UK Strategic Command (UK StratCom) Investigations Team positions are part of the Principal Security Advisor (PSyA) department of a busy 4*Headquarters.  The demanding and operational nature of the Headquarters means that this role will require a significant level of flexibility and professionalism.

UK StratCom is one of the four front line military commands (alongside Navy, Army, and Air Force) which conducts joint operations and generates, develops, and manages key enablers. It has approximately 22,500 military and civilian personnel deployed across the UK and worldwide. UK StratCom is a 4* HQ and a Top Level Budget (TLB), tasked with developing and preparing an integrated Joint Force for current and future operations. It has a unique structure, with a small Headquarters that works above, and with, a number of subordinate organisations, including Permanent Joint Headquarters, Defence Intelligence, Defence Digital and MOD A Block. UK StratCom also has management and operational responsibility for the Overseas Bases of Gibraltar, Cyprus, the South Atlantic Islands, British Indian Overseas Territory and British Defence Support Unit Singapore.

This position is advertised at 37 hours per week.

Job description

The UK Strategic Command Security Investigator will deliver response to and, investigation of security breaches, taking an investigative role for assigned cases, including unauthorised disclosures of information.

The role of the investigator will include contributing to the development of a counter-security breach strategy; analysis/ lessons learned; internal and external reporting; and response and coordination across Strategic Command.

UK (and possibly overseas) Travel and a high level of flexibility will be required to support the outputs of the team.

The position is based at Northwood and attracts the relevant recruitment and retention allowance. Hybrid and Flexible Working are available but time in the office is required. This will generally be a 60-40 split with 3 days in the office and 2 days per week WFH. Wherever travel is required flexibility can be applied.

Responsibilities will include:

  • Conduct a range of complex security investigations.
  • Gather, verify and assess all appropriate and available information to gain an accurate understanding of situations to an agreed case investigation plan.
  • Develop and evaluate strategies to manage investigations, working closely and communicating with staff at all levels.
  • Analyse and interpret data, examine records and documents presenting the information accurately for use within investigations.
  • Prepare, complete and submit accurate reports to the highest professional standard and within set time limits to the Senior Investigator.
  • Handle, store and dispose of document / exhibits in accordance with MoD Policy.
  • Conduct interviews and record statements in line with DSR Policy.
  • Support the preparation of reports on the outcome of investigations and the management of case files and disclosure within best practice procedures to ensure there is an accurate audit trail.
  • Provide the customer with a final report providing a view on liability and lessons learned.
  • Develop lessons learned arising from investigations, reporting these to the appropriate MOD policy team.

All members of the team will be expected to develop their professional skills on investigation and analysis, including the development of expertise necessary to advise on technical and policy adjustments to reduce the incidence, or facilitate the investigation, of serious security incidents.

All investigations are to be conducted in accordance with investigative best practice standards and within MOD Policy.

Person specification

The successful applicant will have a background in investigative work with demonstrable experience as an investigator.

The post holder will be required to prioritise effectively and manage a heavy case load and high volume of throughput, whilst balancing business needs.

The post holder must be an energetic self-starter with the ability to work with minimal supervision and to manage their own workload.

The post holder will be able to deliver concise and unambiguous reports to a readership up to 2* level.

The post holder will take responsibility for the implications and effects of actions, conclusions and recommendations made.

This person can cope with unusual and non-standard problems and issues, is aware of alternative options and approaches to situations, can guide or advise others in this skill and is able to look ahead and anticipate.

Internal Investigations comprises of the Professional Standards Unit (PSU), the Anti-Corruption Criminal Investigation Unit (ACCIU) and the Internal Investigations Hub who are part of Home Office Security & Investigations and sit within Corporate and Delivery. Both PSU & ACCIU provide a fast-paced investigation capability undertaking both Civil and Criminal investigations across the Home Office. The command’s remit is expansive, covering the UK and abroad and as a consequence our investigators undertake investigations into a wide variety of case-types.

PSU investigations range from serious external complaints (from members of the public), internal Home Office misconduct cases which constitute discipline and grievance investigations, Whistleblowing, referrals to/from the Independent Office for Police Conduct and other oversight bodies for Scotland and Northern Ireland, Management Reviews and Safeguarding Practice Reviews. In addition, PSU provide a cross Government investigation service to over 20 Other Government Departments.

ACCIU investigations tackle internal corruption matters, proactively preventing harm to the Department and victims of criminal offences committed by staff members, whilst ensuring those committing crimes are pursued via criminal proceedings.

The Internal Investigations Hub is the epicentre of this activity being the first point of call for all enquiries into the Command. The team currently assess, and react timely, to over 1,000 referrals per year covering critical incidents, Whistleblowing (raising a concern) contacts, whilst providing further analysis and intelligence capabilities during all types of investigation. It is a small and flexible team covering a wide range of functions in what is a dynamic and fast paced environment which is currently undergoing change to improve the command’s intelligence capacity. This role will be at the forefront of that change.

