The EUC Security Operations Manager will support the operations and ongoing management of complex technology environments in the Ministry of Justice. Our key suppliers and in-house teams provide services to an estate of over 90,000 end user devices, and over 70,000 users in Probation, Courts, Prisons, and other business areas.

Key Responsibilities:

  • This role supports the EUC Service Owner in the delivery, maintenance and ongoing future strategy to support business requirements.
  • This role will work with stakeholders/suppliers and other teams to find solutions to gaps between business demand and service offerings.
  • Maintain, improve and report on security systems and to ensure any potential related security issues are identified quickly and mitigated.
  • To provide input to the operational teams by analysis and engagement to improve the Authority’s security posture.

  • Responsible for monitoring EUCS focussed IT Security correlating the findings and reporting them to the D&T management function.

The role of the Protective Security Centre (PSC) is to help government departments to understand and manage the security risks they are facing and improve their security in line with government-wide standards and policies. PSC provides a simple route for government departments to obtain expert advice and operational support, led from the centre to ensure consistency of approach to handle complex security risks effectively and meet government standards.

PSC is one of five Government Security Centres providing security advice and consultancy services to government departments. PSC provides an integrated and accessible service of expert protective security advice. It achieves this by working in strategic partnership with the National Protective Security Authority (NPSA) and in collaboration with the other National Technical Authorities (NTAs) and the various entities within the Government Security Function.

PSC directly supports the mission of the Government Security Function, which is ‘to enable government to protect citizens and provide vital public services, by understanding and managing security risks’.

Job description

PSC Physical Security Advisers will play a key role in mitigating the risks to the UK from national security threats inclusive of crime, unlawful protesters, fixated individuals, organised crime groups and abuse of physical space from outside groups. The service will deliver authoritative protective physical security advice to reduce departmental/organisational vulnerabilities and mitigate the risk from physical related attacks.

PSC will receive and feedback information from central or third-party security functions, such as the NTAs, Cabinet Office, Intelligence Agencies, private industry, and academia. The service will disseminate its expertise to Government organisations including the provision of specialised advisory services to departments needing to enhance/review security standards.

The successful candidates can start in post with a minimum of Security Check (SC) clearance but must be willing to undergo and successfully obtain Developed Vetting (DV) once in post, if not already obtained.

Due to the nature of the role, this post is available on a full-time basis only and with the possibility of compressed hours.

Hybrid working enables employees to work partly in their workplace(s) and partly at home.  A hybrid working pattern may be available, where business needs allow. Applicants can discuss what this means with the vacancy holder if they have specific questions.

This role will require regular travel to government sites across the UK and which may include overnight stays up to two to three nights per month

The successful candidate’s responsibilities will span three broad categories. You will be required to:

1) Provide expert tailored physical security advice to the public sector.

a. Provide proportional, practical security advice, based on the security risks that face the public sector, aligns with relevant regulation, policy and standards and is tailored to the local needs and environment. You will need to remain responsive and adaptable to the changing threat environment, business requirements and central HMG policies.
b. Work with organisations to assess the efficiency and effectiveness of the physical security processes across the organisation and make recommendations for continual improvement.
c. Develop and maintain effective relationships with Senior Security Advisers (SSAs), and Chief Security Officers (CSOs), in order to support them in raising security standards across their departments, by developing and delivering personnel security initiatives.
d. Establish and maintain effective relationships with Senior Board members and key stakeholders to ensure protective security receives the necessary support. This may include producing comprehensive site assessment reports to support senior officials on identifying key risks and designing mitigation in conjunction with central policy and standards.
e. Identify holistic requirements or mitigations for physical security threats and work closely with colleagues from the PSC Personnel and People security team, cyber and technical security disciplines.

