Key Purpose

  • To advise and assist the Head of the Regional Support Unit and Delivery Director on security, health and safety and fire safety matters to ensure that the Region complies with HMCTS’s operational requirements
  • To provide real time advice, support and guidance to Cluster Managers and their staff to enable compliance with HMCTS’s security and safety policies and requirements.
  • To ensure that minimum security and safety standards are complied with and all areas of significant risk and vulnerability are brought to the attention of local management and escalated if appropriate
  • To monitor and promote all security and safety activities within the Region, including providing support for specific threats, risks and incidents.

The postholder will be required to travel in the South East Region to undertake a rolling programme of fire risk assessments, security and health and safety inspections on behalf of the Region.  Whilst the Region covers a large geographical area, there will be scope to take control of the schedule of visits and plan work commitments to allow for working weeks partially in the office and partially out in the Region at venues. The corporate lease car scheme will be available upon completion of the standard probation period.

Confidence in providing advice, guidance and support on Fire Safety and Security Matters will be required for staff and Judiciary in line with policies and procedures, making use of support networks from Regional and National colleagues along with professional bodies.

Liaison will occasionally be required with Police force Judicial Harassment Protocol points of contact to assess security incidents and threats to Judiciary. There will be processes to follow to remove unwanted social media postings that may be in breach of legislation.

There will be various regular meetings that you will attend to represent the Region (virtual or face to face).

The post holder will also be a requirement for the post holder to deliver the annual staff training sessions on Fire and Incident Control Procedures working to HMCTS training briefs.

Training and Qualifications

The successful candidate will receive full training in the role and be expected to complete the following qualifications:

  • Fire Risk Assessor Training (PAS79 format)
  • NEBOSH General Certificate in Occupational Safety & Health (working towards a NEBOSH Diploma in Occupational Safety & Health)
  • Role specific security courses provided by the Centre for the Protection of National Infrastructure (CPNI)
  • Work towards achieving membership of professional bodies relative to the role (IOSH, IFE etc.)

Key Responsibilities

Operations

  • Advise and support Regional staff, Cluster Managers and their staff on security matters and, where appropriate identify, lead and review elements of security, including risks faced, threats received and management of operational security matters within your Region against the national framework.
  • Advise and support Regional staff, Cluster Managers and their staff on fire safety matters and, where appropriate, identify, lead and review elements of fire safety, including risks faced and management of compliance with fire safety legislation within you Region.
  • Advise and support Regional staff, Cluster Managers and their staff on health and safety matters and, where appropriate identify, lead and review elements of health and safety created by the undertakings of HMCTS, including risks faced and legislative compliance.
  • Provide input into national security, fire safety and health and safety policies and arrangements and ensure effective dissemination and monitoring of the implementation of business-relevant guidance that supports the operational security and safety needs of HMCTS.

  • Advise, support and where appropriate undertake incident and accident investigations of significant events which take place within the Region, producing lessons learned and providing the appropriate level of support to court staff to ensure future incidents are mitigated against
  • Monitor the Security and Safety performance of TFM providers and contractors in premises and work with HMCTS Property Directorate and Procurement and courts and tribunals to ensure compliance with HMCTS’s security and safety policies and arrangements
  • Provide, where appropriate, and arrange/facilitate training on security and safety matters, including the delivery of the Fire and Incident Control Officers training, and maintain accurate, up to date records of trained officers throughout the Region.
  • Develop, review and monitor the training requirements for the Region, which will include ensuring compliance with the HMCTS policy Training schedules, as well as delivering Fire and Incident Control training as and when appropriate.

Managing casework

  • Advise and assist managers and operational staff on security and safety risk assessments (security self-assessments, generic risk assessments, safety inspections and fire risk assessments) for staff, visitors and premises ensuring that security and safety risks are identified and evaluated regularly at the appropriate level and drive efficiencies by sharing significant findings and best practice across Regions.
  • Provide input into analysing and progressing personal injury claims, managed by HMCTS Security and Safety, made against HMCTS, ensuring the reputation of the Agency is maintained.
  • Provide input into analysing and progressing workplace reasonable adjustments and bespoke applications for reasonable adjustments, managed by HMCTS Security and Safety, under the HMCTS Access to Work scheme.
  • Manage a full programme of building and management system inspections and audits to check compliance with security and safety policies and legislation, ensuring that each building’s arrangements are reviewed at least once every three years or sooner should the risk dictate.
  • Analyse, review and monitor Action plans and the implementation thereof and quarterly self-assessment reports arising from the above inspections/audits and policy requirements, ensuring that targeted advice, guidance and support is provided at local level where appropriate.

Analysis

  • Identify and provide input into the setting of security, health and safety and fire safety compliance targets for the Region against the backdrop of the national security and safety targets.
  • Lead and produce the processes for reporting against these targets.
  • Produce monthly and quarterly trend analyses of security and safety incidents and accidents for consideration within Region and contribute to the national trend analysis.
  • Initiate local security and safety initiatives to resolve and mitigate against security and safety risks.

