DHSC Security is a small, specialist team which provides support and advice to the department on security matters and ensuring alignment with Government Security standards, adapting to support current and future requirements. Job description

You will be expected to work collaboratively within DHSC and across government to understand threats and mitigation solutions, map currently levels of security culture and awareness, develop, build, and deploy campaigns to improve security culture and positively change behaviours.

You will also support sensitive personnel security investigations and other key functions within the department to ensure that these are conducted securely.

You will work closely with your manager to ensure agreed security measures are implemented and will monitor key deliverables to help map assurance.

Casework and Planning Support – National Security Unit for Procurement (NSUP)

This role will provide you with an opportunity to be at the forefront in shaping national security policy and responding to a growing threat. You will be a part of a tight-knit task force setting up a unit to investigate national security risk amongst companies operating in the UK. You’ll need to be high-energy, creative and a problem-solver, confident to to work across the security community, including with senior officials, to help set up a unit from scratch. This will be exciting and fast-paced, with significant parliamentary and ministerial interest.  

Economic security is an increasingly important issue within the national security landscape. The growth in the threat has necessitated levers and mitigations to prevent the UK Government from being compromised through commercial channels. The Procurement Bill will provide us with unprecedented levers to intervene where companies pose a national security threat. In order to use these levers, the national security community will need to assess the risk associated with certain companies in order to arrive at decisions about whether this risk is intolerable and requires intervention. 

The Government Security Group is creating a unit to coordinate the cross-government response to this national security risk, starting with a small number of planning and policy professionals, and building to a unit handling caseload. 

Job description

  • This is a stretching HEO role, dedicated to the organisational set up of the new Unit as well as future supplier casework, offering insight into the UK’s prosperity and security objectives. 
  • Responsibilities will include supporting the SEO Planning and Project Manager and wider team in all areas of project management and planning for standing up the unit, including recruitment, stakeholder engagement, maintaining the unit risk register, forward work planning, and locations.
  • Take responsibility for certain planning tasks, in cooperation with other business units, such as HR and Finance teams; supporting the drafting of business cases as necessary.

Overview of the job    

This role sits in the Security Risk Unit (SRU) in Security, Order and Counter-Terrorism (SOCT).

The Unit’s objectives are to ensure HMPPS is robustly managing its live and emerging security risks, developing a learning culture and ensuring those working in operational settings are knowledgeable and up-skilled to deliver effective security.

Home Office Intelligence has three Dedicated Source Units (DSUs) which are a standard feature for the lawful and effective management of Covert Human Intelligence Sources (CHIS) in compliance with the Regulation of Investigatory Powers Act 2000 (RIPA). The DSUs are supported by a central Source Development Unit (SDU) which supports the DSUs, provides a vital role in managing Source status drift for the department, and is currently transforming to take a more active role in CHIS recruitment.

The effective recruitment and management of CHIS generates high grade intelligence, maximises intervention opportunities and produces the strongest likelihood of meeting the department’s strategic objectives and fulfilling its intelligence requirement.

The Source Development Unit currently sits within Home Office Intelligence, a new directorate bringing together Border Force Intelligence, Border Force International and Immigration Intelligence, created to provide a single strategic and operational lead primarily for all Border Force and Immigration Enforcement intelligence requirements and functions.

The Source Development Unit [SDU] seeks to identify officers who can provide intelligence in support of the current Immigration Requirements (IRs) of the Home Office. The SDU also acts as the single point of contact and advisor for the Home Office on all matters relating to Human Intelligence Sources (HIS) and Covert Human Intelligence Sources (CHIS), and is the statutory centre for Immigration Enforcement [IE] records of CHIS deployments and use.

Key functions of the CHIS Recruitment officer will include, but are not restricted to:

  • Identification and development of potential CHIS for the Dedicated Source Units (DSUs).
  • Initial contact with prospective CHIS, and recording/dissemination of intelligence product.
  • Working with handlers across the DSU offices to recruit CHIS opportunity and provide handler resilience.
  • Providing vital research support to the DSUs.
  • Managing the Source Champion network and CHIS awareness among internal and external operational partners through appropriate Source training and liaison.

The expectation within the Home Office is that staff will normally remain in post for a minimum of two years following the successful completion of the Advanced Source Handlers Skills training programme. This is due to the staff development investment for this specialist training and also a period of in-role immersion and mentoring. During this time staff will not be eligible to apply for Home Office roles on level transfer.