2) Raise the standard of physical security implementation across the public sector.

a. Promote common standards and alignment of security policy and practice across Government. Identifying risks and applying risk assessment methodology following protective security risk management principles.
b. Contribute to developing and applying new concepts and potential solutions to existing and emerging challenges across the Security piece. This could involve leading engagement with other specialisms/enablers, facilitating meetings and workshops as needed to disseminate information and enhance security standards.
c. Maintain and develop relationships with the Intelligence Agencies, NTAs and other key partners to ensure that appropriate information and support is fed between relevant stakeholders.
d. Forge alignment with stakeholders in the other government security centres and the Government Property Agency.
e. Promote physical security as a business enabler.

3) Establish, develop and improve PSC advisory services.

a. Appropriately respond to requests for specialist physical security advice and consultancy services which may include ongoing engagement with the government department or organisation concerned, including providing site assessments, operational requirements and threat and risk assessments in line with existing standards and processes.
b. Maintain awareness of current and emerging technologies and practices and their impact on existing security practices.
c. Champion learning, development and accreditation, both for yourself and others. Cultivate talent and foster an inclusive, diverse and motivated workforce and contribute to the development of the specialism. As a senior member of the team, the role requires project management skills at a higher level to define clear processes and ensure these are implemented across the business.
d. Ensure timely and effective communication to a high standard with senior leaders to demonstrate project development at all stages.
e. Produce regular complex written reports to a high standard that assess risk in line with appropriate standards and policies.

• Applicant holds an undergraduate or post-graduate qualification in security risk management or related subject/qualification.

• Good working knowledge of HMG physical security requirements.

• Experience of conducting physical security site assessments.

• Understanding of NPSA principles of Deter, Detect, Delay, Mitigate and Respond as part of a layered protective security regime.

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. The Role

This is an exciting time to join the rapidly expanding counter-proliferation and deterrence teams. There is an exciting opportunity to join the Detention Services Security Team (DSST) as the team expands and new avenues of work are being explored.

As part of Immigration Enforcement (IE), DSST are responsible for ensuring that the private contractors who are responsible for managing immigration removal centres, short-term holding facilities and in-country and overseas escorting operations manage them effectively, safely and securely and in accordance with Home Office policies and operating standards.

The Security Officer is a key role within DSST. The team cover a variety of work areas such as Counter Terrorism (CT), Intelligence, Physical Security and Use of Force (UoF). Due to ever evolving security threats and priorities, it is key that the Security Officer is flexible and has a keen interest in security, intelligence and use of force.

Responsibilities

The job holder will be required to carry out the following responsibilities and duties:

  • Carrying out process and checks on counter terrorism referrals received from across the estate, maintaining the DSST CT Register and liaising with internal and external agencies as required.
  • Acting as a point of contact and liaison during a rotated on call system, providing security advice to local compliance teams, gaining advice from duty directors where required.

NAVY PSYA STRAP AND SAP SECURITY OFFICER x2

Job summary

There are two SEO Royal Navy Corporate STRAP and Special Access Programme (SAP) Security Officers (Corporate STRAPSO/SAPSO), who are responsible to the Navy Principal Security Advisor (PSyA) for the overall safeguarding of STRAP and SAP material, facilities, and assets across the Naval Service, ashore and afloat. As a member of the Navy PSyA Staff you will be located at MIXG HQ HMS Collingwood/PNB; however, you will be required to routinely travel to RN establishments, ships, and submarines across the United Kingdom and overseas (consideration will be given to remote working on access to Secret working with a requirement to visit the main office four days per month). You will also routinely liaise with the wider Partners Across Government (PAG) Enterprise, the Single Services STRAP/SAP community, where you will represent the RN as the Single Service lead and subject matter expert.

Job description

STRAP is a supplementary security control framework for handling sensitive material derived from intelligence, whilst a SAP is used to protect the MOD’s most sensitive military capabilities and programmes. On behalf of Navy PSyA, you will be responsible for the overall safeguarding of STRAP and SAP material, facilities and assets across the Service. The specific responsibilities are further detailed below:

• You will be responsible for certifying and de-certifying STRAP/SAP facilities, this will also require you to provide advice and guidance to Project teams for new build STRAP Certified Areas/SAP Facilities. In this capacity you will be required to make timely and effective risk management decisions, within the bounds of national security policy.

