Job description

These are some of the most exciting roles in Government and Law Enforcement, so we are looking for dynamic and enthusiastic individuals who have a passion for this interesting and varied work.

These roles involve the application of problem-solving and decision-making, which will be based on rules, precedent and in-depth analysis.  You will exercise judgement and discretion within specified parameters.  Responsibility for contributing to business performance, under the guidance of others, is required. Team-working is essential, as are the qualities of tenacity, resilience and flexibility. 

These roles require hours above and beyond a normal working pattern, including short notice changes, some evening/weekend/bank holiday work and being on-call (1 week in 4, pre-rostered). Essential Criteria:

These exciting roles are unique within HMRC and have a number of specific requirements. Please ensure you meet the following requirements before applying.

Training:

The Officer Safety Training includes physical activity and requires an appropriate level of fitness.  You must be able to take part in, for example, jogging, stretching and movement exercises, self-defence and restraint techniques.

Throughout the 12-months you will have a Practical Training Officer to guide you through the process and will receive support from your management team and colleagues.

Successful completion of all training is vital for the role. We provide candidates with as much support as possible but those who do not complete – and pass – all required training cannot remain in the role and may need to be moved to an alternative role within HMRC.  If that is not possible, your employment may be terminated.

Training will continue after the initial 12-month period and throughout your career.  Other specialist training may also be required, dependent on the team you are placed in and the changing nature of surveillance work.

National Security Vetting (NSV) at Security Check clearance level (SC) is essential for this role.

If successful, a job offer will be conditional on currently holding or subsequently passing NSV at SC clearance level.

About MGS

The Ministry of Defence Guard Service (MGS) is a professionally qualified body of Civil Servants who provide unarmed guarding services at approximately 100 MOD sites across Great Britain. The MGS has guarded the Defence Estate for over 25 years including high profile locations such as MOD Main Building in London and His Majesty’s Naval Bases at Portsmouth, Devonport and the Clyde. Overview of the job  

The Security Order and Counter Terrorism Directorate (SOCT) exists to support HMPPS in its mission to prevent victims by changing lives. We do this by creating conditions for a firm, stable and secure base on which decent regimes, relationships and rehabilitation can be built. To keep prisons, probation and youth custody services lawful, safe and secure by managing risks and threats.

This role will focus on investigation, analysis and interpretation of intelligence located on the internet and social media, and the acquisition and analysis of communications data acquired under RIPA part 1 Chapter 2. The job holder will work as part of the Digital Investigation Unit.

Summary

Working as part of the Digital Investigation Unit, the successful applicant will be responsible for the comprehensive analysis of digital content located on the internet and compiling detailed analytical reports of the outcome to feed into other teams. The individual will be responsible end-to-end for the acquisition and analysis of communications data.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    End-to-end management of the Digital Vetting process within the Digital Investigation unit.
•    Acting as a point of contact for knowledge and advice for applicants and ensuring compliance with RIPA legislation. Providing on-call provision as part of the Digital Investigation Unit out of normal working hours.
•    Co-ordinating the production of intelligence packs and assisting as SME with further interpretation, analysis and development as required.
•    The submission of requests for communications data to Call Service Providers (CSPs), ensuring that data is acquired and records kept in accordance with DIU processes and RIPA legislation.
•    Assisting as part of the Digital Investigation Unit with the management of incidents involving prisoner use of the internet.

•    Liaise and build relationships with Vetting, Approvals, Key Threats Team, Corruption prevention Unit and Law Enforcement agencies ensuring as SME, an awareness of changes in the Digital world.

•    Assisting key stakeholders with the progression of Digital Vetting policy and exploring ways in which the broadest and most comprehensive approach can be pursued.

The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.

The Team

The PSFA was launched on the 3rd August 2022 following an increased focus in government on tackling fraud. It succeeded the Government Counter Fraud Function (GCFF) in the Cabinet Office.  The PSFA is at the centre of this function and leads work across government and public bodies to improve the prevention, detection and recovery of fraud. The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector.

PSFA Intelligence Hub

The PSFA Intelligence Hub was established as a direct response to the emerging threat of the C-19 pandemic and the rapidly changing frauds being committed against schemes which were rolled out to provide support for the public. The need was identified for a centralised Intelligence function to facilitate and coordinate the flow of information across Government as well as providing the general public with an anonymous route to report information.

