Job description

Working at the heart of a high profile £160m+ per annum Capital Infrastructure delivery team, this exciting new post will sit within the MPP UKStratCom Programme Management Office (PMO).

The Risk Analyst will support the Senior Risk Manager in qualitative and quantitative risk analysis, risk reporting and management of the risk database and act as a the initial point of contact (POC) for risk across all MPP UKStratCom UK Projects Team for risk. The role provides the relevant information to Programme Risk Manager to support front line command (FLC) risk-based investment decision making and will support risk working groups as required.

If not already held, the successful candidate will be required to gain both Management of Risk (Foundation) and Managing Successful Programmes (Foundation) qualifications in the first six months of taking up the position.

An MPP UKStratCom Risk analyst will:

  • Support Project Teams through scrutiny of risk registers and risk management plans ensuring all relevant risks are gathered, prioritised, and led appropriately and ensuring that risk registers are being utilised accurately and evolving as projects mature.
  • Ensure that all Project Managers (including industry partners) understand their risk management responsibilities and are aligning with Government risk management policy.
  • Contribute to formal risk reports and briefings to management boards.

  • Work with Programme Risk Manager in building and reporting on the aggregated picture of risk across the programme and in regularly assessing the Programme’s risk management maturity level.
  • Monitor qualitative and quantitative risk assessments, promoting mitigation planning on a cost/benefit basis.
  • Ensure DIO and Industry Partner Project Managers are producing and implementing effective mitigation plans and adjusting probability figures as projects progress to ensure accurate analysis/assessment.
  • Supervise compliance with MOD and DIO policy, instructions and provide mentorship.

Job description

As a Physical Security Manager, you will work as part of the Information Management & Security Team. Your role will be to support Driver and Vehicle Standards Agency (DVSA) and Government security initiatives, and providing technical advice for Security project work.

You will oversee current physical and personnel security processes and work to develop and refine policies and procedures, to ultimately deliver security improvements across the workforce and the breadth of DVSA estate covering main offices, shared buildings to enforcement sites or driving test centres. You will also represent DVSA on cross departmental (and wider) working groups to ensure unity with the Government Security landscape. Line management responsibilities will be required in this post.

As a proactive person, you will work to understand, and be able to interpret the latest policy and guidance being asked of DVSA. You will update DVSA policies accordingly and work with colleagues to understand the impact of, and the best way to, implement such policies across DVSA services.

NCSC Support to Cyber Regulation – Senior Technical Consultant

Regulation plays a growing role in ensuring the cyber resilience of organisations that are vitally important for the normal day-to-day life of the country, such as those organisations that make up the UK Critical National Infrastructure (CNI). We are looking for an individual to fill the newly-established post of Senior Technical Consultant for the NCSC Support to Regulation Team (StRT), responsible for delivering high-quality technical support to the use of NCSC-provided tools and capabilities by the regulatory community. 

Job description

The StRT Senior Technical Consultant will assist cyber resilience regulators make effective use of the portfolio of technical resources that NCSC has published specifically in support of cyber regulation. This portfolio, which has been widely adopted by cyber regulators, includes a Cyber Assessment Framework (CAF) that enables regulators to set required cyber security levels and assess how well-regulated organisations are meeting those requirements. Specifically, working directly to the StRT Tech Lead and partnering with a wide range of relevant NCSC teams, the successful candidate will: 

  • Deliver high-quality technical support to users of the portfolio.
  • Contribute to the technical development of new and/or amended elements of the portfolio.
  • Undertake maintenance of the portfolio, keeping it up to date with changes in the cyber risk landscape (such as the evolving cyber threat picture).

The role is suitable for flexible working arrangements, include an element of home working. Some travel is required, including travel to occasional meetings in London (if not London based).

The NCSC will assess you against competencies used by the UK Intelligence Community. These competencies are based closely on the Civil Service Behaviours. The Level 3 competencies you will be assessed against are:

You’ll receive a starting salary of £45,676 with potential for skills payments typically in the region of £5,200-£10,400 but potential to rise further after a number of years. It is expected to take 1-2 years to reach the base skills level. Skills payments are periodically reviewed and are subject to validation of experience and practical application within the workplace. The skills payments described here are for guidance only and subject to change.  Plus, an annual National Security Payment of £2,428, subject to mandatory training. A London Allowance of £6,250 is applicable for London contracted employees.

HQ Briefing Officer and Clearance Team Leader

Job summary

To provide bespoke induction and compartmentalised briefs to both Military and Civilian personnel who fall within CJOs area of remit. To provide daily support to the HQ STRAPSO with STRAP related matters and queries. Controlling the activities of the Clearance Team, overseeing clearances, signals and providing database management. Provide STRAP Support to personnel at Northwood HQ and CJOs AORs.

This position is advertised at 37 hours per week.

