Overview of the job

HMPPS’s efforts to tackle corruption are integral to delivering safe and secure prisons and probation. HMPPS has worked with MoJ to identify that a new approach is needed to ensure we remain resilient to this key operational threat.

HMPPS has developed a future strategy for tackling corruption in HMPPS based on four key objectives:

•    ‘Protect’ against corruption by building an open and resilient organisation;
•    ‘Prevent’ people from engaging in corruption, strengthen professional integrity;
•    ‘Pursue’ and punish those who are corrupt; and
•    ‘Prepare’ for corruption, reducing its impacts on our teams.

These objectives will need to be delivered at every level through prisons and probation, in particular, strengthening our resilience on the front line. Security, Order and Counter Terrorism (SOCT) Directorate is taking forward improvements, including restructuring the Counter Corruption Unit, to provide senior operational leaders, prisons and probation teams with an improved counter-corruption service.

This role is non-operational with no line management responsibilities and is not rotational.

Summary

The role sits in the newly restructured Counter Corruption Unit (CCU). Its objectives are to support prisons and probation to manage corruption threats, in particular supporting establishments to prevent corruption within HMPPS.

The core service of this role is to support prisons with their administration of their counter corruption caseload. The role will involve providing the administration support for two establishments on behalf of the regional counter corruption team and work alongside the local counter corruption manager to effectively manage the threat of corruption in prison establishments.

The role will also be responsible for supporting prisons on the effective management of known corruptor prisoners in custody to prevent them from corrupting staff.

The job holder will report directly to the Regional Corruption Pursue Manager, who in turn reports to the Regional Corruption Pursue Lead.

The post holder will not have management responsibilities.

This is a regional post and will be based in two establishments. Daily travel to one of these prisons and frequent travel to the regional offices will be required. Occasional travel outside the region (e.g. to London) may be required.

This role may involve contact with prisoners depending on their area of work.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Having a contemporaneous understanding of the operational context in prisons priorities, risks and opportunities to better tackle corruption.
•    Having an understanding of the relevant legal and policy frameworks relating to corruption, security and HR, and making sure these are followed when providing services to prisons.
•    Organise, produce and maintain accurate records for the local counter corruption manager.
•    Act as contact point for all communications to the counter corruption team, prioritise and distribute to the local counter corruption manager in the establishment and the regional counter corruption team.
•    Complete any monitoring returns required on behalf of the establishment for the counter corruption unit.
•    Co-ordinate any awareness sessions on behalf of the counter corruption unit.
•    Prepare paperwork for checking by their manager, conducting initial checks as required.
•    Correspond with relevant stakeholders and agencies to ensure that they are aware of information related to Corruption and that it is adequately shared in line with agreed process.
•    Maintain and check establishment databases for managing corruption, filing systems and logs of information with responses within timescales, producing reports as required.
•    Arrange any meetings including the preparation of paperwork, minutes and action points for the effective management of corruption.
•    Being the first point of contact for prisons to signpost policies, procedures and key contacts to support counter corruption work.
•    Coordinating CCU prevent teams attendance/cover supporting establishments deliver their prevent agenda.
•    Identify blockages to progress and take action and escalate to the Regional Corruption Unit as appropriate.
•    Monitoring and reviewing the relative priority of corruption work and caseloads, escalating to the Regional Corruption Prevent Manager.
•    Entering data onto CCU systems, ensuring information is captured accurately and is easy to understand.
•    Understanding the team’s caseload, including working with analysts to report on management information and data on volumes, timeliness and outcomes of cases across the region.
•    On the direction of the Regional Corruption Prevention Lead and Regional Corruption Prevent Manager, the post holder may also be asked to work with prisons to understand capability gaps and signpost wider capability opportunities, best practice and guidance and support light touch research to inform our evidence base on corruption.

Royal Navy CI Aftercare Officer

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Commando Royal Marines. It is an operational support and maintenance Naval Base within Navy Command and comprises both Faslane and Coulport sites.

HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

HMNB Clyde will be the single operational home of the Submarine Service from 2020 is the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy is able to deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.

An established part of this organisation is the Counterintelligence (CI) Section. A rare opportunity has come available to join the Section as a CI Aftercare Officer, a position which is the focal point for HMNB Clyde Personnel Security Aftercare procedures and casework for all personnel within the establishment. The job holder will also have responsibility for undertaking all work activity associated with Restricted Country List (RCL) travel and contacts by Base personnel with RCL Nationals ensuring that the appropriate CI briefs are conducted, and advice communicated to the Naval Base community.   • Focal point for all aftercare procedures and reporting in order to support the CI effort and identification of insider threat activity.

Oversee security aspects of contractor works and projects which have an impact on Naval Base security. Recommending mitigation measures, Policy deviation and permanent or temporary solutions.

Internal Investigations comprises of the Professional Standards Unit (PSU), the Anti-Corruption Criminal Investigation Unit (ACCIU) and the Internal Investigations Hub. Both PSU & ACCIU provide a fast-paced investigation capability undertaking both Civil and Criminal investigations across the Home Office. The commands remit is expansive, and our investigators undertake investigations into a wide variety of case-types.

