Job description

The post holder will act as DVSA’s spokesperson on the subjects of intelligence, covert activity, criminal analytics and data gathering techniques. They will develop and maintain an up to date knowledge of best practice in the field, to deliver high quality intelligence products to enable DVSA to target non-compliance and deliver support services to Traffic Commissioners, while supporting targeted enforcement objectives. The intelligence function will work closely with enforcement delivery colleagues to ensure local intelligence feeds into the intelligence and targeting picture.

The post holder will act as the lead contact for DVSA’s partners in intelligence and compliance, in the UK and in the EU, building relationships with these partners to develop a platform for the sharing of intelligence and technology.

The post holder is responsible for managing the targeted framework process and operator risk rating system, setting targets and giving input up to national level while ensuring that all levels work effectively. The post holder will lead targeting activity across the directorate, providing feedback on the efficiency and effectiveness of targeting activity, whilst future proofing activities and exploring how to targets might need to change in the future.

Person specification

To succeed in this role, you have experience of working in an intelligence and/ or criminal analytics role, within a cross organisational or sector intelligence community. You have experience of delivering transformational change, and successfully leading teams through implementation.

You have proven experience of translating strategic objectives into operational / enforcement capabilities. You can demonstrate experience of using insights data to manage and improve service delivery.

You have experience of working as part of and leading geographically dispersed teams and an understanding of the effect this has on management of such teams.

You have successfully undertaken, or being willing to undertake whilst in post, relevant training relating to the authorisation of covert activity.

Additional Information

Please note that there is a requirement for frequent UK travel, including overnight stays as part of this role.

Overview of the job 

HMPPS’s efforts to tackle corruption are integral to delivering safe and secure prisons and probation. HMPPS has worked with MoJ to identify that a new approach is needed to ensure we remain resilient to this key operational threat.

HMPPS has developed a future strategy for tackling corruption in HMPPS based on four key objectives:

  • ‘Protect’ against corruption by building an open and resilient organisation.
  • ‘Prevent’ people from engaging in corruption, strengthen professional integrity.
  • ‘Pursue’ and punish those who are corrupt.
  • ‘Prepare’ for corruption, reducing its impacts on our teams.

These objectives will need to be delivered at every level through prisons and probation, in particular strengthening our resilience on the front line. Security, Order and Counter Terrorism (SOCT) Directorate is taking forward improvements, including restructuring the Counter Corruption Unit (CCU), to provide senior operational leaders, prisons and probation teams with an improved counter-corruption service.

Summary    

The role sits in the newly restructured Counter Corruption Unit Prevent Team. Its objectives are to support prisons and probation to manage corruption threats, in particular supporting establishment prevent corruption within HMPPS.

The regional CCU will support prisons and probation units to effectively prevent corruption. The level of service is to be assessed and prioritised according to policy and guidance, but may include providing prisons and probation with enhanced analytical support, expert advice and logistical and coordination support. The team will also be responsible for supporting prisons and probation units on the effective management of known corruptor prisoners in custody and under supervision in the community to prevent them corrupting staff.

In line with HMPPS policy, the post holder will be responsible for supporting the relevant Regional Corruption Prevent Lead to deliver a high-quality counter- corruption service to prisons and probation in their SOCT region. The Regional Prevent Manager will also be responsible for working in partnership with other regional teams in the Security, Order and Counter Terrorism (SOCT) Directorate, HR services and law enforcement.

The job holder will report directly to the Regional Corruption Prevent Lead, who in turn reports to the Head of the Prevent who is line managed by the Head of the Counter Corruption Unit.

The post holder will have line management responsibility for a Corruption Prevent Officer.

This is a regional job and will be based in a regional SOCT hub. Frequent travel to prison and probation establishments, regional offices and law enforcement partners’ offices will be required. Occasional travel outside the region (e.g. to London) will be required.

Responsibilities, Activities and Duties 

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Working with the national CCU team to develop a detailed and expert understanding of the corruption evidence based on the nature of the threat, (e.g. drivers of corruption, prevalence, escalation, risk/impact, effective interventions) and using this as a basis for all practice.
  • Having a strong understanding of the operational context in prisons and probation, including pressures, priorities, risks and opportunities to better tackle corruption.
  • Having a strong understanding of the relevant legal and policy frameworks relating to corruption, security and HR, and making sure these are followed when providing services to prisons and probation, and that these are shared with and championed when working with delivery partners.
  • On the direction of the Regional Prevent Lead, the post holder will support prisons and probation in assessing and understanding their risks to corruption and develop mitigation strategies; work with prisons and probation to understand capability gaps and signpost wider capability opportunities, best practice and guidance, and deliver briefing and awareness/training sessions; and support research to inform our evidence base on corruption, including interviewing former staff who have been convicted of corruption related offences, or other information to support assessing performance.
  • In line with policy and guidance, the post holder will support prisons and probation to prevent corruption in HMPPS by, leading on the management of cases and working collaboratively with Pursue for end-to-end management and coordination of cases that escalate.
  • Provide recommended practice for supporting staff to management.
  • Develop and implement national strategy to manage the corruption threat across HMPPS. Working in partnership with establishments and law enforcement agencies to ensure corruptors are managed appropriately.
  • Develop and maintain a wider network of stakeholders, including in other SOCT regional teams (e.g. NIU, SOCU, JEXU), law enforcement (local forces and ROCUs), contract managers and contracted providers.
  • Supporting the Regional Prevent Lead to understand and manage the individual threat of corruption in each prison and probation office in the region ensuring these establishments are supported based on their individual need.
  • Line management of the RCPO.