Job description

This role is key to the Investigations teams being able to demonstrate the added value that we provide to the wider business in terms of organisational learning taken forward as a result of investigations conducted by the Professional Standards Unit.

The role sits at the centre of our threat assessment workstreams which we provide all areas of the Home Office with, through management of information which is continually assessed and analysed.

The Internal Investigations Hub receives over 1000 referrals a year via their Central Referrals function and the post holder will be responsible for progressing this workflow and covering a diverse range of activities to support the delivery of a wide range of external and internal investigations.

We operate the Department’s Whistleblowing (Raising a Concern) line, alongside other work we do to provide the Home Office and front-line services such as Border Force and Immigration

Enforcement with internal investigation capabilities.

This role will have an emphasis on undertaking and developing the intelligence function within the Hub.

The role can be based either in Manchester or Croydon. You will be asked to select your preferred location.

The Internal Investigations Referrals function operates between the hours of 07:00 and 19:00. The successful applicant must be flexible and available to cover long working days and shift working under the Annualised Hours Working System (AHW). This payment is currently set at 14.08%.

Due to the operational nature of this role, the role can only be carried out on a full-time basis.

The role will require occasional travel which could also include overnight stays.

Candidates should hold SC before taking up post and be willing to apply for DV when in post.

Key requirements of the role include:

• Assess and accurately register referrals made to the Unit, which include serious and complex HR referrals, allegations of serious misconduct, Raising a Concern (including Whistleblowing) referrals and Anti-Corruption referrals within given timeframes. This will include assessing allegations of serious misconduct from external sources and recommending a way forward to the Senior Investigating Officer. The phone lines and inboxes are monitored between the hours of 07:00 – 19:00.

• Conducting intelligence development of referrals by enriching received intelligence through the interrogation of available systems, Home Office databases and conducting open-source research.

• Producing intelligence packages to be taken forward operationally by ACCIU and production of intelligence reports for dissemination both within the Home Office and to external agencies.

• Refer critical incidents to the Independent Office for Police Conduct (IOPC) or other oversight bodies within agreed timescales.

• Refer allegations of crime (which is not fraud or corruption) to the appropriate police force.

• Effective file management for investigations is required. The successful candidate must have the ability to follow relevant information with an awareness of up-to-date data policies in order to manage archiving, storage or destruction of investigation files.

• General administration to assist with the smooth running of the Unit.

This is a fast paced and sensitive work area, and the role will require an individual who has experience of working effectively, accurately, and positively at pace with the ability to prioritise a diverse range of duties. The role requires an individual capable of conducting research, paying close attention to detail, and with a working knowledge of the Data Protection Act, issues surrounding confidentiality of information and an understanding of relevant legislation such as Criminal Procedures and Investigations Act 1996 and Investigatory Powers Act 2016.

The successful candidate will be required to attend 4-6 weeks training at our Manchester office. The attendance will be mandatory and on site for the duration of training.

In line with HO Hybrid Working policy, there will be flexibility to adopt a hybrid working pattern which would enable the post holder to spend a minimum of 40% of their week in the office, with the remainder working from home.  Please note Hybrid working will only be offered upon the successful completion of on-site training for approximately 4-6 weeks at our Manchester office.

As Head of Security you will play a central role in protecting the UK’s current and future digital identity ecosystem. If not already appropriately trained, successful candidates will also need to be arrest trained to PPST level 3 and pass an annual PST refresher.

Job description

The Department for Transport (DfT) is looking for an intelligence professional to take a leading role in developing the departments engagements with the UK Intelligence Community and developing the use of intelligence across the department to support policy, crisis management and strategy. This role presents a valuable opportunity for someone looking to understand the real-world impacts of intelligence and supporting translation of intelligence assessments into tangible policy and operational decisions, within a department that is growing in its national security credentials. Previous occupants in the role have gone on to promotion in either policy or intelligence career pathways.

This role sits within the Intelligence and Threats Team (ITT), which itself is a part of the Transport Security Operation Centre (TSOC). TSOC is DfTs crisis management nerve centre, leading the department’s planning for and responses to major incidents which impact the transport network, both domestically and internationally. As TSOC leads on the department’s emergency response mechanisms, you will occasionally be required to participate in the department’s response to a security or civil contingencies incident. This could include out of hours working.

As part of ITT, you will support the department’s security and resilience portfolios, ranging from counter terrorism and cyber security to hostile state threats. You will work with security and intelligence partners from across government to help mitigate risks to the UK’s transport sector, with ITT providing the vital links between many of these partners and the DfT.

The role requires DV clearance however candidates can onboard with SC Clearance and continue undergoing DV whilst in post. Should the successful candidate not obtain DV then there will be a requirement to be re-deployed to an alternative post should a position be available.
