This is an exciting opportunity to join the Security Team at His Majesty’s Naval Base Devonport (HMNBD), a site of national, strategic importance on the waterfront of Plymouth, Devon. The role of Security Assurance Authority is a challenging and rewarding role that supports the Naval Base Commander (NBC) with the assurance that HMNBD is compliant with the requirements of security policy. The position reports to a Senior Executive Officer (SEO).

The job is varied, challenging and busy and is set within a site with a bright future, in a specialist area of importance and potential growth. Job description

The successful candidate will:

To support the Establishment Security Officer (ESyO) and Assistant Head Security (AHdSy) in providing the Naval Base Commander with the assurance that HMNB Devonport is compliant with the requirements of The Defence Manual of Security, Joint Service Publications (JSP’s) Policy, Navy Command Security Regulations (NCSR), Security Regulation of the Defence Nuclear Enterprise, Policy, the MOD Information Security & Computer Network Defence, Policy and The Acceptable use Policy for Users of MOD IT and Telecoms Policy.

The successful candidate will undertake and be responsible for the following:

Carrying out assurance of each of the HMNB Devonport Security teams (Base Security, Ministry of Defence Police (MDP),  Military Guard Service (MGS), and Babcock Security.

To manage and provide all necessary security assurance and risk reporting.

Liaise with Navy Command (NC) Principal Security Advisor (PSyA) team to ensure compliance in accordance with JSP Policy.

Acting as the Security Assurance focal point and  – you will analyse your data and identify risks, to ensure managed information is provided to the AHdSy.

To assist the Nuclear Security Officer and the Deputy Nuclear Security Officer Devonport.

To manage and provide all necessary security assurance and risk reporting.

Liaise with the Naval Base Quality Assurance (QA) team to validate the assurance process.

Support Nuclear Security Assurance visits, audits and inspections by external agencies.

In order to Assure the adequacy of HMNB Devonport security arrangements, assist with security exercises where required, and provide or assist with post-exercise evaluation reports.

To be the Deputy Intelligent Customer for the provision of contracted security services.

To act as the department Quality Point Of Contact (QPOC) and provide a liaison point of contact between the Business Management Forum and individual Deputy Head of Department.

Vetting Manager (UKSV)

This role will be based in either York or Glasgow. UKSV operates a hybrid working policy. There is flexibility to split your working week but with a minimum requirement of 40-60% in the listed Cabinet Office Hubs.

The purpose of the Aftercare Team is to investigate anything of security concern, between periods of normal vetting review, which potentially affects an individual holding a national security clearance. Salary Information

Salary for this role is from £52,417 (Band min) to £63,571 (Band max).

Employment Hours

48 hours (including breaks). You will normally work 48 hours per week including a daily meal break (43 hours net). This will normally be 4 x 12-hour shifts or 5 x 9.6-hour shifts between the hours of 0600hrs and 2200hrs over the 7-day period, as stipulated by the shift pattern agreed at the Unit depending on site requirements. Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. We require professional individuals to serve SSG customers on a wide range of security systems including Intruder Alarm (IAS), External & Perimeter Intruder Detection, Video Surveillance (VSS), Automatic Access Control (AACS) and Control Room IAS and VSS & AACS Standard Monitoring Systems.

Bespoke system training will be provided.

Other duties include:

•    Being the key point of contact to customers on a day-to-day basis

Your time will be typically spent working within your allocated region, however as SSG are involved in numerous overseas projects there are opportunities to work for short periods of time in Europe. This role will also require operating away from home providing support within the region and to the other SSG UK regional teams, staying in overnight accommodation as required.
 
You will be contracted to work 37 hours a week, typically between 08:00-16:00, however through travel time, overtime and on-call duties you could increase your potential earnings. For example, some of our technicians regularly do an optional 10+ hours per week in travel time and overtime.

Responsibilities, Activities and Duties 

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Have keen oversight and management responsibilities (along with Security CM) for ensuring policy is applied and followed.
  • Ensure that intelligence products are prepared by the Prison Intelligence Unit and delivered to the establishment in line with the HMPPS Intelligence Policy, the National Security Framework (NSF) and Local Security Strategy (LSS).
  • Take responsibility for the tasking of analysts and act as a conduit between the Prison Intelligence Unit and other functions across the establishment; ensure that terms of reference for intelligence analysis products are appropriate and realistic.

Management of Relationships

  • Maintain an excellent working relationship with Security and Operations Custodial Managers to maximise opportunities to exploit intelligence and disrupt prisoners and with the Police Intelligence Officer and/or the Police Liaison Officer.
  • Ensure that positive relationships are maintained between the Prison Intelligence Unit and the Regional Intelligence Unit (RIU or LTHSE teams), to ensure effective collaboration in areas such as Organised Crime, Counter Corruption, Counter Terrorism (CT) and Covert Activities etc. Acting as first point of contact for relevant external stakeholders. In conjunction with the local counter corruption lead, liaise with the regional counter corruption lead and work closely with the police and other external partners on all local corruption related matters.

  • Build productive working relationships with the wider analytical community in HMPPS, with related data analysis functions and with law enforcement partners to develop quality intelligence products.

The Transport Security Directorate (TSD) works across the Department for Transport, HMG, and with partners to mitigate the threats the transport sector faces domestically and internationally.

We lead on high profile work to implement and improve the transport sector’s cyber security, maritime and aviation security regimes as well as working with international partners to raise global standards and build capability. As the national security threats transport faces evolve, we are working across DfT to ensure that these issues are reflected in the Department’s work to ensure that we balance prosperity with security objectives.

The three roles advertised are in National Security Science and Research (NSSR) for Transport Security Capability and Innovation Lead (2 roles) and Programme Management Office (PMO) Integration Lead (1 role).