The PSFA Intelligence Hub is now in the design and development phase as it seeks to evolve and provide additional support for the wider Public Sector in combating fraud, corruption and bribery.   The team is dedicated to enabling flows of intelligence across the Public Sector with a view to developing both Tactical and Strategic views around the threat of fraud targeting Governments £800bn annual spend.  Critical to this process is the provision, to departments with reduced capacity and capability and other agencies, of intelligence that would not normally be known to or available in their own organisations.

The new PSFA Intelligence Model and Strategy is scheduled to be launched in January 2024 so this is an exciting opportunity to join a team, and an organisation dedicated to making a difference to how the Public Sector understands and deals with fraud committed against it.

This, in turn, bolsters business continuity, security, and overall safety. With meticulous documentation of threats to the client’s reputation, they enable comprehensive reporting and reviews for the client and key decision makers.

The PSOC operates 24 hours a day, 365 days of the year. Operators must therefore be flexible to work on weekends, public holidays, and night shifts as required by the shift rota. The successful candidate will also need to be within commutable distance of Central London, as remote work is not available for this role. Operators must exhibit adaptability to the changing needs of the work schedule and shift workload, with the ability to work both independently and as part of a global team.

Operators will be managed by the embedded Team Lead day-to-day but will also report to Sibylline’s Intelligence Operations team in London. As part of this role, Operators will engage and collaborate with other Sibylline teams around the world to share resources, guidance, and best practices. Full support and guidance will be provided from our head office, including training and professional development.

Duties and Responsibilities

  • Provide security assistance, answer questions, and otherwise serve as the security concierge for visible source of information for employees, visitors and vendors.
  • Monitor CCTV feeds and action door alarms.
  • Respond to any calls from persons needing medical assistance.
  • Assist first responders, medical and law enforcement personnel as necessary during active situations.
  • Ensure that staff, assets, and access points are secured on a regular basis, reporting any hazardous conditions to security management.
  • Follow the client’s escalation procedures to notify security management of any critical incidents, unsafe conditions, or technical failures.
  • Create accurate communications logs. reporting incidents in dedicated case management databases.
  • Provide situational awareness of issues occurring at a high level globally, through internet observation, news media reporting, and intergroup communication with other support elements.
  • Utilize geographic information systems to ascertain potential risk and incidents that occur in the vicinity of the client’s assets.
  • Support investigations by utilising data and information available in sensitive security databases.
  • Display creative thinking and consulting skills to deliver a continually improving service for the client, supporting the global business.
  • Facilitate the dissemination of information in order to mobilize the necessary resources to ensure that regional staff can mitigate immediate risk and incidents.
  • Perform any additional duties as required by the client’s Director of Security.
  • Engage and collaborate with other Sibylline teams globally to remain up to date with best practices, resources, and industry standards.

Skills, Experience and Qualifications

Minimum

  • Approx. 3-4 years of relevant experience in military service, government, law enforcement, private security, corporate intelligence, or a related field.
  • Demonstrated interest in security policies, best practices, and procedures, with a customer service mindset.
  • Impeccable communication skills, with the ability to take urgent calls from concerned stakeholders with patience and professionalism.
  • Ability to monitor the news, social media, other information feeds and quickly determine the impact of security events and crises on business operations.
  • Excellent research skills, with the ability to rapidly digest, evaluate and “sift” large quantities of information from a range of sources.
  • Ability to interpret, organise and visualise data.
  • Analytical mindset, with the ability to provide thoughtful insight into complex situations.
  • Excellent attention to detail.
  • Fluency in English.
  • High level of competency with MS Office tools.
  • Willingness to work on a flexible shift rota, including on nights, weekends and public holidays; and
  • Full authorisation to live and work in the UK.

Preferred

  • University degree in Security Studies, War Studies, International Relations, Criminal Justice, or related field.
  • Previous experience in military or law enforcement.
  • Experience with mass notification systems (e.g. Everbridge, VCC);
  • Experience with security platforms (e.g Genetec, CCURE, ProWatch);
  • Experience with social media monitoring software (e.g. Dataminr, Skopenow);
  • Cross-functional experience within a global security team (e.g. threat monitoring, travel security, business continuity and crisis management);
  • Foreign language skills.
  • First Aid qualification.
