Security Investigations Lead – MOD Head Office

The Ministry of Defence Head Office provides the Department of State function and political and military strategic direction for the MOD. It is accommodated in Main Building, MOD’s flagship headquarters.

This is an exciting new role within the Director Head Office business area, specifically the Safety Security and Business Resilience (SSBR) business unit.  Its main role is to oversee the safety, security, and resilience of MOD Main Building, ensuring that staff within MOD Main Building can continue to deliver critical Defence outputs in all foreseeable circumstances.

We are looking for an enthusiastic, organised and curious individual to join the Head Office Security investigations team.  This is a new, exciting high-profile role working across the whole of Defence. The office is a busy, fun, and supportive environment covering a range of security and resilience delivery functions.  You will have Line Management responsibility for a HEO Investigator which is under recruitment.

As the post holder, you will work to the Principal Security Advisor (PSyA) or Deputy to deliver an investigative capability within Head Office.  You will lead on the development of a Head Office counter security breach strategy, lead on the investigations including overseeing casework, determining whether to investigate and by who.  You will make decisions on investigations including lines of enquiry,  over the analysis and lessons learned process and feed into the development of the Head Office Personnel Security Strategy to improve the security culture driving proactive behavioural change within Head Office.  You will work with the Directorate of Security Investigations team, Joint Security Coordination Centre, Defence Intelligence, Defence Digital and other key stakeholders as part of your investigation’s role.  You will provide advice to the PSyA, Deputy Director and Director Head Office on contentious / sensitive investigations seeking support from Senior personnel as required.  This may include briefing Ministers and MOD’s Senior Leadership team.   

Due to the nature of the role, you may be required to support the Principal Security Advisor and Security and Resilience Ops lead help to manage security or resilience incidents.   This may include managing crises that disrupt or have the potential to disrupt business in MB.  You will have a wider awareness of the changing priorities and responsibilities and be able to work flexibly distinguishing the preferable from the critical.  As this is a new team, you will have an opportunity to shape the future size and shape and responsibilities of the team as the Head Office Security team as the organisation considers its priorities over the next 5 years.

You may be required to take part on an on-call rota, sharing the responsibility of providing out of hours advice to Main Building users and stakeholders with colleagues across the Safety, Security and Business Resilience team for which an allowance is payable.

All investigations are to be conducted in accordance with investigative best practice standards and within MOD Policy.

You will have good communication skills, both verbal and written. There is no requirement for previous experience of working with the military or in the MOD however previous experience of leading investigations or managing security incidents is essential.

You will, as a valued member of the team:

Work with multiple internal and external stakeholders, you will act as part of a Silver incident command and implement invocation of the ‘Security Incident Response Plan’ coordinating DWP security incident responses to medium and high severity events, incidents, and breaches. This will require managing the triage, prioritising and coordinating the response, investigation, and post incident review of security incidents raised with SIRT, ensuring they are managed effectively across DWP.

You will advise the senior managers within SIRT (including Head of SIRT); and on occasion the Head of Cyber Resilience Centre (CRC), DWP Chief Security Officer, and Gold Incident Commanders, produce communications statements, escalate incident recovery issues and coordinate/chair response forums to ensure effective and timely incident recovery.

Take ownership and responsibility for driving forward deliverables on the SIRT Work Plan in line with NIST principles, to improve DWP’s identify, protect, detect, response and recovery capabilities and posture.

Represent SIRT at security events and governance meetings you will ensure all security issues and incidents are impacted, assigned and resolution action is taken forward.

Actively identify and pursue activities from post incident review/lessons learned, to directly to support, improve or develop SIRT’s incident response procedures; and/or aide identify, protect, detect, response and recovery activities across DWP.

Ensure key stakeholders to DWP’s response to Security Incidents have the necessary processes, procedures, contacts (list not exhaustive) in place with SIRT to effectively support incident security incident response.

Provide security incident and protection related advice and guidance on the threat environment and security incidents to stakeholders.

Prepare and deliver briefings as required on the security threat landscape and security incidents. This can include delivering timely and accurate Incident Response briefings and communications to the Head of Cyber Resilience Centre, DWP Chief Security Officer, and Department’s Senior Information Risk Owner, relevant stakeholders, delivery partners and other government departments, where appropriate, such as the Cabinet Office and National Cyber Security Centre (NCSC).

Fully participate and recommend improvements to incident response procedures; and manage SIRT recommendations from drills and exercises.

Conduct post incident review assessments, where necessary ensuring that residual security issues/control gaps are escalated across the full range of security functions as part of incident prevention.

Ensure that the recording of Management Information (MI) in relation to reported security events/incidents accurately – including Key performance Indicators (KPI’s) to feed DWP Executive Team and S&R Senior Leadership Team (SLT) requirements.

Fully support and be involved in identifying trends and patterns within DWP (related to security incidents) – driving forward solutions to increase DWP’s resilience; and ‘right-placing’ actions.

