UK Strategic Command is a 4* HQ and a Top-Level Budget, tasked with developing and preparing an integrated Joint Force for current and future operations. Job description

Responsibilities of the role holder will include:

  • Providing direction, assessment and recommendations on current and future cyber security risks within Strategic Command
  • Overseeing the creation of reports and briefs on cyber risk activity and risk assessments to enable seniors (all the way up to the Commander) to make informed decisions
  • Overseeing the TLB quarterly returns, accurately reporting Strategic Command’s cyber security risk to Head Office.

Job summary

MOD’s vetting operating model has not been revised since UKSV transferred to Cabinet Office. Recent high-level scoping identified longstanding issues with the sponsorship model and affordability, questions about whether it fits with the needs of the MOD’s Delegated Operating Model, and whether the approach to risk management is fit for purpose given the changing threat.  The changing operating environment and insider threats to Defence have also evolved, meaning a more strategic review of the vetting operating model is required.

This role provides an exciting opportunity to work and engage across the Defence Operating Model and wider government, whilst driving forward change from the project initiation stage through to implementation. This position is advertised at 37 hours per week. Regular attendance in MOD Main Building in London is required.

This is a Fixed-term Appointment as Assistant Head of Vetting Transformation in the Directorate of Security and Resilience, MOD. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to Vetting Transformation being a lifed project. The C1 Corporate STRAPSO acts as the sole advisor on all STRAPSO issues for the organisation which covers several locations. The corporate STRAPSO is responsible for all STRAP across the orgnanisation and as such must have practical experience in Protective and Physical Sy within a STRAP environment with a thorough knowledge and understanding of procedures and regulations.  Skills needed include interpersonal, communication, analytical and personnel management skills, preferably demonstrated through experience of team leadership.  The Corporate STRAPSO is responsible for the overall safeguarding of STRAP material, facilities and assets across the organisation and will be required to routinely travel to other establishments across the United Kingdom and to deployed Units.  The Corporate STRAPSO will also routinely liaise with the wider MOD and Government STRAPSO community as the lead Subject matter expert for the organisation.

Responsibilities:

  1. Managing the policy compliance of units to ensure that national regulations for the maintenance of STRAP information, systems and documentation at UK and deployed locations are met.
  2. Resolving complex problems often in a limited time frame. Sound judgement is required and interpretative ability where work is governed by general guidelines, rules, and regulations to apply innovative and well though out solutions.
  3. Providing advice and guidance on STRAP matters to all STRAPSOs in the organisation. Act as point of contact regarding authority for induction for access to STRAP material.

The Principle Marine Officer (PMO) Intelligence and Risk role has responsibility for managing the intelligence and risk team to ensure compliance with the National Intelligence Model (NIM) and support the delivery of risk-based, intelligence-led enforcement.

The successful candidate will engage with coastal and operational teams to communicate risks and emerging threats identified through intelligence. Support the delivery of risk-based enforcement through input into Tasking & Co-ordination Groups (TCGs).

Ensure intelligence is handled, processed, developed and disseminated in accordance with NIM. Oversee the creation of evidence-based risk profiles and analytical products. Maintain strong working relationships with environmental and fisheries law enforcement partners, identifying opportunities for joint working to address intelligence and emerging risk.

The successful candidate will manage the surveillance team, ensuring Regulation of Investigatory Powers Act (RIPA) powers are compliant with Codes of Practice and the Investigatory Powers Commissioner’s Office (IPCO) requirements, and line manage an Accredited Financial Investigator (AFI).

We are looking for a Senior Counter Fraud Officer to join our Counter Fraud Group to help protect HM Land Registry (HMLR) against fraud and to deliver and develop counter fraud policies and strategy changes, which will play a fundamental role in protecting the Land Register, a key part of the national economic infrastructure. 

This is an exciting permanent opportunity available in Gloucester, with a minimum requirement of 26 hours per week for part time, or up to 37 hours per week for full time.

The Counter Fraud Group plays a critical part in protecting the integrity of the register and undertakes an important role in the HMLR counter fraud strategy.

You will be able to develop effective relationships both with internal stakeholders and with external law enforcement agencies, liaising with them and advising on the fraud threats we face. You will build knowledge of the strategic and tactical counter-fraud environment in which you will operate.

Your skills will include being able to analyse, evaluate and interpret complex data in a fast-evolving environment. You will provide real-time support and fraud insight to operational staff across the country and produce appropriate outcomes to defend against fraud or illegality. Job description

These are some of the most exciting roles in Government and Law Enforcement, so we are looking for dynamic and enthusiastic individuals who have a passion for this interesting and varied work.

These roles involve the application of problem-solving and decision-making, which will be based on rules, precedent and in-depth analysis.  You will exercise judgement and discretion within specified parameters.  Responsibility for contributing to business performance, under the guidance of others, is required. Team-working is essential, as are the qualities of tenacity, resilience and flexibility. 

These roles require hours above and beyond a normal working pattern, including short notice changes, some evening/weekend/bank holiday work and being on-call (1 week in 4, pre-rostered). Successful completion of all training is vital for the role. We provide candidates with as much support as possible but those who do not complete – and pass – all required training cannot remain in the role and may need to be moved to an alternative role within HMRC.  If that is not possible, your employment may be terminated.

Training will continue after the initial 12-month period and throughout your career.  Other specialist training may also be required, dependent on the team you are placed in and the changing nature of surveillance work.

About MGS

The Ministry of Defence Guard Service (MGS) is a professionally qualified body of Civil Servants who provide unarmed guarding services at approximately 100 MOD sites across Great Britain. The MGS has guarded the Defence Estate for over 25 years including high profile locations such as MOD Main Building in London and His Majesty’s Naval Bases at Portsmouth, Devonport and the Clyde. The MGS plays a vital role supporting the Defence Mission and works closely with its security partners

The MGS is part of the Defence Infrastructure Organisation (DIO) and  employs over 2,500 operational and support staff. The MGS is managed by a Head Office team, dispersed strategically around the country.

MGS officers are very often the first point of contact with the MOD for employees, visitors and contractors and we pride ourselves on a customer-focused culture, working to DIO’s Values as well as our own core values of honesty, integrity, professionalism and efficiency.

Main Responsibilities

The key duties of a Security Officer are as follows.

Please note that these duties can vary from site to site.

  • Controlling vehicular and pedestrian access and exit to/from site
  • Issue of passes using site IT systems
  • Reporting of environmental issues
  • Issue and receipt of keys
  • Patrolling on foot and in a vehicle
  • Searching of vehicles, baggage, personnel, buildings and open areas
  • Escorting visitors
  • Traffic management
  • Checking identity on site (ad hoc)
  • Writing reports on breaches of security or defects and maintaining daily logs
  • Referral of complaints
  • Reporting MGS infrastructure defects
  • Dealing with demonstrators and intruders as directed by those holding operational control
  • Safeguarding classified information and material
  • Cooperating with other security providers
  • Collaborating with emergency services and invoking emergency procedures
  • Operating and monitoring security systems; CCTV and alarms etc
  • Operating and communicating effectively over the telephone and/or radio
  • Reporting safety hazards and accidents in accordance with current instructions
  • Carrying out, if required, initial action at the scene of any incident
  • Other tasks commensurate with the grade

Travel Requirements: 

Where close area working arrangements are in place staff may be required to attend other sites within their travel to work area (one hour from their home) on a detached duty basis.

Desirable Experience & Skills:

A background, qualification or interest in the delivery of site security and/or customer service will be an advantage.

Licences

Full UK Driving Licence due to site requirements.