Communicating with the public, the judiciary, other court & tribunals users and representatives of other agencies and organisations

  • Advise and support managers and staff on general security and safety issues as well as specific security threats, safety risks or incidents and accidents.
  • Lead as the first “specialist” point of contact on Region for all security and safety matters with staff, judicial office holders, justice stakeholders and others when matters are beyond the competency of local staff and managers.
  • Initiate, promote and improve security and safety education and awareness to operational staff and stakeholders at Regional and Cluster levels.

Representation

  • Act as professional support for the Region’s Health and Safety Committee and any other Committee arrangements so determined by the Region.
  • Lead, at a national forum, on the security and safety needs and requirements of your Region to ensure that best practice is identified and shared with other officers and ensuring that the operational requirements of HMCTS are met.
  • Represent and provide input into the security and safety needs of your Region with HMCTS Property/TFM providers for local/ Regional projects which have security and safety implications.
  • Represent and where appropriate resolve security and safety matters with Regional stakeholders, such as the DTUS, CPS and Probation Service on matters affecting your Region.  Where necessary identify national implications, and assist HMCTS Security and Safety to review central policy and arrangements.
  • Represent HMCTS Security and Safety at Regional level.
  • Lead on the escalation of all significant Regional issues to HMCTS Security and Safety and provide in put into the central team to ensure the operational implications are fully considered.

Specialisms

Chief Operating Officer (COO) Organisation directly leads the corporate enabling functions of Legal and Safety and has recently also taken the lead of the Security function, with the Directorate of Security and Resilience (DSR) team. COO is focused on raising the profile of resilience across Defence, including Head Office, delivering the MOD’s security and operational responsibilities across the world.

The Directorate of Security and Resilience (DSR) branch in MOD Head Office is responsible for developing, promulgating and monitoring the Department’s protective security policy and resilience standards, and for advising Ministers and senior officials on a wide range of issues related to protective security policy. DSR sets policy for personnel security, including vetting; policing and physical security, including guarding; nuclear security; and technical and international security issues, including the security relationship with Defence industry.

This Band D post in the Vetting team in DSR is one of nine posts undertaking personnel security clearance (Vetting) casework on Civil Servants and Defence Contractors for high risk, complex and contentious cases.

Job description

The Compromise Assessment Team (CAT) provides Defence Intelligence with the ability to assess the intelligence effects of uncontrolled compromises of UK Defence material. If successful you will form party of a wider team seeking to understand the implication and damage of comprises to personnel, capabilities and activities. You will need to be able to produce timely and high-quality assessments that provide critical advice on protective security and mitigation measures and will be comfortable briefing at all levels, including Senior Officials and Military Commanders. A key part of this will involve building and maintaining relationships across Defence, Whitehall and with our International Allies.

You will also work with the DI CI InTh CAT Team Leader to support the continuous improvement and professional development of the Insider Threat Compromise Assessment capability, including advancing assessment methodology and complying with legal, ethical and professional standards.  A key part of this will involve helping shape the digital forensic strategy and ensuring that as a team you are able to ingest, view and exploit recovered compromised Defence data from digital assets.

The principal duties of the Compromise Assessment Analyst post are to:

  1. Work with partners to proactively identify when compromises occur and ensure that they are timely reported through Defence Intelligence and MoD channels.
  2. Conduct compromise triage to generate overall understanding of the scale and complexity of Defence compromises.
  3. Conduct analysis of compromised data to identify the potential intelligence impact to Defence. These should be based on knowledge of the way in which Terrorism, Espionage, Sabotage, Subversion and Organised Crime (TESSOC) threat actors make use of Defence data.
  4. Experience carrying out detailed research of a variety of open sources, gathering and analysing complex information with a careful and methodical approach in recording information and preserving integrity.
  5. Conduct forensic imaging and processing of digital devices using a range of software and techniques.
  6. Assist with the collection, recording, quality assurance, retention, analysis and dissemination of sensitive intelligence and reports.
  7. Work with risk owners and subject matter experts to conduct in depth analysis into the impact of a compromise to specific high priority areas. Provide support from an intelligence perspective to efforts to conduct any subsequent mitigations.
  8. Provide assessment support to investigative cases.
  9. Develop and maintain an understanding of the capability community across Defence and the points of contact for compromise assessment.
  10. Support the development of Defence’s compromise assessment capability.
  11. Maintain across government relationships.
  12. Support the development of an appropriate compromise assessment practitioner training pipeline, underpinning policy, doctrine and SOPs as required.

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

HMNB Clyde is the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. An exciting opportunity has become available to join the Security Access Control Team based at HMNB Clyde. We are seeking an enthusiastic customer focused applicant to join a busy and committed team. The Security Access Control 10 post will primarily support access requirements for the Roya Navy Submarine Training Centre (Formally SMTF) in addition to being responsible for key tasks in support of permanent and temporary visitors at HMNB Clyde Faslane and Coulport. The Security Symmetry System Administrator post will primarily undertake key tasks to manage the Security Access Control Policy and procedures in accordance with the Access Control Strategy at HMNB Clyde (which includes Faslane Naval Base and RNAD Coulport). This includes, but is not limited to, ensuring accurate management and provision of Automated Access Control database services, conducting quality assurance checks on the operation of the Automated Access Control System infrastructure and provide mitigation for planned power outages and maintenance. In addition, the post will be responsible for the training oversight for new system operators, maintaining accurate system user records and passwords.