Job description

To act as the HQ Briefing Officer providing bespoke briefs to multiple Service and Civilian Personnel on a daily/weekly basis. You will be processing STRAP Induction requests and scrutinising information according to STRAP policies for suitability. Briefs will be provided upon arrival and departure for new personnel and your customer service skills will help you build strong working relationships with our internal and external stakeholders. Liaison is required with other branches of the MOD and intelligence agencies.  You will be a line manager of 2 x E1 personnel as well as act as their Clearance Team Leader. You will be the subject matter expert, providing STRAP policy advice and assistance to personnel at Northwood HQ.

This is an exiting opportunity to for an energetic, vibrant individual to join a fast – paced environment requiring close working with both Border Force operations and policy. Border Force Intelligence Directorate has a primary purpose of developing credible, and timely intelligence in order to seek out the illicit movement of cargo and people by identifying focused intelligence leading to better and more targeted outcomes.

An Intelligence Development Officer role, located at Heathrow, working in the air cargo modal hub, has become available. This role is responsible for developing timely intelligence in support of BF and partners priorities.

Collection, assessment, development and dissemination of intelligence relating to airfreight movements

•    To contribute to the research, development and management of air cargo operations and exercises to support Border Security

•    To respond to specific tasking from both internal and external partners

•    To undertake analysis of supply chain data to identify intelligence gaps, traffic flow and enhance specific case intelligence

•    To react to time-sensitive information, directing the use of intelligence led targeting systems in real time to monitor or capture suspect shipments

•    To develop and maintain close working relationships across Border Force, including Border Force Intelligence and frontline operations

•    To develop and maintain close working relationships with UK and International Law Enforcement agencies and HMG  including the Police (including Special Branch), NCA and OSCT

•    To work closely with key contacts within the industry to facilitate traffic analysis and assist with any supply chain enquiries including the identification and research of suspect movements identified by the trade

•    There will be the opportunity to represent the team at both internal and external meetings and, on occasions, travel will be required (which may necessitate overnight stays). There will be a requirement to work a full range of shifts encompassing, Earlies, Days, and Late shifts as well as weekends and public holidays.

•    We will consider applications for part time working requests,  however as this role is a business critical and a demanding role within a small team we may not always be able to honour all part time working patterns (for more details see further information)

•    This is a predominantly a uniformed role as there is a need to attend freight sheds/traders premises to support real time intelligence development capabilities.

DI Open Source Intelligence (OSINT) Strategic Development Lead (Fixed Term Appointment)

In Defence Intelligence (DI) our people solve problems, create understanding, and give perspective to the diverse and complex Defence threats and challenges in a rapidly changing world. Together our civilians and military personnel inform decision making in Defence, manage complex programmes and develop modern technology.

The Intelligence, Surveillance and Reconnaissance (ISR) Strategy Delivery and Implementation Team was stood up in 2022 to manage the implementation of objectives identified in the Defence ISR Strategy. The ISR OSINT Strategic Development Team consists of two SEOs and one HEO and sits within DI Joint User Intelligence and Policy team, reporting to Head Joint User Intelligence, Policy and Cyber.

The Defence ISR Strategy highlighted investment in UK Defence’s OSINT capability and the scoping of a multinational OSINT facility as priorities for Defence to deliver. You will support the team during the 36-month study to advise and make recommendations on the implementation of these objectives.

This is a unique opportunity for an enthusiastic individual to join the Open Source Intelligence (OSINT) Strategic Development team to lead on the scoping and development of Defence’s OSINT capability and strategy for future implementation. You will be responsible for the overall management of this project (responsibility of which is split between the two SEOs) including maintaining assurance, oversight and governance of the project’s development.  Co-Leading the team in all areas, including but not limited to;

  • Investigating and drafting funding proposals,
  • Pan-Defence liaison, engagement with industry and international partners,
  • Hosting analytical workshops
  • Leading on option development.

The job holder will be comfortable liaising and coordinating across MOD, Government together with our international partners to understand the requirements, develop options to progress Defence’s OSINT capability and identify recommendations for implementation.  The job holder will also be responsible for investigating, scoping and developing the project’s pan-DLOD streams in coherence with stakeholders and seeking permissions/approvals where required. It is important and fulfilling work, supporting one of Secretary of State and UK Strategic Command’s highest priorities and with opportunities to make an immediate difference to ISR and Defence.

We’re looking for people with exceptional customer service skills that are able to self-motivate, be on time and work as a part of a team. The ideal candidate will have an SIA DS licence and EFAW certificate, though DSS will sponsor the right people through the SIA licensing process. This role comes with career progression and continuing professional development (CPD) opportunities because we’re looking for the next team leaders and site security managers as the business begins to grow. Starting pay will be £12.50/hr during a six month probation period rising to £13/hr upon successful completion of probation.

Responsibilities

DSS security officers work under the directive of a DSS team leader and site security manager but are able to use their own initiative and work within the assignment instructions to ensure the delivery of high-quality security officer services to our client. Working a 16-day shift pattern of four on/ four off and 12hr shifts, security officers will be responsible for supporting all aspects of the physical and technical security operation whilst on duty.

Qualifications

Excellent verbal and written English communication skills are essential, IT and technical skills are required to communicate via multiple platforms and operate other client technical systems. An SIA DS licence and EFAW certificate will be required before the agreed start date.
