Main Responsibilities

The key duties of a Security Officer are as follows.

  • Controlling vehicular and pedestrian access and exit to/from site
  • Issue of passes using site IT systems
  • Reporting of environmental issues
  • Issue and receipt of keys
  • Patrolling on foot and in a vehicle
  • Searching of vehicles, baggage, personnel, buildings and open areas
  • Escorting visitors
  • Traffic management
  • Checking identity on site (ad hoc)
  • Writing reports on breaches of security or defects and maintaining daily logs

  • Reporting MGS infrastructure defects

Employment Hours

48 hours gross (including breaks) You will normally work 48 hours per week including a daily meal break (43 hours net). This will normally be 4 x 12-hour shifts or 5 x 9.6-hour shifts between the hours of 0600hrs and 2200hrs over the 7-day period, as stipulated by the shift pattern agreed at the Unit depending on site requirements. This will include being rostered in a flexible manner (termed a flexible week) within the shift roster. During the flexible week, the working days and shifts will routinely be stipulated in advance but may be changed at short notice (this should be no less than 48 hours).

The Head of HMRC’s Fiscal Crime Liaison Network is a demanding and rewarding job leading a team of around 130 people across the UK and abroad.

Having direct line management responsibility for ten Grade 7 leaders, you will set direction for the network to ensure it effectively and efficiently achieves its goals. Overview of the job

The post holder(s) will work in the National Intelligence Unit at HQ or one of the 5 Regional Intelligence Units. The post hold will be responsible for analysis in their respective areas. These areas include, but are not limited to, Counter Terrorism, Counter Corruption, Financial Intelligence, Sensitive Intelligence, Strategic Intelligence or Crime including Organised Crime across the relevant region or nationally in HM Prison and Probation Service (HMPPS). All these intelligence units form part of the National Intelligence Unit.

Intelligence Analyst(s) will play a critical role in developing the intelligence picture on a range of threats impacting on their geographic or thematic area, drawing on existing intelligence products as well as developing their own analysis.

The post holder will be responsible for providing strategic and tactical intelligence analysis and products which will look across prison and probation contexts at ‘high priority’ offenders, offending groups and operational security vulnerabilities in their area.

The post holder will report directly to the band 7 Senior Intelligence Analysts in the respective Unit. The post is a flexible resource within the function and the post holder may be asked to undertake work for another Unit to respond to changes in priorities.

The post holder may have direct line management and professional development of the band 3 intelligence researchers.

These posts may be based either in HQ (102 Petty France, London) or in one of the five Regional Hubs, exact details will be specified in the advert. Regular travel is likely and will include prison establishments, prison Group Directors’ offices and Probation Service Division offices as well as law enforcement partners’ offices. In addition there is likely to be occasional travel throughout England and Wales for national matters. Remote/Home working will be an option though specifics will be role dependent.

A background in analytical work (any discipline) would be an advantage but is not essential; training in intelligence analysis will be provided if required. Furthermore, some roles will require the post holder to partake in specialist training and accreditation which will be provided.

Summary    

This is an exciting opportunity to take up a key role supporting the ongoing development of intelligence analysis as a professional service to HMPPS.

The post holder will be expected to develop and deliver a high quality intelligence analytical service to HMPPS and law enforcement partners; therefore, they will require a strong grasp of intelligence and data analytical techniques, research skills, information handling requirements, as well as understand and anticipate information and intelligence requirements from a range of partners.

The post has no operational requirement. However, an understanding of prisons, probation and/or law enforcement operating environment would be an advantage.

•    National and Regional Intelligence Products: produce ad hoc ‘problem profiles’ on request, based on emerging trends. Job description

You will lead on Security Culture Education and Awareness (SCEA), and Business Continuity and Incident Management (BC & IM). Each of these functions has SEO leads who you will line manage. The team is also supported by additional HEO and EO officers; a team of seven in total.

You will ensure DBT complies with the required elements of the Government Functional Standard for Security (GovS 007) and industry best practices that fall under your functional areas.

You will oversee the provision of an expert and high-quality specialist business continuity function and incident management support. As a BC subject matter expert, your advice will be relied upon by senior managers across the department. Colleagues will look to you to resolve complex problems to ensure critical business activities across the department can continue during a BC incident.

You will do this by leading on the development of DBT’s BC policies and strategies, contingency guidance, and plans. You will therefore be expected to understand HMG standards and business continuity management best practices and advise on their integration into DBT. You will develop and implement a testing and exercising regime to assure our response plans and documentation.

You will also deliver appropriate policies, processes, and strategies to support your SCEA portfolio, reviewing and updating them as the need arises. You will work closely with the National Technical Authorities and government partners to ensure that DBT has access to the latest central security guidance and resources to support SCEA activities and campaigns, and horizon scan to identify key security risks to DBT’s objectives, providing appropriate advice and mitigations. Your team will manage the Security shared mailbox, often acting as the first point of contact for enquiries, incidents, and breach reporting. You will be expected to oversee and report on these activities, which can be unpredictable in content and number.

