The Private Secretary role plays an important part in the Home Office Intelligence Directors’ Private Office structure and supporting the Chief of Staff. You will contribute to the wider Private Office function within Home Office Intelligence by working closely and regularly engaging with the wider network. This includes supporting senior leader meetings, directorate wide events, and optimising the wider Private Office capability by providing cover during periods of annual leave.

This is a fast-paced, exciting role which will vary considerably from one day to the next.  Due to the business needs this role is only available for full time working.

The successful candidate will be responsible for:

•  Supporting the daily management of the Director’s Private Office, working collaboratively to support the delivery of their responsibilities and objectives within required deadlines, leveraging the senior team and others, as necessary.

•  Working collaboratively with senior Home Office Intelligence leadership teams, stakeholders and other colleagues across the department and the Home Office, building relationships to establish productive links and opportunities.

Job description

Reporting directly to the Incident Response Manager, the role of Incident Response Officer is to be the first point of contact for customers, engaging with them to ensure that the team has the right information to effectively form a response in line with our Standard Operating Procedures. 

You will provide administration support for past and current incidents, analysing the reported data to accurately triage and, where necessary, escalate incidents and emerging threats to the correct team or stakeholder. 

This is a customer facing role. You will be the face of security for The Cabinet Office, where you will provide ad hoc advice to the customer for routine services, or before escalating incidents further.   • Be the first point of contact for routine queries and incidents through the day-to-day management of the team’s inbox.

Job description

We are looking for a Security and Resilience Risk Identification and Assessment Lead to join our Risk and Resilience Strategy team here in the Department for Transport.

This is an exciting position which will oversee the process of the civil contingency risk review for the Department and working wider across Government including on the National Security Risk Assessment; CONTEST counter-terrorism framework; undertaking capability assessments; and implementing the HMG Resilience Framework.

As a part of this team, you will work with teams across DfT, other government departments, and with academic and industry partners, to build the department’s resilience to future threats and hazards through effective risk management. These could range from state threats and terrorist incidents to natural hazards such as flooding and volcanic eruptions and understanding the impact of emerging technology on these risks. There will be some scope for individual tailoring of focus areas according to expertise and interest, and plenty of opportunity to expand your skills and knowledge, particularly in leadership.  

This role sits within the Transport Resilience and Response Directorate within DfT, which is home to the Transport Security Operations Centre (TSOC) Division. TSOC’s principal objective is to ensure the Department is to prepare for, mitigate and respond to a major incident(s) impacting the UK transport network, UK passengers and protecting wider UK Government interests. 

This role is ideal for individuals looking to take on a challenge and broaden their experience. There are likely to be opportunities to brief senior officials and Ministers and represent the Department at cross-Whitehall discussions.

Responsibilities include but are not limited to:

  • Owning and developing the risk assessment process for civil contingency risks within DfT;

The course will be a blend of online and classroom-based learning, which you deliver and manage to meet specified training objectives.

Your teaching and mentoring will enable trainees to develop a strong foundation of understanding that will enable them to flourish in the intelligence community to support the wider defence enterprise. 

Although intelligence experience is essential, you will be provided with all the required course material to digest and understand prior to delivery of your first course. You will also receive support from experienced intelligence professionals as you become familiar with the role and throughout your time in the community.

When successful a candidate will receive all required training for the role including undertaking the existing course, the Defence Trainer Course, Open Source Intelligence Training, Health and Safety and Care of Trainees (safeguarding).

There are some opportunities for hybrid working in the role, but applicants must be aware that face to face delivery in the classroom is a crucial part of the course for which the instructors must be available for. Home Office Analysis and Insight (HSAI) is a multi-disciplinary team which consists of economists, statisticians, social researchers, operational research, and intelligence assessment. It provides cross-cutting and expert analysis, research, and evaluation to advise and support decisions made by the Homeland Security Group (HSG). HSG unities capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime. As part of HSAI’s remit, a core focus is to support the delivery of HSG’s Prevent Strategy, which tackles causes of radicalisation and supports people at risk of joining extremist groups and carrying out terrorist activity. In doing so, HSAI works closely with other analytical partners across Whitehall in counter extremism, counterterrorism, and related fields.

