About you 

A proven track record of working in a delivery role in competition enforcement or in a similar enforcement or regulatory field is essential. Alternatively, you may have relevant experience as a competition lawyer or economist, or as a lawyer, litigator, investigator, consultant or adviser, with experience of complex enforcement or regulatory cases.

You will need experience of undertaking complex analytical work, including experience of gathering, analysing and managing evidence and complex information from a variety of sources and presenting information to an audience.

Experience of leading and managing successful projects is equally important. You will also need excellent verbal and written communication skills including an ability to draft a range of documents, including technical reports.

Job description

Working in our Antitrust and Cartels enforcement teams, you will play a central role in a multi-disciplinary case team, investigating one or more suspected competition law infringements. You will contribute to many aspects of investigations, from initiation all the way through to decision making and beyond, supporting our Litigation team in any appeal to the Competition Appeal Tribunal.

You will advise on the direction and strategy of an investigation and devise robust project plans to support this. You will be responsible for gathering and analysing factual, legal and economic evidence as well as contributing to key investigatory steps. This will include the drafting of documents and correspondence and contributing to internal and external meetings.

When driving forward project plans, you will be pro-actively managing risks and procedural aspects of the investigation, including protecting rights of defence.

In addition to progressing a major investigation, you may also help to develop intelligence leads, apply for a search warrant for an inspection, bring proceedings to disqualify a director, or devise a media campaign to amplify the deterrence message of a successful enforcement outcome.

You may also get involved in the development of cartel and antitrust policy at a national and international level and have opportunities to represent the CMA externally.

We are also currently advertising for roles in the Competition Enforcement Teams at Assistant Director level. It is essential that you can provide evidence and examples for each of the following selection criteria in your application.

About the Team

The Treasury Business Solutions (TBS) Team is responsible for HM Treasury’s technology, security and knowledge and information management services. Working with our partners, TBS leads and runs technology enabled change. The team takes forward programmes and projects that improve services, enabling our staff to deliver extraordinary services to government.

The TBS Security team are responsible for:

  1. Providing written and verbal advice on departmental security issues, sometimes at short notice including briefings to Ministers, the Board and staff at all levels.
  2. Ensuring HM Treasury staff, including senior leaders, have sufficient and appropriate understanding of security and risk.
  3. Managing HM Treasury physical and cyber security and information risks.
  4. Leading the delivery, often through suppliers or other parts of government, of services and improvements to HM Treasury’s cyber security.

HM Treasury are seeking a candidate that has a consistent track record of managing security risk. The ability to empower, lead and drive a team providing critical services to the organisation will be key. Working as part of HM Treasury’s Departmental Security Unit will allow you to not only gain exposure and insight into an exciting central government department, but also a career in government security, working to secure the UK against the most sophisticated threats.

As a member of HMG’s security profession, you will continually refresh and develop your professional skills, maintaining a current understanding of the latest thinking in security and its impact on existing security practices. The successful applicant will have a role in participating in workshops and forums across government, providing practical insight to aid and influence the improvement of security practices across-government.

Working closely with the Government Security Group in Cabinet Office and the UK Intelligence Community, including the National Cyber Security Centre and the National Protective Security Authority, to understand the key security threats to HMT and use this information to assess the risks to departmental business.

Key Accountabilities

The postholder will support the team with articulating the security needs of the department, coordinating and reporting on the delivery of services to agreed standards, including being the responsible owner for local security policies. You will ensure that departmental security requirements are being met, directly leading around half the team (the areas to be confirmed based on the experience of the successful candidate) while deputising across all areas of responsibility of the team.

  1. Managing a team, setting direction on the team’s work, keeping track of overall team progress and building team capability through learning and development.
  2. Provide security advice to all levels of the organisation from Ministers to staff to establish and maintain a positive security culture.

The Infrastructure & Security Architect works with NS&I’s service providers and the internal Risk team to plan and design the security architecture that enable the enterprise to develop and implement  solutions and capabilities that are clearly aligned with the security risk appetite of the business, while supporting NS&Is “fast follower” ambition.

The Infrastructure & Security Architect evaluates services, suppliers, applications and security tools, from a technical and security architecture perspective, and translates the risk characteristics of these activities and functions into enterprise risk terms.

Person specification

Essential experience:

  • Significant experience of defining security architecture and governance principles in an organisation, and the assurance processes to monitor compliance.
  • Significant experience of working in an outsourced environment with an “outputs-based” operating model.
  • Considerable experience of IT system delivery projects (following both agile and waterfall methodologies), and implementing security within those deliveries.
  • Considerable experience of designing and implementing hybrid infrastructure landscapes.
  • Proven experience in definition and delivery of IT infrastructure at scale.

Essential technical knowledge and skills:

  • Significant experience of designing and supporting the implementation of a cloud-native solution stack in large, complex organisations.
  • Strong working knowledge of implementing security infrastructure
  • Recent technical experience of infrastructure design and implementation with a major technology ecosystem.
  • Strong working knowledge of defining the architecture for security tools within an enterprise
  • Experience designing the deployment of applications and infrastructure into public cloud services.
  • Full-stack knowledge of IT infrastructure (including applications, hosting platforms, cloud-native infrastructure):
  • Direct experience designing and/or reviewing IAM technologies and services.

Desirable qualifications, experience and technical knowledge / skills:

  • Degree in computer science, information systems, cybersecurity or a related field.
  • Experience in using architecture methodologies such as TOGAF and preferably TOGAF certified.
  • Knowledge of:
  • NIST Cybersecurity Framework (CSF);
  • NCSC guidance and best practice;
  • General Data Protection Regulation (GDPR) and the Data Protection Act (DPA)
