Job description

This is an exciting role in the Transport Security Directorate (TSD) where you will have the opportunity to lead on major cyber projects in a department that is at the centre of keeping the country moving. You will be exposed to Ministers and high-profile stakeholders across government and industry to deliver real impact and improve UK transport’s cyber resilience.

DfT’s TSD leads on national security matters, ranging from counter terrorism and cyber security to science and innovation. Within TSD, the National Security Division (NSD) sits at the centre of the department’s work to mitigate current and emerging National Security threats. We work across transport modes, Government and industry to develop policy and regulations to mitigate threats.

You will be expected to work flexibly and adapt to rapidly changing requirements and priorities across the team, wider Division and Directorate. You will be part of the Department’s response to security or civil contingencies incident. This may include out of hours working on occasion, but we make every effort to allow for your personal circumstances.

TSD invests significantly in training and developing staff to prepare them not just for an interesting and challenging job, but also for a rewarding career in the Government security profession. Our expectation is that our staff will remain in post for at least two years.

Responsibilities

Key responsibilities of the role include:

  • Providing oversight of the cyber security team’s programme, including tracking progress, holding people to account and communicating risks and issues to senior through effective project and programme management.
  • Leading on DfT’s cyber governance to ensure that the Cyber Board runs effectively.
  • Delivering a programme of work on time and to budget, working within the cyber security services framework.
  • Collaborating and coordinating across a wide range of stakeholders across HMG and industry, using strong communication skills to successfully influence and drive forward outcomes.
  • Managing financial and security drivers, scrutinising results and providing a constructive challenge function to suppliers and partners.
  • Leading a team of two, working closely with wider teams in NSD on cyber risks and strategy. You will demonstrate leadership and act as a mentor for your team, supporting an inclusive and collaborative environment.
  • Be an active and visible leader in NSD and play a full role in the running of the directorate, providing leadership to various corporate work strands.
  • Supporting DfT’s response to cyber incidents as required.

You will have strong experience working on projects, programme, or operational delivery with the public or private sectors. You will have excellent interpersonal and influencing skills, be articulate and demonstrate confident in dealing with stakeholders, as well as being comfortable handling challenging conversations to gain consensus. You will be a trusted adviser with programme or project experience and the credibility to build positive relationships within and outside of the Department. You will have strong written briefing skills and able to highlight key points in a clear way, ensuring that senior people are aware of the biggest risks we face and the mitigation activity we deliver. You will be able and willing to set the direction of the team, particularly on how we support government efforts on cyber security work.

Job description

As the Systems Manager and User Support Lead within the Commercial Intelligence Team (CIT), you will need to be proactive, innovative, and ready to lead a diverse range of activities running concurrently against demanding timescales.

You must have excellent organisational and interpersonal skills with the ability to set out proposals and solutions in a non-technical manner. In addition, we are looking for a candidate who is tenacious, able to manage evolving priorities and who seeks out opportunities to simplify and improve system processes and data collection requirements through integration and automation.

You will be expected to develop expertise in the operation of the commercial systems quickly and lead on the development and execution of strategies to ensure the commercial systems are designed, maintained, and fit for purpose in meeting the needs of the commercial operating model.

You will be required to provide hands on support to end users across the business and initiate improvements to support the user experience, promote best practice, and break down barriers to system adoption.

Employment Hours

48 hours (including breaks). This will normally be 4 x 12 hour shifts or 5 x 5.6 hour shifts between the hours of 0600hrs and 2200 hrs over the 7 day period, as stipulated by the shift pattern agreed at the unit depending on the site requirements . This will include being rostered in a flexible manner (termed a flexible week) within the shift roster. In this role:

The SAC advises, monitors and reports on security matters relating to the projects and systems and may chair the SWG on behalf of the Project Manager. The SACs main tasks are to:

The role of the Joint Debriefing Team (JDT) is to gather intelligence and evidence for the purpose of identifying offenders and their methods to support the prosecution and/or disruption of those who perpetrate organised immigration crime. The focus is aimed at those engaged in people smuggling and human trafficking into and across the EU as well as within the UK. Information gathered is also used to assist operational and strategic planning across multiple law enforcement teams in the UK and the EU. The team has the capability to “hot task” high priority debriefings to take place within 24 hours of an event which may result in occasions where shifts change at short notice. Therefore, applicants will need to be flexible.

JDT intelligence debriefing activity requires the successful candidates to be flexible and dedicated in their approach – with a determined focus to ensure the JDT meets Home Office Intelligence strategic objectives. This role is highly mobile, with officers expected to attend different locations to conduct debriefing activity and not solely based in an office. Officers are expected to be mobile and flexible in covering other areas when business needs demand in response to priority tasking. Officers are posted to specific locations, but the role requires very frequent travel to other debriefing locations within that county or geographical regions. The Senior Analytical Tradecraft Officer’s role is to advise, support and challenge intelligence analysts tasked with assessing complex issues of national security. Working as part of the team supporting the Professional Head of Intelligence Assessment (PHIA), based in the Joint Intelligence Organisation (JIO), the successful candidate will have a leading role in developing and leading the application of analytical tradecraft in all-source intelligence assessment.

