Senior Enforcement Investigator – Wholesale Markets

Job summary

The REMIT Case Work and Policy team promotes and protects the integrity and transparency of wholesale gas and electricity markets so that they work for GB consumers.

The team’s major functions include:

  1. Monitoring the markets for potential breaches of REMIT (Regulation on Wholesale Energy Market Integrity and Transparency), which includes prohibitions on market manipulation and insider trading, and certain generation licence conditions such as Transmission Constraint Licence Condition (TCLC).
  2. Taking action, including enforcement where necessary, to address breaches. This requires understanding market fundamentals and complex trading strategies and using qualitative and quantitative analysis to support investigations.

This is a really exciting opportunity to work in energy markets at a time of huge system change as we transition to Net Zero. This role covers a variety of issues across wholesale markets, with the opportunity to use unique datasets relating to trading and producers’ physical characteristics, in order to make the market work better for consumers.

You will liaise with colleagues in other parts of Ofgem, including policy and legal teams. You will also be engaging with Ofgem’s stakeholders such as National Grid ESO, the Financial Conduct Authority, Council of European Energy Regulators (CEER) and other national regulatory agencies (NRAs) in Europe, as well as gas and electricity stakeholders.

Key Outputs and Deliverables 

  • Leading on compliance or enforcement activity in relation to REMIT, TCLC and other wholesale market conduct issues by producing high quality, timely, and robust analysis and reports.

The Role

As a Senior Information Designer, you will be managing the day-to-day production of best-in-class visual assessments. You will also be working with the Principal Designer, the Graphics Desk and wider Insights Hub Specialists to find new and innovative ways to visualise intelligence assessment for the Prime Minister and other senior officials. You will be responsible for imagining, creating and maintaining these visual experiences to help our customers understand the latest assessments. Focusing on one or more specialities – such as graphic design, digital illustration and/or data visualisation  – you will produce high-impact infographics and other visuals on a daily basis, collaborating with subject matter experts on the most important national security issues of the day.

Security Incident Management and Investigations Lead

About the Security Function:  

The Security function’s role is to protect DBT’s people, assets and information from any people or groups who wish to damage the department or stop the department from achieving its objectives. We do this by building a diverse team with expert, generalist, and entry level roles to work together to solve the challenges we face. This mix allows us to develop talent internally and to benefit from a wide range of life experiences.

The Role:  

This role sits within the core security team and will work with colleagues across our security functions to develop, implement and maintain a new security incident management capability within the department. You will also be expected to work closely with other corporate functions in DBT (notably Data Protection, HR, Fraud and Cyber colleagues) to ensure that any incidents affecting them are assessed, shared, and dealt with effectively and efficiently.

The initial workload will largely involve building on and developing existing security incident management policies and procedures, whilst enhancing our incident reporting, lesson learning, and continuous improvement functions, and aligning the department to the Government Functional Standard for Security (GovS 007) and Minimum Security Standards: Incident Management. Thereafter, the role will act as the coordinating authority for security incidents in DBT, receiving, assessing, triaging and responding to incidents as required, soliciting other security or corporate functions to support as necessary.  

There is a secondary investigatory responsibility associated with this role. You will support the department’s Leaks and Investigations Adviser, and cover the function in their absence, to participate in Cabinet Office led, or cross-government investigations, more complex investigations within DBT, and to individually take on breach investigations according to demand, capacity and capability.
