in a fast-paced environment and identify intelligence leads across the Dark Web and Clear Web that relates to online criminal marketplaces that sell illicit commodities.

As a Custodian Apprentice at the Prime Minister’s Office, you will help to protect our people and assets to make our complex security operation a success. You will work with a team of motivated professionals to provide a reassuring presence, while conducting a range of security duties and responsibilities.

A focus of the role will be to use bespoke security architecture (e.g., CCTV and Access Control systems) to maintain security assurance across our estate. You will also be responsible for processing visitors and vehicles and engaging in incident and emergency response.

Casework Team Lead, National Security Unit for Procurement

The Government Security Function (GSF) oversees the delivery of protective security across Government. Our Mission is to enable the Government to protect citizens and provide vital public services by understanding and managing security risks. We set the strategy and standards for Government Security, monitor departmental security performance, manage pan-government security incidents, support the delivery of key security capabilities and lead the Government Security Profession.

The Government Security Group (GSG) is the centre of the Function, based within the Cabinet Office. GSG is transforming the Government’s approach to protective security to ensure it is fit to meet the challenges of the digital age. This role offers an exciting opportunity to work in a fast-paced, dynamic team, with a breadth of stakeholders including in other Government departments, the National Technical Authorities and the Agencies, and to contribute to delivering improved security across Government. 

This role will provide you with an opportunity to be at the forefront in shaping national security policy and responding to a growing threat. You will be a part of a tight-knit taskforce setting up a unit to investigate national security risk amongst companies operating in the UK. You’ll need to be high-energy, creative and a problem-solver, willing to work across the security community to help set up a unit from scratch. This will be exciting and fast-paced, with significant parliamentary and ministerial interest.

Economic Security is an increasingly important issue within the national security landscape. The growth in the threat has necessitated levers and mitigations to prevent the UK Government from being compromised through commercial channels. The Procurement Act provides us with unprecedented levers to intervene where companies pose a national security threat. In order to use these levers, the national security community will need to assess the risk associated with certain companies in order to arrive at decisions about whether this risk is intolerable and requires intervention.

The Government Security Group is creating a unit to coordinate the cross-government response to this national security risk, starting with a small number of planning and policy professionals, and building to a unit handling caseload.

Job description

This is a multi-faceted and stretching Grade 7 role, dedicated to the organisational set up of the new Unit as well as future supplier casework, offering  insight into the UK’s prosperity and security objectives.

  • This is a casework/investigative leadership role. The postholder will support the G6 in charge of the Unit’s national security casework, a key Ministerial priority relating to the national security aspects of the Procurement Bill. The role will support the Deputy Prime Minister’s priority objective to provide commercial and procurement expertise across government and the wider public sector. 
  • The postholder will lead a team of SEOs and HEOs, with responsibility for managing national security exclusions and debarment investigations, selecting cases for assessment and looking at individual supplier risks where there are threats to national security. This will include liaising with the relevant departments and assessment bodies, and making recommendations to Ministers on which suppliers should not participate in public contracts.

Key areas of responsibility

This is a stretching investigative role, dedicated to supporting public procurement and national security supplier casework, offering  insight into the UK’s prosperity and security objectives.

  • The post holder will support the G7 in charge of the Unit’s national security casework, a key Ministerial priority relating to the national security aspects of the Procurement Bill. The role will support the Deputy Prime Minister’s priority objective to provide commercial and procurement expertise across government and the wider public sector. 
  • The post holder will lead a team of HEOs, with responsibility for supporting the management of national security exclusions and debarment investigations, selecting cases for assessment and looking at individual supplier risks where there are threats to national security. 
  • This will include undertaking research and analysis, and supporting the Casework Team Lead in liaising with the relevant departments and assessment bodies. The SEO will support the G7 in making recommendations to Ministers on which suppliers should not participate in public contracts. 
  • This role will involve in-depth analysis of a range of economic and commercial factors, strong liaison across government and robust risk assessment.

Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. SSG is the Government’s expert provider specialising in design, installation and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate. Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.

We are looking for a motivated and passionate professional to join as a Senior Project Manager in the SSG’s Physical Security Team.

This role will require operating away from home at times providing support to SSG operations across the United Kingdom and overseas, staying in overnight accommodation as the need arises.

Where applicable, the following allowances are payable in addition to basic salary: travel time (where travel is external to core hours), recall-to-duty allowance, environmental (Radiation) allowance, travel and subsistence package when working out of your region and overtime.

A Senior Project Manager role in SSG acts as a customer interface and will regularly represent SSG at high level external meetings, they will:

•    Undertake sophisticated discussions and consultations with SSG Project Managers and Client Security Officers for Key Project and Maintenance accounts 
•    Lead (Line Manage) the dedicated “in-house” Skill Zones and sub-contractors to deliver the project and maintenance contracts to time, quality and cost
•    Provide full financial management: Estimating, Job costing, invoicing and budget management. Providing clear and detailed financial breakdown reports to the PS Team Leader
•    Be able to interpret and develop SSG Operations and external client requirements, working to support the team to deliver functional solutions
•    Require a solid understanding of British, European and Government Standards relating to security together with knowledge of QA and H&S policies
•    Provide technical subject matter expertise to interpret and apply policy and regulatory requirements ensuring solutions keep pace with legislation, guidance, and standard methodology  
•    Recommend changes to policies, processes, standards, and practices that would improve operational performance or commercial viability. 
•    Project manage schedules and work breakdown structures; tracking and managing delivery, providing assurance on milestones and timescales 
•    Coordinate and supervise activities relating to major contracts.
•    Assure quality standards are met and CDM and general H&S are in line with current regulations.

Full functional training will be provided for certain systems to suit the business needs.
Work is predominately at SSG Customer locations across the UK and overseas, travelling accordingly to multiple Governmental and Military sites. In addition, due to operational requirements, there will be a necessity for detached duty in the UK or possibly overseas or be required to stay overnight at sites that are unsuitable distances from home address.