• You will be the advisor and focal point for STRAP and SAP Security Officers throughout the RN, proving guidance and direction as the STRAP/SAP subject matter expert.

• You will be responsible for ensuring that the RN adheres to Cabinet Office policy regarding STRAP security compliance.

• You will be liaising with the PSyA Security Assurance coordinator and STRAP/SAP inspection teams, in order to co-ordinate inspection programmes and to monitor the implementation of the remedial action plans.

• You will routinely liaise with STRAP Administration and UK SAP authorities (across Government) as the RN STRAP/SAP security lead and subject matter expert. In this capacity you will, on behalf of PSyA, represent the RN and influence STRAP/SAP security policy within the MOD.

The Technical and Crypto Assurance Officer as part of a small team, shares the responsibility and is accountable to the United Kingdom Defence Association (UKNDA) and Head of Establishment (HoE) for the effective receipt, supply, safe custody, whole-life accounting and control of all cryptographic items held on charge for all units under Dstl Porton Down.

This is a unique and interesting role. Working as a security specialist, who will provide a through life accounting system to ensure, and checks to assure, that Dstl’s most sensitive activities and holdings and world class science are compliant and secure, you will be providing a critical service in a fast paced and dynamic environment.

The Technical and Crypto Assurance Officer shares responsibility, but is personally accountable to the Head of Establishment (HoE) and United Kingdom National Distribution Agency (UKNDA), for the safe custody, registration, mustering, amendment, issue, safe handling and disposal of Cryptographic items held for all units under Dstl Porton Down.

The Technical and Crypto Assurance officer provides advice on risks to information (Confidentiality, Integrity and Availability (CIA)) relating to Crypto-use and  shares the duties with the Custodian in respect of the Cryptographic material held on charge including local SLAs. The Capability Protection function is here to protect the UK Military’s technical and strategic advantage by making sure that its equipment is safeguarded from unwanted investigation, should it ever fall into the wrong hands.

Dstl’s award winning Capability Protection team works with a wide customer base – we are involved with the development of new UK Defence products, as well as enhancements made to existing ones.  This means that we work with a wide array of Industry Partners, Government Agencies and Academia, distilling knowledge from a broad range of experts for each product and combining it with our own expertise, in order to inform the security requirements and strategy for protecting those products.

We provide world-leading advice to create bespoke solutions to critical national security challenges, using existing and novel science and technology concepts. Job description

A day ‘in the life of’ a Systems Security Engineer within Capability Protection might include:

  • Researching technologies and expanding your subject matter knowledge by rooting out and delving into published information, engaging with experts (internally and with external bodies such as international partners and academia) or learning activities.
  • Meeting and collaborating with product development technical teams, understanding their projects and providing advice to ensure their development includes the best security measures it can.
  • Providing advice across Government, including potentially briefing senior officials, to ensure robust decision-making within government in your area of expertise.
  • Leading other staff in the successful delivery of larger work areas.
  • Developing your and your colleagues’ skills and knowledge to strengthen current and future capability in this area.
  • Providing rigorous review of team processes and outputs to ensure the technical quality of our research.
  • Using your knowledge and skills to identify opportunities for the Capability Protection team to enhance the security of the UKs defence products.

Person specification

The successful candidates will have:

  • Technical / scientific experience as a security engineer OR a good understanding of programmable electronic systems and a desire to broaden your security engineering knowledge.
  • A degree or advanced professional qualification in Security Engineering, Electronics Engineering, Communications Engineering, Mathematics, Physics, Software Engineering, System Engineering, Computer Science, Systems Architecture, Information Technology, Science or Engineering with the appropriate technical / professional experience is required for these posts.
  • We are also keen to hear from applicants with an equivalent level of skills / knowledge / expertise.
