The Key Purpose of the Role:

Security’s role is to maintain a safe working environment at the Royal Courts of Justice (RCJ), which is a part of the High Court, comprising just over 100 courts, 79 located in the main Strand building and 31 in the Rolls Building close by.

The cases heard at the RCJ are some of the most high-profile ones in England and Wales, reflected in the occupiers including our most senior Judiciary. There is a high degree of liaison with resident and visiting Judiciary.

In addition, there are close to 1,000 members of staff. Hundreds of members of the public and the legal professions use our facilities every day.

Teams of security personnel provide a presence 24 hours a day, 365 days a year. A security presence is also required at the ceremonial and private functions held here in the evenings and weekends. The core times for this role are 9:00am – 17:00pm.

It must be noted that security work can be physically demanding. Security members will receive the appropriate training to support them in this role, including a 2-day external course for a Court Security Officer (CSO) The Courts Act 2003.  Additionally, local training will be provided including the assignment of a mentor as part of the induction process.

The current high standard of customer service must be maintained and improved upon if possible, all members of the Security team, as frontline staff, have a key role to play in this

Key Responsibilities: 

  • Monitoring premises and visitors via CCTV and x-ray machines, together with other security checks such as “wanding” court uses/bag searches on arrival.
  • Restraining someone attending court, ejecting someone from the court or excluding someone from the court.
  • Controlling access doors and gates, checking of vehicles. Searching members of the public entering the court building. Checking pass holders passes.
  • Patrol of buildings and satellite buildings, keeping in contact with the Control room with the use of handheld radio’s. Securing the building when it is closed to the public. Escorting contractors, Judiciary and VIP’S etc. Generally providing a secure environment.
  • Dealing with enquiries from Staff, Judiciary and public within the complex.
  • X-Ray trained to Aviation Standard and AMD’S.
  • Responding to panic alarm buttons (PAB’S) in Judges rooms, Courts and Office’s.

The Professional Head of Intelligence Assessment (PHIA) leads the Intelligence Analysis Profession across government, providing a central function to drive coherence, collaboration and capability development. PHIA is supported by a team that sits within the Joint Intelligence Organisation (JIO) and has a broad remit covering analytical tradecraft/standards, community collaboration, and analyst career pathways.

The post holder will be a subject matter expert within the JIO for analytical tradecraft. They will provide advice and support to analysts in the JIO and the wider intelligence assessment community on a daily basis, helping them tackle the most complex analytical challenges throughout the lifecycle of intelligence assessments.

Advising analysts on the design of analytical workshops, including the selection of appropriate analytical techniques or approaches, will be a key responsibility of the post holder. They will be expected to regularly facilitate analytical workshops for the JIO, and at times for other government departments.

The successful candidate will be expected to demonstrate flexibility and respond to priorities set by the intelligence assessment community leadership. The role will have a particular responsibility within PHIA to support the development and application of best practice in intelligence assessment. This will include by:

  • Leading community projects and work programmes in support of the aims of the PHIA-led analytical tradecraft group, reporting to the Intelligence Analysis Profession Board and the Professional Head of Intelligence Assessment. This will include directing the activities of volunteers from across the intelligence analysis profession.
  • Consulting for the JIO, and other assessment bodies and government departments, on analytical practice, methods and approaches.
  • Contributing to the challenge and product review processes for the Joint Intelligence Committee (JIC) and other intelligence assessments bodies.
  • Managing the development of analytical tradecraft tools and techniques and tradecraft guidance to the intelligence assessment community. This will involve considerable collaboration across HMG, with five-eyes partners, as well as academia and industry.
  • Supporting the development and quality assurance of current and future training for analysts by advising the Intelligence Assessment Academy development team.

There may be opportunities for the post holder to deliver analytical tradecraft elements of the UK Intelligence Assessment Academy’s “New Analyst Programme”.

The Professional Head of Intelligence Assessment (PHIA) is supported by teams to define and maintain standards across the whole assessment community in the UK.

The Role

As a Principal Analyst you will be responsible for the JIO’s counter-terrorism portfolio. You will produce all-source strategic assessments that help to inform a range of policy decisions. You will work closely with the assessments community and experts across HMG in order present a single, agreed view on priority issues. You will be capable of producing high-quality assessments to tight deadlines, with a track record of working closely with senior customers and subject matter experts.

This post is only open to British Citizens. Some dual nationals may be ineligible. The successful candidate must obtain Developed Vetting (DV) clearance if not already held. The Aviation Security Assessors (ASA) are responsible for end-to-end overseas aviation security assessments, including planning, delivery, and required reports and debrief following assessments.

As a team that works on threat related issues, we expect our staff to work flexibly and adapt to rapidly changing requirements and priorities across the team, wider Division and Directorate. The nature of the work means that the role may require out of hours working to respond to incidents. Within the Transport Security Directorate, the Aviation Security International Operations (ASIO) Division supports DfT’s strategic priorities by working collaboratively with foreign countries and partners to assess vulnerabilities and build aviation security capabilities in a number of priority countries. ASIO works ‘hand in glove’ with DfT’s Aviation Security Strategy & Policy (ASSP) Division to manage the risk of attacks against civil aviation inbound to the UK, as well as working to improve global aviation security standards bilaterally and through raising international standards. 

ASIO’s vision is to be an engaged and empowered team that delivers a world leading service, working collaboratively with our partners to mitigate the risk of a terrorist attack against inbound civil aviation.

Additional information

The role includes travel to, and operating in, locations in different time zones. Working hours can often be dictated by aviation operations overseas. Overtime and travel time will be payable where required and within DfT HR Handbook guidance. Flexibility will be required, particularly when travelling and operating overseas, to ensure that DfT is able to successfully deliver its assessment programme. On average you will be working away from home 1 week in every 4.

The Protective Security Centre delivers services, capability-building and thought leadership to drive down the security risk to government.  
It works with clients across government to understand their security profiles and build bespoke support plans to address their security needs. We know that our clients know their risk areas better than anyone. We blend that local knowledge with our cross-government insights to deliver tailored support that meets client needs, helping them access best practice from across the security sector.

We are one of five Government Security Centres and provide security advice and consultancy services to government departments. We are comprised of two consultancy teams and an operations team, supported by communication and engagement and business support functions. The consultancy provides expert protective security advice in partnership with the National Technical Authorities (NTAs) and the Government Security Group. Our operations team delivers personnel security and information handling services to a wide range of public bodies.