Job description

This role sits within the National Security Division (NSD) which is part of the Transport Security Directorate (TSD). The NSD’s purpose is to mitigate current and emerging national security threats to the transport sector both domestically and internationally.

Our work continues to scope out threats to the UK’s economy and ways to increase resilience.

We are looking for an HEO to work on the Department’s approach to key threats, with particular focus on economic security and supporting the Department’s work under the National Security & Investments Act 2021 (NSIA). This will involve representing the Department’s interests across Whitehall, as well as contributing to briefings for senior officials on transport-related Foreign Direct Investment (FDI) cases.

Responsibilities include but are not limited to:

  • Carry out Foreign Direct Investment casework and work with peers across His Majesty Government (HMG) to shape the team’s response to NSIA work.
  • Provide input to policy development work on economic security, state threats and threats to critical national infrastructure.
  • Work with peers across government to shape how we do economic security work and build and develop connections within DfT to implement legal requirements.

The Security Order and Counter Terrorism Directorate (SOCT) exists to support HMPPS in its mission to prevent victims by changing lives. We do this by creating conditions for a firm, stable and secure base on which decent regimes, relationships and rehabilitation can be built. Summary

Main Responsibilities

  • Supervise all Security Officers on shift at the Unit, deploying them to cover tasks as laid out in Assignment Instructions and in accordance with the Joint Business Agreement/GSSOR
  • Supervise Security Officers to protect people, property, information, and assets from damage, destruction, or unauthorised removal from the Unit.
  • Operate security systems in line with standard operating procedures
  • Align assigned team(s) of Security Officers to protect property or information against compromise, destruction, or damage, maintaining integrity of performance through effective management, encouraging a positive and inclusive working environment, addressing concerns in a timely and sensitive manner
  • Respond appropriately to security concerns raised, including by third parties, and work with the first responder to incidents
  • Where required, cover CSO5 Guarding tasks including providing meal break relief.

Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. SSG is the Government’s expert provider specialising in design, installation and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate. 
Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.

Can you support MOD with securing some of the countries’ most important buildings and locations? We are looking for a motivated and passionate professional to join as a project manager in the SSG’s Defence Nuclear Organisation support team which has its main office at AWE Aldermaston.

The position advertised will deliver support in relation to the installation and maintenance of security systems, providing a professional, efficient, and cost-effective service to the customer.

The position can be based at AWE Aldermaston or Shrivenham Defence Academy and will work on UK Government sites throughout the Reading region.

Project managers based at AWE Aldermaston will be eligible for the Market Skills Allowance @ £1800 per year in addition to salary.

The DNO PM will provide a customer interface and represent SSG at high level external meetings; they will:

•    Undertake discussions and negotiations with SSG Project Managers and Client Security Officers       for Key Project and Maintenance accounts 
•    Lead (Line Manage) SSG Skill Zone security technicians and sub-contractors to deliver the               project and maintenance contracts to time, quality and cost
•    Provide full financial management; estimating, job costing, invoicing and budget management,         preparing clear and detailed financial breakdown reports to the Regional Team Leader
•    Be able to interpret and develop SSG Operations and external client requirements, working to           support the team to deliver functional solutions
•    Have a working knowledge of British, European and Government Standards relating to security         together with knowledge of QA and H&S policies
•    Participate in SSG’s (DNO team) on-call rota

Bespoke system training will be provided.

Work is predominately at SSG Customer sites in the Reading geographic region, travelling accordingly across the region to multiple Governmental and Military sites.

Working Patterns:

National Co-Ordination Shift Roles.

These are full time posts working shifts covering 24 hours a day, 365 days a year. Over a rotating 8-week roster you will work a range of shifts, including nights, the majority of which are 10 hours’ duration.

Over the course of the roster, you work an average of 37 hours per week.

These posts attract an Annual Attendance Allowance of 27.57% which is paid in addition to the basic salary to account for 24/7 shift working.