Intelligence analysts in HSAI provide intelligence assessments on tactical and strategic trends and patterns in relation to actors who present a risk of radicalising others but operate below the TACT threshold, but also those that seek to divide communities and cause community tensions. They provide assessments on topics across various extremist ideologies, including Islamist (political and non-political forms), Extreme Right Wing, and Pro-Khalistan in order to assist and advise operational and policy partners. They also lead on due diligence reports to support funding and engagement decision-making for senior officials.

Role holders will develop significant subject matter expertise on various elements of the sub-TACT landscape and beyond, and work with experts from across HMG such as the FCDO, Commission for Countering Extremism (CCE) and Joint Terrorism Analysis Centre (JTAC). –         Ensuring the system remains secure by implementing best practices and procedures.

–         Designing, procuring, implementing, and fully documenting new solutions and improving resilience of the current environment.

–         Dealing with network incidents, performing failover operations, and managing the resolutions of faults, working with third parties where necessary.

–         Progressing continual service improvement by looking at new technologies, identifying gaps in existing services and how these could be bridged to help drive the roadmap for the team.

–         Assisting with the delivery of projects in the wider Service Delivery team, focusing on the network infrastructure element of the project.

–         Supporting the Head of No10 IT Service Delivery to deliver projects to meet business requirements on time and within budget, from procurement to the delivery of the service.

Daily actives will include:

–         Investigating faults in systems, processes and services, and advise on the implementation of appropriate solutions and preventative measures.

–         Performing network maintenance and system upgrades including service packs, patches, hot fixes and security configurations.

–         Supporting and administering firewalls.

–         Support in the procurement and management of services and equipment.

–         Keeping up to date with new practices and innovation in technologies to make recommendations which could improve system performance, security, and reliability.

–         Participating in being on an on-call rota.

–         Plus, many more ad hoc technical, commercial and business activities required in support of team’s work.

Like most businesses, we need to maintain our services 24/7, therefore there will be a requirement to work out of hours.  Where possible, this will be identified with you before the need arises and you will be compensated for out of hours working. 

You will also be required to participate in an out of hours on-call rota for which an allowance will be paid.  This rota includes weekday evenings and nights, weekends and public holidays. 

There may be the occasional need to work at remote sites as part of this role. There may also be an opportunity for national or international travel depending on business needs that may include staying overnight for several days.  

Because of this, you must have a:

–         UK passport

–         A full valid UK driving licence

As part of your initial training, you will spend the first three months working with our IT Service Desk team.  This will give you an insight into the services and support we provide to our users in No10.  The knowledge you build during this time will allow you to better support users when you go on to the out of hours on-call rota.

Person specification

To be successful in this role, you will have the following essential experience and skills:

  • Proven technical experience in server and network administration in large enterprise environments.
  • Expert knowledge on LAN/WAN/VLAN, TCP/IP, UDP, networking infrastructure and firewalls.
  • In-depth understanding of communication and routing protocols (e.g., BGP, OSPF).
  • Experience of working with optical technologies.
  • Strong knowledge of industry best practices related to IT infrastructure and security.
  • Hands-on experience of working with network devices (routers, switches, firewalls, load balancers).
  • Firewall configuration and support including traffic flow, dynamic routing & log analysis.
  • Experience of network and hardware troubleshooting, root cause analysis and resolution.
  • Excellent written and verbal communication skills, with the ability to convey complex technology concepts to non-technical stakeholders.
  • Excellent problem-solving ability using good judgement to make risk-based decisions on high profile and complex issues at pace. 
  • Practical working knowledge of the following technologies: Windows, iOS, macOS, iPadOS, Microsoft Office 365.
  • CCNP or JNCIS-SP/JNCIP-SP certifications or equivalent.

 The following experience and skills are desirable in this role:

  • Recognised higher education in an IT related area.
  • Security qualifications.
  • Familiarity with legislation pertaining to Government/Public Sector IT.
  • First line support experience supporting Windows and Mac devices, iPhones, Microsoft Office 365 and printing services.