Across both portfolios, you will need to build and maintain relationships with your respective BC and divisional security coordinator networks and senior sponsors, sharing BC and security best practice, advice, and guidance, and offering specialist support to the wider departmental community.

As part of the Security Senior Management Team, you will be expected to provide security advice and briefings to senior officials including Ministers, DBT’s two Permanent Secretaries and other colleagues as required. You will also be a security stakeholder for major programmes, projects and campaigns and be required to review business cases and provide advice and guidance on security for new projects.

Our team is part of Land Transport National Security, a division made up of five teams covering Rail Resilience Liaison, Policing and Crime, International Rail Security, Domestic Rail Security, Roads and Vehicles Security, and Compliance activities for any regulations covering these areas. 

The post sits in the Domestic Rail Security team who are responsible for setting security regulations on behalf of the Secretary of State to protect against acts of violence (terrorism) across the domestic railway networks. The role will have lead responsibility for setting and developing security policy and regulation, as well as providing security advice, on light rail security. The light rail security is part of a major review. Responsibilities

You will:

  • Lead, with external stakeholders (rail operators, British Transport Police and National Protective Security Authority (NPSA) and internal stakeholder (Legal, Analyst and policy) the completion and issuing of the new Light Rail Security Programme (LRSP), which meets both the needs of light rail operators and Ministerial expectations on delivery to provide a proportionate and consistent level of security on these networks;
  • Lead the introduction of the new LRSP, briefing our Compliance Inspectors internally, and externally with industry colleagues who will be subject to the new regime. Providing clarification and assistance as implementation gets underway;
  • Lead the on-going review of security policies to ensure that, once issued, the LRSP remains relevant to the terrorist threat and developments in the industry, in transport policing, and in Government policies;

Job summary

Would you like to help HM Land Registry (HMLR) deliver its ambitious new Counter Fraud Strategy – which will play a fundamental role in protecting the Land Register, a key part of the national economic infrastructure?

As a Counter Fraud Officer, you will help protect HMLR and the register of title against fraud, analysing and evaluating data from various designated sources to produce appropriate outcomes to defend against fraud or illegality.  You will deliver and assist in the development of counter-fraud policy and strategy within HMLR and promote the counter fraud strategy.

This is an exciting permanent opportunity available in Gloucester, with a minimum requirement of 26 hours per week. 

We’ll fully support your development and help you work towards a relevant counter-fraud qualification and develop yourself against Government Counter Fraud Standards.

Job description

HMLR ensures people’s land and property rights are guaranteed and protected in one of the most active property markets in the world. As part of our highly regarded Counter Fraud Group (CFG) you could be contributing to this important and exciting work every day, operating against the ever-evolving, ever-changing fraud threat HMLR faces.

The Counter Fraud Group plays a critical part in protecting the integrity of the register and undertakes an important role in the HMLR counter fraud strategy. The role involves cross departmental working, assessment of fraud risk and identification of risk controls, analysis of data and a need to understand fraud related issues.

The successful candidate will be able to analyse and evaluate data from various designated sources and produce appropriate outcomes to defend against fraud or illegality. You will deliver and assist in the development of counter-fraud policy and strategy within HMLR and to further the counter fraud strategy. 

Main Duties:

• To analyse, evaluate record and disseminate data using systems and processes as required including producing reports and intelligence products in compliance with internal and legislative data handling restrictions
• To accurately maintain the CFG databases underpinning ongoing investigations by creating, amending and deleting records of activities and decisions
• To help create systems, processes and strategies for fraud prevention and investigation
• To work with internal stakeholders to ensure a good working relationship and proportional response to fraud prevention
• To liaise with other counter-fraud organisations, including the preparation of intelligence and evidential products in compliance with appropriate legislation
• Assist senior officers when required
• Administrative and other duties as required 

For the first six months of your training period, it is essential that you are office based 100% of the time. After the training period HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits.  We expect everyone to spend at least 60% of their working time in the office. 

It is anticipated further opportunities will be available throughout 2024 and successful applicants who require a deferred start date will be placed on a reserve list and offered these opportunities when they arise at suitable dates within the next 12 months

Person specification

In order to be successful for this role, you must meet the below criteria: 

• 2 GCSE’s Mathematics and English Language or equivalent qualification OR significant and recent experience within Counter Fraud

• Ability to manage multiple tasks to tight deadlines and high standards, demonstrating excellent organisational and prioritisation skills
• A proven ability to work well in a team
• Experience of collaborative working
• Intermediate level knowledge of MS Office applications (Word, Excel, Access and PowerPoint)
• Excellent written and oral communication skills
• Excellent numerical and analytical skills – with good attention to detail
• Experience of cross-group working
• Ability to write reports or demonstrate the potential to achieve this skill

Qualifications

2 GCSE’s Mathematics and English Language OR equivalent qualification OR significant and recent experience within Counter Fraud.
