We are looking for a dynamic individual experienced in service and product delivery or ownership to lead a world-class, cross-organisation team in the development and delivery of AI-centric capabilities to enable the armed forces to secure strategic advantage, at times responding to fast paced demands in support of operations.

You will be responsible for the oversight of multiple products and services, taking a portfolio view and managing end-to-end services.

You will oversee the technical and data enablers required for delivery of AI-centric capabilities at scale and deliver and define the assurance processes for delivering operational AI models in a way that is ambitious, safe, and responsible.

You will inform and oversee the enabling AI skills and talent workstream, working across Defence organisations to influence civilian and military personnel structures and training.

Working to the Head of the Defence AI Centre, you will lead a federated organisation focused on the delivery of AI-enabled capabilities from idea to operational capability and putting in place some of the critical enablers for exploiting AI at scale.

Responsibilities: 

  • Leading, motivating, and championing the DAIC AI Capability team consisting of military and civil servant personnel alongside DSTL scientists and engineers and contractors, delivering against the PM’s intent of exploiting AI for strategic advantage, and delivering the Defence AI Strategy.
  • Developing and implementing a long-term vision and strategic direction that will enable the DAIC to deliver capability at scale, considering the full operational lifecycle of products and services, and maintaining tight oversight of the financial and performance metrics and forecasts relating to them.
  • Engaging with stakeholders across Defence at every level including with Defence leadership and Ministers, providing the connection between multidisciplinary business areas, championing the work of the DAIC, and driving coherence of AI exploitation within Defence and across departmental and international boundaries.

Hybrid Working

About the JIO

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities. 

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

The Role

The candidate(s) will fulfil a critical role within the JIO Private Office, supporting the JIC Chair, Directors and their Private Secretaries, and working across the organisation to ensure that it delivers effectively and efficiently. The Private Office provides direct support to: 

  • The JIC Chair, a Permanent Secretary, who is also Head of the Joint Intelligence Organisation and the Prime Minister’s adviser on substantive intelligence matters; 
  • The Directors of the Assessments Staff, who are responsible for overseeing the production of all source assessment in support of the Prime Minister and NSC; 
  • The Professional Head of Intelligence Assessment/Director of Capability, who is responsible for professionalising the wider UK intelligence assessment community of thousands of intelligence analysts across multiple departments, and building Capability within JIO.

The nature of the role means it must be based in 70 Whitehall, London and is predominantly office-based. This role will require additional hours and flexible working during busy periods for which the relevant allowances are payable.

Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition, there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Casework and Planning Support – National Security Unit for Procurement (NSUP)

Economic security is an increasingly important issue within the national security landscape. The growth in the threat has necessitated levers and mitigations to prevent the UK Government from being compromised through commercial channels. The Procurement Bill will provide us with unprecedented levers to intervene where companies pose a national security threat. In order to use these levers, the national security community will need to assess the risk associated with certain companies in order to arrive at decisions about whether this risk is intolerable and requires intervention. 

The Government Security Group is creating a unit to coordinate the cross-government response to this national security risk, starting with a small number of planning and policy professionals, and building to a unit handling caseload.

Overview of the job    

This role sits in the Security Risk Unit (SRU) in Security, Order and Counter-Terrorism (SOCT).

Home Office Intelligence has three Dedicated Source Units (DSUs) which are a standard feature for the lawful and effective management of Covert Human Intelligence Sources (CHIS) in compliance with the Regulation of Investigatory Powers Act 2000 (RIPA). The DSUs are supported by a central Source Development Unit (SDU) which supports the DSUs, provides a vital role in managing Source status drift for the department, and is currently transforming to take a more active role in CHIS recruitment.

The effective recruitment and management of CHIS generates high grade intelligence, maximises intervention opportunities and produces the strongest likelihood of meeting the department’s strategic objectives and fulfilling its intelligence requirement.

The Source Development Unit currently sits within Home Office Intelligence, a new directorate bringing together Border Force Intelligence, Border Force International and Immigration Intelligence, created to provide a single strategic and operational lead primarily for all Border Force and Immigration Enforcement intelligence requirements and functions.

The Source Development Unit [SDU] seeks to identify officers who can provide intelligence in support of the current Immigration Requirements (IRs) of the Home Office. The SDU also acts as the single point of contact and advisor for the Home Office on all matters relating to Human Intelligence Sources (HIS) and Covert Human Intelligence Sources (CHIS), and is the statutory centre for Immigration Enforcement [IE] records of CHIS deployments and use.

Key functions of the CHIS Recruitment officer will include, but are not restricted to:

  • Identification and development of potential CHIS for the Dedicated Source Units (DSUs).
  • Initial contact with prospective CHIS, and recording/dissemination of intelligence product.

This post is a specialist post and this is only available on a full-time basis. There is a likely requirement to work flexibly, including some unsociable hours (public holidays, nights and weekend) and being on call.

There will be opportunity to undertake some work from home in line with current flexible working arrangements in Home Office Intelligence, but officers will be expected to respond to on call requirements when operationally necessary.

  • Demonstrating a good knowledge and understanding of Regulation of Investigatory Powers Act (RIPA), CHIS Codes of Practice, Criminal Procedure and Investigation Act 1996 (CPIA), Human Rights Act 1998 (HRA), Data Protection Act 2018 (DPA) and the principles of General Data Protection Regulations.
  • Ensuring that all meetings and contacts with sources are conducted using appropriate tradecraft.
  • Ensuring the welfare, health and security issues of the source are properly considered and reported on.
  • Directing, debriefing and tasking appropriate sources when required.
  • Actively promoting awareness of source related capability in the Home Office by seeking out, engaging and educating both new and existing internal and external partners.
  • Producing accurate and comprehensive recording of CHIS material including meeting reports, risk assessments, applications, intelligence reports and financial records.
  • Promoting a safe working environment through effective risk assessment of every deployment and dynamic risk assessment of every situation.
  • Promoting a professional working environment by maintaining the highest standards of behaviour and integrity.
  • Actively contributing to the team effort improving performance, demonstrating innovation, working collaboratively and with respect.

Training

  • You will be required to complete and pass the Advanced Source Handlers Skills training programme. This course is 3-4 weeks in duration, which may be residential.
  • There is likely to be additional specialised CHIS training requirement in relation to this post, such as a Source recruitment course.
  • Mandatory training for the Source Recruitment role may also be residential.
  • You should be aware that this role requires an accredited training process which must be passed before a candidate is legally allowed to undertake the duties of the role. All aspects of this training and mentoring programme are tested and failure to pass will mean the officer will be unable to carry out this role and alternative posts will be looked at.

Once you have successfully completed your probation you will be managed within the Performance Management policy. Failure in any aspects of the training will trigger the use of the departmental Managing Poor Performance policy and this may lead to a decision to dismiss on the grounds of inefficiency.

Please Note: Travel is expected for the role, this may necessitate occasional overnight stays.

Essential Criteria

  • Experience of working in a law enforcement operational environment, such as intelligence, criminal investigation or detection work.

Desirable Criteria

  • Previous experience of the recruitment of individuals for progression to CHIS authority.
  • Previous training in or experience of Source Management.
  • Previous experience of the authorisation processes under RIPA 2000.
  • Previous training in or experience of UK Immigration rules and legislation.

Licences

Full UK valid Manual driving licence – Due to the nature of the work and the geographical area, travel by official vehicle may be required.
