Overview of the job  

The Security Order and Counter Terrorism Directorate (SOCT) exists to support HMPPS in its mission to prevent victims by changing lives. We do this by creating conditions for a firm, stable and secure base on which decent regimes, relationships and rehabilitation can be built. To keep prisons, probation and youth custody services lawful, safe and secure by managing risks and threats.

This role will focus on investigation, analysis and interpretation of intelligence located on the internet and social media, and the acquisition and analysis of communications data acquired under RIPA part 1 Chapter 2. The job holder will work as part of the Digital Investigation Unit.

Summary

Working as part of the Digital Investigation Unit, the successful applicant will be responsible for the comprehensive analysis of digital content located on the internet and compiling detailed analytical reports of the outcome to feed into other teams. The individual will be responsible end-to-end for the acquisition and analysis of communications data.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    End-to-end management of the Digital Vetting process within the Digital Investigation unit.
•    Acting as a point of contact for knowledge and advice for applicants and ensuring compliance with RIPA legislation. Providing on-call provision as part of the Digital Investigation Unit out of normal working hours.
•    Co-ordinating the production of intelligence packs and assisting as SME with further interpretation, analysis and development as required.
•    The submission of requests for communications data to Call Service Providers (CSPs), ensuring that data is acquired and records kept in accordance with DIU processes and RIPA legislation.
•    Assisting as part of the Digital Investigation Unit with the management of incidents involving prisoner use of the internet.
•    Making representations to court as required.
•    Liaise and build relationships with Vetting, Approvals, Key Threats Team, Corruption prevention Unit and Law Enforcement agencies ensuring as SME, an awareness of changes in the Digital world.
•    The composition of evidence into formal and detailed reports to enable partners to make informed decisions around an individual’s suitability for HMPPS employment.
•    Assisting key stakeholders with the progression of Digital Vetting policy and exploring ways in which the broadest and most comprehensive approach can be pursued.
•    Process and analyse intelligence received through the Crimestoppers initiative, identifying the appropriate recipients for the information, and disseminating the information in line with HMPPS policies on information handling.
•    Compilation and delivery of marketing and awareness sessions to the field.
•    Work as an accredited SPOC as per Part 1 Chapter 2 of Regulation of Investigatory Powers Act 2000 (RIPA), Liaising with applicants for communications data, advising the designated person around the legality of data acquisitions on a case by case basis.
 
    •    Work on-call when required, outside of normal office hours as part of the Digital investigation Unit and of the HMPPS national incident management structure.
•    Make representations to court relating to the acquisition of communications data or other digital evidence as required.

The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.

The Team

The PSFA was launched on the 3rd August 2022 following an increased focus in government on tackling fraud. It succeeded the Government Counter Fraud Function (GCFF) in the Cabinet Office.  The PSFA is at the centre of this function and leads work across government and public bodies to improve the prevention, detection and recovery of fraud. The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector.

PSFA Intelligence Hub

The PSFA Intelligence Hub was established as a direct response to the emerging threat of the C-19 pandemic and the rapidly changing frauds being committed against schemes which were rolled out to provide support for the public. The need was identified for a centralised Intelligence function to facilitate and coordinate the flow of information across Government as well as providing the general public with an anonymous route to report information.

The PSFA Intelligence Hub is now in the design and development phase as it seeks to evolve and provide additional support for the wider Public Sector in combating fraud, corruption and bribery.   The team is dedicated to enabling flows of intelligence across the Public Sector with a view to developing both Tactical and Strategic views around the threat of fraud targeting Governments £800bn annual spend.  Critical to this process is the provision, to departments with reduced capacity and capability and other agencies, of intelligence that would not normally be known to or available in their own organisations.

The new PSFA Intelligence Model and Strategy is scheduled to be launched in January 2024 so this is an exciting opportunity to join a team, and an organisation dedicated to making a difference to how the Public Sector understands and deals with fraud committed against it.

Sibylline Ltd is looking for a motivated security professional to join us as an Embedded Physical Security Operations Operator for a global trading client. Reporting to the embedded Team Lead, the successful candidate will join a 24/7 team of security specialists providing access control, incident response, threat monitoring, and intelligence analysis services in a state-of-the-art, purpose-built Physical Security Operations Centre (PSOC) in the heart of London’s financial district.

In their multifaceted role, PSOC Operators assume a range of critical responsibilities aimed at ensuring the safety and security of the organization’s personnel and assets. This encompasses the oversight of intelligence report development and the adept management of time-sensitive requests for information. They maintain constant vigilance over national events in real-time to promptly address operational implications and maintain a state of general awareness. An integral component of their duties involves the orchestration of actionable insights, encompassing the projection and analysis of geopolitical, security, and localized site-related concerns.

To execute these responsibilities effectively, they leverage modern investigative security platforms to monitor access control and CCTV feeds. This allows them to respond promptly to security incidents and emergencies as they emerge. Furthermore, they bear the responsibility of disseminating communications concerning global events that hold the potential to impact the well-being of company personnel and valuable assets.

The role extends to serving as a central point for escalation, coordination, and communication during times of crisis and acting as a security concierge for the client. The PSOC operates 24 hours a day, 365 days of the year. Operators must therefore be flexible to work on weekends, public holidays, and night shifts as required by the shift rota. A security Project Manager in SSG provides a customer interface, representing SSG at high level external meetings, they will:

48 hours gross (including breaks) This is a shift working position. The successful candidate will be expected to work nights, weekends, bank holidays etc. The exact shift pattern will be explained in full during the interview.#

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.