PSU investigations range from serious external complaints (from members of the public), internal Home Office misconduct cases which constitute discipline and grievance investigations, Whistleblowing, referrals to/from the Independent Office for Police Conduct and other oversight bodies for Scotland and Northern Ireland, Management Reviews and Safeguarding Practice Reviews. In addition, PSU provide a cross Government investigation service to over 20 Other Government Departments.

ACCIU investigations address internal corruption matters, proactively preventing harm to the Department and victims of criminal offences committed by staff members, whilst ensuring those committing crimes are pursued via criminal proceedings.

The Internal Investigations Hub is the epicentre of this activity being the first point of call for all enquiries into the Command. The team currently assess over 1,000 referrals per year covering critical incidents, Whistleblowing (raising a concern) contacts, whilst providing further analysis and intelligence capabilities for all types of investigation. It is a small and flexible team covering a wide range of functions in what is a dynamic and fast paced environment which is currently undergoing change to improve the command’s intelligence capacity.

Job description

The role sits at the centre of our threat assessment workstreams which we provide all areas of the Home Office with, through management of information which is continually assessed and analysed. The Operational Hub receives over 1000 referrals a year via their Central Referrals function and the post holder will be responsible for progressing this workflow and covering a diverse range of activities to support the delivery of a wide range of external and internal investigations.

We operate the Department’s Whistleblowing (Raising a Concern) line, alongside other work we do to provide the Home Office and front-line services such as Border Force and Immigration Enforcement with internal investigation capabilities.

Important Information 

The Internal Investigations Hub operates between the hours of 07:00 and 19:00 Monday-Friday. The successful applicant must be flexible and available to cover shift working within these hours under the Annualised Hours Working System (AHW). Weekend working is not standard but may be required on occasion.

The AHW system currently attracts a pensionable payment of 14.08% in addition to the advertised salary.

The role will require occasional travel which could also include overnight stays.

DV clearance is required for these roles. Candidates not already holding DV will require SC clearance prior to starting, and be willing to apply for DV when in post.

Key requirements of the role include:

  • To assess and accurately register referrals made to the Unit, which include serious and complex HR referrals, allegations of serious misconduct, Whistle Blowing/Raising a Concern referrals and Anti-Corruption referrals within given timeframes. This will include assessing allegations of serious misconduct from external sources and recommending a way forward to the Senior Investigating Officer.
  • Completing initial checks for referrals to ACCIU.
  • Operating the Raising a Concern (including Whistleblowing) phone line and inbox, which are supervised between the hours of 07:00 – 19:00.
  • Refer critical incidents to the Independent Office of Police Conduct (IOPC) or other oversight bodies within agreed timescales. Refer allegations of crime (which is not fraud or corruption) to the appropriate police force.
  • To support Professional Standards Unit investigators in the gathering of evidence for investigations of serious misconduct including but not limited to requests for CCTV, medical records, use of force reports and notebook entries.
  • Effective file management for investigations is required which includes registration of files in and out of the unit both on the Record Management System and local systems. The successful candidate must have the ability to follow relevant information with an awareness of up-to-date data policies in order to manage archiving, storage or destruction of investigation files.
  • Conducting Computer Misuse investigations into inappropriate access of Home Office systems and providing a written report of your findings, thereby, contributing to the creation of a zero-tolerance culture across the Home Office.
  • Act on behalf of Internal Investigations to build and maintain positive relationships with a diverse group of stakeholders at different grade.

The MOD requires an experienced counter fraud & corruption professional to provide professional functional leadership across the department working with partners including Defence Policing, the Public Sector Fraud authority and other parts of government and law enforcement.

The role includes leading and developing operational work to a best practice standard within its central counter fraud capability, Fraud Defence, which is the central counter-fraud function for the MOD. Responsibilities include leading the Counter Fraud Operations portfolio made up of the Defence Confidential Hotline and intelligence team and Fraud Investigation team. Operations works closely with a wide range of diverse stakeholders across MOD, UK government, and the defence industry both within the UK and internationally.

Collaboration is at the heart of how Fraud Defence works and relationship building is a key aspect of the role. The teams’ work can be high profile, demanding and requires a highly motivated and talented individual to support the continuous development of MOD’s response to fraud and corruption.

The Senior Business Intelligence and Management Manager will play a central role in supporting the Business Intelligence and Management Leads. Who we are

The Independent Commission for Reconciliation and Information Recovery will be established by the Northern Ireland Troubles (Legacy and Reconciliation) Bill which is in its final stages of becoming law. The primary role of the Commission will be to provide information to families, victims and survivors of Troubles-related deaths and serious injury and to promote reconciliation.

The Commission is being established as an independent, arms-length body. It will be classified as a Non-Departmental Public Body. The ICRIR Programme Secretariat, an autonomous business unit of the Northern Ireland Office, is supporting Sir Declan Morgan to undertake preparatory work for the Commission, and once it is established, staff may transfer into the ICRIR. In advance of this, we are building the teams and the capabilities the new Commission will need.

The Commission will have its HQ in Belfast and further operational sites in Northern Ireland and London.