Job description

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

The Professional Head of Intelligence Assessment (PHIA) leads the Intelligence Analysis Profession across government, providing a central function to drive coherence, collaboration and capability development. PHIA is supported by a team that sits within the Joint Intelligence Organisation (JIO) and has a broad remit covering analytical tradecraft/standards, community collaboration, and analyst career pathways.

The post holder will be a subject matter expert within the JIO for analytical tradecraft. They will provide advice and support to analysts in the JIO and the wider intelligence assessment community on a daily basis, helping them tackle the most complex analytical challenges throughout the lifecycle of intelligence assessments.

Advising analysts on the design of analytical workshops, including the selection of appropriate analytical techniques or approaches, will be a key responsibility of the post holder. They will be expected to regularly facilitate analytical workshops for the JIO, and at times for other government departments. 

The successful candidate will be expected to demonstrate flexibility and respond to priorities set by the intelligence assessment community leadership. The role will have a particular responsibility within PHIA to support the development and application of best practice in intelligence assessment. This will include by:

  • Leading community projects and work programmes in support of the aims of the PHIA-led analytical tradecraft group, reporting to the Intelligence Analysis Profession Board and the Professional Head of Intelligence Assessment. Data infrastructure and security policy sits at the centre of the debate on how to balance the benefits created by the data economy, with the challenges this poses to national and economic security.

Our vision is to keep the UK safe and protected by establishing safeguards to minimise national security threats posed to and by data; and minimise the impacts of service disruption. All the while, supporting the growth of the UK’s thriving data infrastructure sector and giving greater confidence to unlocking the power of data to drive innovation and growth.

Alongside long-term policy-making, we also address immediate risks and issues for the sector, such as national security threats and recent challenges such as COVID and energy resilience.  The overarching outcome from this exciting area of policy work is to establish the government framework needed to anticipate, prevent and respond to threats associated with data and data infrastructure in an expert, targeted and proportionate way.

Once in post, successful candidates may be expected to travel to other DSIT locations where there is a business need.

Key responsibilities

Role 1 – State Threats to Data

Data is a valuable asset, which makes it a valuable target for those that would seek to do the UK harm.  The successful candidate would work on a number of policy areas seeking to address State Threats to Data.  As a national security policy role, this is an exciting opportunity to make a real difference to the security of the UK. 

The candidate can expect to:

•    Drive work to articulate, prioritise and assess security risks and what government can do to address them, including policy development of immediate short-term solutions to these threats. 

•    Ensure the team is aligned strategically with departmental and cross-government approaches to data and national security, including feeding into and leading on high-profile governance boards.

•    Respond to high-profile and fast-moving live case work, working closely with other government departments and agencies to assess risks and develop policy mitigations.

•    Engaging and working with industry, experts and international partners to drive government policy.

•    Drafting correspondence, briefings, submissions and high profile publications for a range of audiences including senior officials and Ministers.

Please note, the successful candidate would be expected to obtain DV clearance once in post, which ordinarily requires you to have been resident in the UK for the last 10 years. 

Role 2 – Data Infrastructure, Security and Resilience

Ensuring the data infrastructure sector is secure and resilient is essential in keeping the UK safe and contributing to economic growth.  The successful candidate would work on a number of policy areas seeking to secure the sector, developing policy to establish national risk management of the data infrastructure sectoring continuing work following publication of the recent Call for Views. 

The successful candidate can expect to:

•    Development of policy positions to manage data infrastructure risks; leading or collaborating on a spectrum of policy and project products,  e.g. briefings, submissions, policy instructions, publication.

•    Working with industry and experts to understand and assess the sector landscape and existing standards.

•    Research of current policy levers available to HMG, as well as developing, delivering, and implementing new approaches.

•    Ensuring any approaches are proportionate, targeted and future-proof and account for the wider digital and regulatory landscape.

•    Supporting industry with issues and incidents as necessary.

Essential requirements

•    An interest in and/or knowledge of the data landscape and national security.

•    Ability to work at pace, leading and owning tasks, working with autonomy and initiative, as well as collaborating as part of a team.

Security Business Intelligence and Management Lead

Job summary

Working for the Department for Work & Pensions Security Business Intelligence and Management team, you will work at the very centre of the department’s security function, and you will be working not just across the security function, but across all areas of DWP including Finance, Commercials and HR and occasionally with other Government Departments such as Cabinet Office and HMRC, in a fast paced, busy and challenging environment. 

The team develops and provides all aspects Security Business Intelligence and Management including, developing, improving and maintaining the Security Assessment Framework, including regular reporting to the S&DP Senior Leadership Team, provision of secretariat duties to the high-level departmental Security Boards, and high quality security information and management information.  The Team is also responsible for support to the Chief Security Officer and the Senior Leadership Team. Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.
