We are looking for an Access and Events Operative in Black Rods Office at the House of Lords. Internally we call this position a Doorkeeper. This is an exciting position where you will be working in and around the House of Lords Chamber!

This is an opportunity to work onsite at Parliament working Monday to Friday. Variable working patterns are required. The House of Lords routinely sits late, and, on such occasions, Doorkeepers are required to remain on duty until the House rises. This applies when the House is sitting, and a generous late duty allowance is paid to cover this. There is more flexibility during recess periods.

Doorkeepers work at the very heart of what the House does, performing a number of functions in and around the Chamber to ensure that it operates effectively and securely, and they play a central role in the ceremonial aspects of Parliament. Job description

You’ll be accountable for 

  • Maintain visible security and smooth running of the Chamber of the House of Lords and the immediate surrounding areas
  • Operating the system for allocating seats for guests in the House of Lords Chamber Galleries and the issue of tickets for seats in the Galleries
  • Directing members of the Public wishing to view the proceedings of the House
  • Providing an immediate response to any incident in the Chamber of the House of Lords
  • Act as a First Aider at work (including in the use of a defibrillator) and, as required, providing first aid at major events and to Members in the Chamber and public areas of the House of Lords; training will be given on appointment
  • Supporting major State Occasions such as the State Opening of Parliament, as directed by the Principal Doorkeeper
  • Supporting formal events and ceremonies in the Robing Room, Royal Gallery and Westminster Hall as directed by the Principal Doorkeeper
  • Operating the annunciator system, used throughout Parliament to keep Peers and MPs informed on the business both Houses and important announcements.

To independently assure Nuclear Security across NNL and to provide assurance to the NNL Board and Executive Leadership Team on NNL’s level of compliance with security statutory requirements/policy and/or compliance with SyAPs and regulatory requirements. This assurance will be based on extensive and thorough knowledge and experience of regulatory requirements and NNL’s operations. This will be done by carrying out 3rd line oversight of the 1st and 2nd line assurance activities implemented by NNL and will include critical evaluation, robust well-underpinned challenge, scrutiny and appraisal of the efficiency and effectiveness of any processes, projects, operations or functions through a programmed regime of interventions, along with communication of the outcome of this work at the Board, Executive and senior leadership levels of NNL. The location is flexible and can be based in Sellafield, Workington, Preston and Risley. Sellafield would be preferred location and there is the opportunity for hybrid working. The successful candidate will be required to have a regular presence on NNL nuclear and other high hazard facilities (Sellafield, Preston and Workington) as part of the pan NNL role in order to carry out assurance work.

Main Responsibilities

Main responsibilities for the Internal Regulator – Nuclear Security:

  • Providing underpinned assurance to the NNL Board and Executive Leadership Team on NNL’s level of compliance with security legislative requirements/policy and/or SyAPs and regulatory requirements.
  • Communication of the outputs of this assurance at the highest levels in NNL in order to create impactful change, uphold high standards and drive for improvements in line with NNL’s ambitions as a credible nuclear operator, and risk appetite.
  • Developing strategy and standards, policy and procedures for how assurance in respect of the topic is carried out within NNL, based on best practice nationally and internationally.
  • Taking clear, timely action through the issuing of notices of concern, compelling advice or sanction in situations where there is a significant shortfall or potential for a breach of compliance with legislation.
  • Preparation, communication, implementation and review of the assurance programme ensuring that it meets best practice of internal assurance and regulation within the nuclear industry.
  • Provision of strategic advice to NNL operations and projects based on extensive and thorough knowledge and experience of regulatory requirements and current regulatory approach.
  • Maintaining strategic relationships with the external regulator (Office for Nuclear Regulation – ONR) and external stakeholders (site licensee representatives and internal regulators).

Ideal Candidate

Essential criteria for the Internal Regulator – Nuclear Security:

  • Graduate or equivalent in scientific/engineering discipline. The candidate should be a member of a professional institution relevant to the role such as the Security Institute.
  • Security credibility. Sufficient experience that would command respect and recognition at the highest internal levels as well as in the wider industry/external.
  • Experience of working in a high hazard industry in a number of highly responsible operational / assurance roles. This can include, but is not limited to, security management, operational management, compliance management with significant experience of working in this environment.
  • Extensive knowledge of legislative requirements deriving from high hazard operations – e.g., nuclear site security plans.
  • Experience of successfully influencing senior stakeholders.
  • Ability to obtain DV level security clearance (this includes but is not limited to identity, employment, financial, criminal record checks, interview plus 10 years of UK residency).

Desirable Criteria for the Internal Regulator – Nuclear Security:

  • Previous experience of working as either an external or internal regulator.
  • Chartered Membership/fellowship of a security professional institution.
  • Experience of applying risk management principles to assurance.

Navy Command – Duty Naval Base Officer (Clyde)

Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.


The Duty Naval Base Officer (DNBO) is a uniformed role in a 1 in 5 roster maintaining 24/7 cover at HMNB Clyde. The Primary purpose of the DNBO is to provide an immediate emergency response, assuming initial command & control of any site-wide incident affecting the Faslane site on behalf of the Naval Base Commander (NBC) Clyde.

This position is advertised at 37 hours per week.