This post is a specialist post and this is only available on a full-time basis. There is a likely requirement to work flexibly, including some unsociable hours (public holidays, nights and weekend) and being on call.

There will be opportunity to undertake some work from home in line with current flexible working arrangements in Home Office Intelligence, but officers will be expected to respond to on call requirements when operationally necessary.

Applicants should be aware that on-call requires the officer to reside within a reasonable travelling distance to the office they are posted to. Reasonable distance is deemed as 90 minutes travelling time for London-region based post.

Overview of the job 

HMPPS’s efforts to tackle corruption are integral to delivering safe and secure prisons and probations. HMPPS has worked with MoJ to identify that a new approach is needed to ensure we remain resilient to this key operational threat.

HMPPS has developed a future strategy for tackling corruption in HMPPS based on four key objectives:

  • “Protect” against corruption by building an open and resilient organisation;
  • “Prevent” people from engaging in corruption, strengthen professional integrity;
  • “Pursue” and punish those who are corrupt; and
  • “Prepare” for corruption, reducing its impacts on our teams.

These objectives will need to be delivered at every level through prisons and probation, in particular, strengthening our resilience on the front line. Security, Order and Counter Terrorism (SOCT) Directorate is taking forward improvements, including restricting the Counter Corruption Unit, to provide senior operational leaders, prisons and probation teams with an improved counter-corruption service.

Summary 

The role sits in the newly restructured Counter-Corruption Unit (CCU). Its objectives are to support prisons and probation to manage corruption threats, in particular supporting “pursue” activity on corruption cases.

The core service to be provided by the regional CCU is to support prisons and probation to effectively pursue corruption reports to clear, proportionate and timely outcomes. The level of service is to be assessed and prioritised according to policy and guidance, but may include providing prisons and probation with enhanced analytical support, expert advice on how to progress cases, logistical and coordination support. The team will also be responsible for supporting prisons and probation on the effective management of known corruptor prisoners in custody and under supervision in the community to prevent them from corrupting staff.

In line with HMPPS policy, the post holder will be responsible for supporting the relevant Regional Corruption Purse Lead and Regional Corruption Pursue Manager to deliver a high-quality counter-corruption service to prisons and probation in their SOCT region. The RCPO will also be responsible for working in partnership with other regional teams in the Security, Order and Counter Terrorism (SOCT) Directorate, HR services and law enforcement.

The job holder will report directly to the Regional Corruption Purse Manager, who in turn reports to the Regional Corruption Pursue Lead.

The post holder will not have management responsibilities.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Having a contemporaneous understanding of the operational context in prisons and probation, including pressures, priorities, risks and opportunities to better tackle corruption.
  • Having an understanding of the relevant legal and policy frameworks relating to corruption, security and HR, and making sure these are followed when providing services to prisons and probation, and that these are shared with and championed when working with delivery partners.
  • Support the RCPL and RCPM to support prisons and probation to progress corruption cases in line with policy. The RCPO may lead work for lower risk cases under the supervision of the RCPM.
  • Being the first point of contact for prisons and probation to signpost policies, procedures and key contacts to support counter corruption work.
  • Coordinating CCU attendance/cover and regional and local tasking, attend some local tasking.
  • Identify and signpost and, in some cases, arrange and coordinate other support services to progress cases, e.g. HR caseworkers, Serious Organised Crime Units, Dedicated Search Teams.
  • Facilitate effective working with law enforcement partners (police and ROCUs), setting up meetings, following up actions, sharing contacts with the right people.
  • Identify blockages to progress and take action and escalate to the RCPM and RCPL as appropriate.
  • Monitoring and reviewing the relative priority of corruption reports and cases, escalating to the RCPM/RCPL if there are concerns.
  • Entering data onto case management and intel systems, ensuring information is captured accurately and is easy to understand.
  • Understanding the team’s corruption caseload, including working with analysts to report on management information and data on volumes, timeliness and outcomes of cases across the region.
  • On the direction of the RCPL and RCPM, the post holder may also be asked to work with prisons and probation to understand capability gaps and signpost wider capability opportunities, best practice and guidance and support light touch research to inform our evidence base on corruption.
  • Develop effective working relationships with key stakeholders, in particular with Security Mangers, Divisional Managers, HR Business Partners and HR Caseworkers.
  • Develop and maintain a wider network of stakeholders, including in other SOCT regional teams (e.g. NIU, SOCU, JEXU), law enforcement (local forces and ROCUs), contract managers and contracted providers.