Responsible for

Overview of the job

This is a specialist administrative role within HMPPS Headquarters. The posts sit in the Central Authorities Bureau (CAB), which is a part of the Intelligence Portfolio, Governance and Compliance Unit, within the HMPPS National Intelligence Unit (NIU).

The CAB provides oversight of policy and advice to practitioners across the prison estate exercising powers available to HMPPS under the Regulation of Investigatory Powers Act 2000 (RIPA), and the Investigatory Powers Act 2016 (IPA). It is a required function under RIPA, maintaining a central record of authorities granted for activity under the legislation. CAB also oversees HMPPS use of case management systems used to record such activities, providing assurance to HM Commissioner of Investigatory Powers.

This is an HQ post, based in London, and will require some travel to establishments, probation offices and SOCT regional offices as required.

The post holders are responsible for day to day advice and support to the operational line in respect of the lawful deployment of covert resources; the quality assurance of all applications made under RIPA; inspections undertaken by the Investigatory Powers Commissioners Office (IPCO), and act as a subject matter expert in the use of the central case management system.

The role requires in depth knowledge of different legislations and internal policies relating to covert and overt tactics, escalating as required to managers to take forward where concerns are identified. It requires the post holder to have an understanding of risk management in order to contribute to the security of prison establishments, protect the public, and to protect HMPPS from unlawful use of its powers under RIPA/IPA.

Post holder will need good attention to detail skills as they will be responsible for undertaking quality assessments of applications submitted by prisons.  They will need to be confident and assertive in the delivery of this feedback and ensure that the views of the CAB are upheld. Regular contact with prisons and Law Enforcement Partners will be expected.

The post holders require a high level of proficiency with IT systems, both as users, and providing support in the administration of IT systems for which the CAB hold responsibility. This includes acting as Subject Matter Experts for the Investigatory Powers Authority Management System (IPAMS).

At this present time there is no expectation of line management responsibility, however the post holder will be responsible for training, and tasking admin support staff who contribute to CAB work as part of their wider responsibilities for NIU.
 
Summary 

The specialist administrative role provides expert advice and guidance to front line operational staff in the use of powers available to HMPPS for investigating criminal activity in prisons and probation operations. Quality assurance of all applications for deployment of covert activity and surveillance is completed by the post holder, ensuring that compliance with legislation and internal policies is observed, and recorded accurately.

The post holder will also oversee ongoing use of a case management system being implemented across the prison estate for the administration of applications, including contributing to configuration design, training design, and delivery of training sessions to operational staff in the use of the system.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Quality assure all applications for deployment of powers under RIPA 2000, liaising with Applicants and Authorising Officers to ensure compliance with legislation and HMPPS policy.
•    Maintain and update the central record of applications, ensuring that management and performance information is available to managers on request, and highlighting any compliance issues in a timely fashion.
•    Monitoring and supporting the administration of authorities once granted, to ensure that they are reviewed, renewed or cancelled in line with requirements.

•    Support the administration of IT systems required for the deployment of covert tactics, including IPAMS, BT Pins and any other system identified as being within the scope of the unit.
•    Work with CAB manager in delivery of identified Business Change projects as required, either as project support, or leading on a project to specified timescales and quality standards.

This role is being advertised to help further develop the Department’s capabilities in trade sanctions enforcement.

You will work closely with teams across the department including Analysis, Legal, Export Control Joint Unit (ECJU), Global Supply Chains, Export and Investment, Global Trade and Delivery as well as with multiple government departments including Foreign and Commonwealth Development Office (FCDO), Department for Transport (DfT), Cabinet Office, His Majesty’s Treasury (HMT), His Majesty’s Revenue and Customs (HMRC), and the Office for Financial Sanctions Implementation (OFSI). 

Initial priorities for this role will focus on developing knowledge on trade and sanctions, and engagement with businesses across multiple sectors. You will need to quickly build your knowledge on trade sanctions, working closely Cross-Whitehall to coordinate and enhance how we detect and prevent sanctions breaches.

You will contribute to compliance and enforcement casework in relation trade services sanctions breaches. With support, you will plan how to investigate cases, gather evidence (including through engaging with all parties involved in a breach of sanctions and conducting open-source research) and working with lawyers and other interested partners to determine the most appropriate compliance outcomes.

On behalf of the team, you also perform efficient administration duties to support committees, senior management meetings, work group, projects/ programmes, business planning, events management and successfully prioritise workloads.

Please be aware that this role can only be worked from within the UK and not overseas.

Person specification

Essential Criteria 

  • A good understanding of the political landscape and awareness of international sensitivities.
  • Able to think in an objective and analytical manner – you will be able to assess complex information from a variety of sources to draw conclusions.
  • Able to make confident, high-quality and evidence based recommendations; in line with guidance and the Law.
  • Strong verbal and written communication skills, with the ability to articulate complex subjects and provide clear advice.
  • Ability to manage confidential and sensitive information and enquiries.

Desirable Criteria 

  • Experience working in a compliance or law enforcement area.
  • Drafting briefings, papers and other materials related to the policy area.
  • Experience of analysing data, information & statistics from a wide range of sources.