Job description

The DNBO’s main outputs are:

  • Ensuring the safety and security of all ships, submarines and personnel at HMNB Clyde by delivering a 24/7 immediate command and control of site-wide incidents on behalf of the Naval Base Commander.
  • To provide initial co-ordination when aid to other Government Departments or Civil Authorities is requested.
  • Providing initial alerting and initiation of the Base Nuclear Emergency Response Organisation (NERO) and support the Incident Commander in their responsibilities in accordance with Standing Base Nuclear Orders.
  • Maintaining an Out of Working Hours (OOWH) Port Control function in support of the King’s Harbour Master (KHM).
  • Conducting the ceremonial and welfare support duties as required by the Captain, HMS NEPTUNE, and NBC;

  • The DNBO leads HMS NEPTUNE Duty Watch.

Responsibilities

The key responsibilities of the DNBO include, but not limited to:
• Acting as the initial Incident Commander for non-nuclear incidents, responsible for the safety of the site and all personnel, until relieved by the DBIC. Once relieved, to act as the deputy Duty Base Incident Commander.
• In the event of a Nuclear Emergency, responsible for ensuring actions have been initiated in accordance with Base Nuclear Instructions, including alerting the Nuclear Emergency Response Organisation (NERO), Base Personnel, MoD departments and appropriate external agencies. Provides support to the Incident Commander as the emergency develops.
• Acting as the Officer of the Day, HMS NEPTUNE and HMNB Clyde, remaining on-site and contactable by phone/radio for the period of their duty and able to respond as necessary to ensure the welfare of service personnel.
• In case of incident or emergency affecting the UK Strategic Weapons Facility at RNAD Coulport, to coordinate support to the Coulport Incident Commander from the Faslane site.
• Be the Duty Mess President of the Wardroom Mess HMS NEPTUNE during the absence of the Mess President and Vice President.
• Maintaining an overview of Base-wide operations (both nuclear and non-nuclear) within the NBC Clyde’s area.
• Explosive Safety responsibilities: provision of OOWH access to the Explosive Safety Housing (ESH) for the issue and/or return of Ready Use small arms ammunition, and the conduct of Explosive safety rounds of the ESH OOWH.
• In the absence of Base Security Officer, and under the delegated authority of Captain Base Safety (CBS), deal with cases of security access referred to the DNBO by the Guard Service or host departments and civilian contractors based at HMNB Clyde.

Overview of the job

  • The Researcher will support the Intelligence Analysts in developing the intelligence picture on a range of threats and risks impacting on their geographic or thematic area. Intelligence assessments will look across prison and probation contexts at ‘high priority’ offenders, offending groups and operational security vulnerabilities in their area.
  • The post holder will obtain, evaluate, prepare and supply information for the Intelligence Analysts, in line with priorities for the Intelligence Unit. Summary

Security Investigations Lead – MOD Head Office

The Ministry of Defence Head Office provides the Department of State function and political and military strategic direction for the MOD. It is accommodated in Main Building, MOD’s flagship headquarters.

This is an exciting new role within the Director Head Office business area, specifically the Safety Security and Business Resilience (SSBR) business unit.  Its main role is to oversee the safety, security, and resilience of MOD Main Building, ensuring that staff within MOD Main Building can continue to deliver critical Defence outputs in all foreseeable circumstances.

We are looking for an enthusiastic, organised and curious individual to join the Head Office Security investigations team.  This is a new, exciting high-profile role working across the whole of Defence. The office is a busy, fun, and supportive environment covering a range of security and resilience delivery functions.  You will have Line Management responsibility for a HEO Investigator which is under recruitment.

As the post holder, you will work to the Principal Security Advisor (PSyA) or Deputy to deliver an investigative capability within Head Office.  You will lead on the development of a Head Office counter security breach strategy, lead on the investigations including overseeing casework, determining whether to investigate and by who.  You will make decisions on investigations including lines of enquiry,  over the analysis and lessons learned process and feed into the development of the Head Office Personnel Security Strategy to improve the security culture driving proactive behavioural change within Head Office.  You will work with the Directorate of Security Investigations team, Joint Security Coordination Centre, Defence Intelligence, Defence Digital and other key stakeholders as part of your investigation’s role.  You will provide advice to the PSyA, Deputy Director and Director Head Office on contentious / sensitive investigations seeking support from Senior personnel as required.  This may include briefing Ministers and MOD’s Senior Leadership team.   

Due to the nature of the role, you may be required to support the Principal Security Advisor and Security and Resilience Ops lead help to manage security or resilience incidents.   This may include managing crises that disrupt or have the potential to disrupt business in MB.  You will have a wider awareness of the changing priorities and responsibilities and be able to work flexibly distinguishing the preferable from the critical.  As this is a new team, you will have an opportunity to shape the future size and shape and responsibilities of the team as the Head Office Security team as the organisation considers its priorities over the next 5 years.

You may be required to take part on an on-call rota, sharing the responsibility of providing out of hours advice to Main Building users and stakeholders with colleagues across the Safety, Security and Business Resilience team for which an allowance is payable.

This is an exciting new role within the Director Head Office business area specifically within the Safety Security and Business Resilience (SSBR) business unit. Work with multiple internal and external stakeholders, you will act as part of a Silver incident command and implement invocation of the ‘Security Incident Response Plan’ coordinating DWP security incident responses to medium and high severity events, incidents, and breaches. Desirable Criteria

Demonstrable experience in interpreting threat intelligence and engaging relevant stakeholders to plan and run complex incident exercises / practice drills – taking lessons learned and applying this to incident management playbooks and standards.

Good working knowledge of security concepts (Physical, Personal, IT and Cyber Security), including security controls, security risk management and security incident management.

Proven experience of handling security incidents of direct concern to senior leaders up to director levels, regulatory bodies and/or ministers; and deep knowledge and/or understanding of requirements to co-ordinate responses to security incidents across multiple organisations.

Hybrid working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