Job description

Role responsibilities:

  • Support the Security Access Control Authority (SACA) and Security Access Control Manager (SACM) with the implementation of an Access Control Strategy at HMNB Clyde and the future upgrade of all Symmetry System packages.

  • Manage the Access Control Team at Coulport, the Pass Office Team in Faslane and liaise extensively with the MOD Guard Service (MGS) to identify resource and tasking problems. Report issues as appropriate to SACM.

  • Assist in the day to day management and provision of Symmetry database services and user training for the Symmetry database, checking the competency of new account holders while creating and managing the Symmetry Accounts for authorised user personnel.
  • Conduct quality assurance checks of the Symmetry database. Conduct spot checks of Symmetry records to ensure that Symmetry users are maintaining and operating Symmetry within operating procedures and issue the annual Symmetry Security Operating Procedures (SYOPS) update.

  • Forensically investigate visitor access and pass issue breaches, raising to SACM when necessary, produce Forensic Data Reports from Symmetry as requested by SACA/SACM and report any security access incidents that may require investigation by the CI Section.
  • Carry out weekly checks of the Symmetry Infrastructure across Faslane and Coulport and deconflict and provide mitigation for planned power outages and maintenance. Ensure contingency measures are in place for any system issues and maintain an accurate log of all Symmetry/Turnstile faults and repair timelines. Chasing fixes when necessary.

  • Assist with review of security access control policies and processes, advising SACA and SACM of any identified risk and threats associated with current and proposed business activities for access control.
  • Deliver visiting vessel briefs (often Out of normal working hours), consult with site sponsors, MGS, Defence Industry, other government departments and security controllers to maintain security access.
  • Ensure security access incidents are recorded to enable identifications of lessons and provide focus, advice, and guidance to sponsors, base personnel for risk mitigation purposes.
  • Support the personnel security monthly security data report. Review and collate the relevant information and assist with the production of statistical returns to plan and mitigate against any delays or disruption to business.
  • Ensure compliance with Joint Service Publication (JSP) 628 and provide information to the Defence Nuclear Security Regulator (DNSyR) and Assurance Team when required.

Duties and responsibilities to be undertaken can be varied under the direction of the security access managers dependent on current and evolving workloads and staffing levels, these duties will be appropriate to the grade. The Special Capabilities (SPECAP) organisation is a small team working in the Development (DEV) area of the Royal Navy, with the remit to oversee and manage highly sensitive programs and to advise on the development of new capabilities, often using novel or emerging technologies. The team is tasked with ensuring a smooth progression from development to operational employment. This covers a wide remit and involves provision of specialist advice both on operational employment of SPECAP capabilities, and to the DEV innovation team in identifying key new projects and highlighting capability gaps, to guide future development.

Job description

The system and security manager (SASM) role is the key enabling role in the team, being specifically tasked with provision of security management and administration. As a key member of the team, you will also be expected to assist the SPECAP team leader and SO2 Ops and engage with coalition partners, single services, Navy Command, MoD, PaG, DE&S, DSTL and other governmental departments as required.

The SPECAP admin role will be responsible for the provision of

  • SASM. Manage all administrative and security processes within the office; preparing and processing SPECAP paperwork; checking / managing security clearances, including STRAP and DV; maintaining all SAP databases and maintaining a comprehensive diary for the SPECAP cell.
  • SPECAP equipment. The role also has responsibility for the correct receipt, handling, maintenance, storage, and dispatch of classified SPECAP equipment.

The office is expected to expand in output over the next few years which means there may be increased development opportunities which may also include for coordination output for up to three E-band roles performing the same function.

  1. Manage and maintain the administrative processes for NAVY special access programmes (SAP) and coalition programmes, ensuring all security paperwork is dispatched, received, and correctly processed in good time.

In January 2022, the Government Security Group released the Government Cyber Security Strategy.  With 24 key deliverables to be delivered by departments, there is a requirement for clear cybersecurity policy from the centre.

The GSG Cyber Capabilities team works with the Cyber Policy team and interfaces with the National Technical Authorities to help develop policy that is technically feasible, well-understood and implementable by departments. This includes developing actionable standards and guidance for complex existing areas of cyber policy and offering deep technical insight at the early stages of cyber policy and strategy development on emerging technology risks. 

The Cyber Capabilities team is looking to recruit an experienced Consulting Technical Architect who will provide technical expertise, oversight and advice to support the delivery of the Government Cyber Security Strategy. You will review, advise and provide oversight for technical programmes of work both within Government Security Group and across wider HMG. Supporting collaboration at scale is just as challenging for the more secure parts of government as it for any large organisation processing sensitive information. You will help us to take into careful consideration the many components (hardware and software) that go into creating the enabling platforms that underpin secure services.
