TICAT is the single point of entry into the NCCU for reporting new information and intelligence relating to serious cyber-crime.

It has three core functions: 

Triage: The team is responsible for the receipt, triage and assessment of referrals into the National Cyber Crime Unit, including crime reports from National Fraud Intelligence Bureau (NFIB) and actionable intelligence from various partners.

Incident Coordination: The team coordinates live time cyber incidents requiring an immediate Law Enforcement response, providing an investigative response and facilitating liaison between the NCCU, the victim and key partners, principally the National Cyber Security Centre, Regional Organised Crime Units and key international partners.

Tasking: TICAT is the conduit for tasking operational work for both national and regional cyber teams, ensuring adherence to the framework provided by the National Cyber Tasking mechanism. TICAT works closely with NCCU Operational Support and Regional Organised Crime Units to manage pro-active and reactive tasking and operational capacity across Team Cyber UK.

Project Blueprint is a major infrastructure project to update the look and feel of MOD Main Building to align with the Future Workplace model. The Project is being delivered in a phased approach working on clusters of work spaces at a time.

The Safety, Security and Business Resilience (SSBR) team are implementing and coordinating ExCo decisions on behalf of the Permanent Secretary and the Department’s Chief Operating Officer on the Accommodation Strategy for MOD Head Office. Although working as part of the Head Office security team, the successful candidate will be solely responsible for providing the infrastructure project team and contractors with key security policy considerations thus ensuring that they are embedded by design at the planning stage. The Role

The UK Intelligence Assessment Academy was established in 2019. It is part of the Professional Head of Intelligence Assessment Directorate within the JIO. The Crown Prosecution Service (CPS) sits at the heart of the criminal justice system, working  with partners to help keep the public safe. We deal with criminal cases at every level –  including burglary, terrorism, domestic abuse and multi-million-pound fraud cases. We also  work across borders to tackle cybercrime, human trafficking and drugs smuggling, and use our powers to confiscate the proceeds of crime at home and abroad.

The architecture team is a small but growing team of technical and security experts responsible for shaping, assuring and improving the digital services provided to the CPS.

This involves engagement at a senior level to ensure that there is strategic alignment between the contractual landscape, programmes and projects delivering digital services and change with the Government, NCSC and CPS’ approach to delivery of digital capabilities.

Engagement with programmes and projects takes place at a much more detailed level providing much needed technical oversight and also coaching and mentoring project managers to gain a much clearer understanding of the technologies they are working with and deploying.

The architecture team also provide technical support to CPS service management colleagues with the identification and resolution of technical issue which affect service in a complex multi-supplier environment and make proposals to improve the level of service provided to CPS colleagues, enabling more proactive responses to service issues.

The challenges the Department faces are significant and can change rapidly in the global environment in which we operate, making this one of the most exciting and stimulating Government Departments in which to work.

Internal Investigations comprises of the Professional Standards Unit (PSU), the Anti-Corruption Criminal Investigation Unit (ACCIU) and the Internal Investigations Hub who are part of Home Office Security & Investigations and sit within Corporate and Delivery. Both PSU & ACCIU provide a fast-paced investigation capability undertaking both Civil and Criminal investigations across the Home Office. The commands remit is expansive, covering the UK and abroad and as a consequence our investigators undertake investigations into a wide variety of case-types.

PSU investigations range from serious external complaints (from members of the public), internal Home Office misconduct cases which constitute discipline and grievance investigations, Whistleblowing, referrals to/from the Independent Office for Police Conduct and other oversight bodies for Scotland and Northern Ireland, Management Reviews and Safeguarding Practice Reviews. In addition, PSU provide a cross Government investigation service to over 20 Other Government Departments.

ACCIU investigations tackle internal corruption matters, proactively preventing harm to the Department and victims of criminal offences committed by staff members, whilst ensuring those committing crimes are pursued via criminal proceedings.

The Internal Investigations Hub is the epicentre of this activity being the first point of call for all enquiries into the Command. The team currently assess, and react timely, to over 1,000 referrals per year covering critical incidents, Whistleblowing (raising a concern) contacts, whilst providing further analysis and intelligence capabilities during all types of investigation. It is a small and flexible team covering a wide range of functions in what is a dynamic and fast paced environment which is currently undergoing change to improve the command’s intelligence capacity. This role will be at the forefront of that change.

Job description

This role is key to the Investigations teams being able to demonstrate the added value that we provide to the wider business in terms of organisational learning taken forward as a result of investigations conducted by the Professional Standards Unit.

The role sits at the centre of our threat assessment workstreams which we provide all areas of the Home Office with, through management of information which is continually assessed and analysed. The Operational Hub receives over 1000 referrals a year via their Central Referrals function and the post holder will be responsible for progressing this workflow and covering a diverse range of activities to support the delivery of a wide range of external and internal investigations.

We operate the Department’s Whistleblowing (Raising a Concern) line, alongside other work we do to provide the Home Office and front-line services such as Border Force and Immigration Enforcement with internal investigation capabilities.

The Internal Investigations Referrals function operates between the hours of 07:00 and 19:00. The successful applicant must be flexible and available to cover long working days and shift working under the Annualised Hours Working System (AHW). This payment is currently set at 14.08%.

In line with HO Hybrid Working policy, there will be flexibility to adopt a hybrid working pattern which would see the post holder spend 40% of their week in the office, with the remainder working from home.

Due to the operational nature of this role, the role can only be carried out on a full-time basis.

The role will require occasional travel which could also include overnight stays.

Key requirements of the role include:

•    To assess and accurately register referrals made to the Unit, which include serious and complex HR referrals, allegations of serious misconduct, Whistle Blowing/Raising a Concern referrals and Anti-Corruption referrals within given timeframes. •    Completing initial checks for referrals to ACCIU and undertaking further research and development on referrals as requested by the ACCIU Duty Officer.

•    Operating the Whistle Blowing/Raising a Concern phone line and inbox, which are monitored between the hours of 07:00 – 19:00.

•    Refer critical incidents to the Independent Office of Police Conduct (IOPC) or other oversight bodies within agreed timescales. Refer allegations of crime (which is not fraud or corruption) to the appropriate police force.

•    To support Professional Standards Unit investigators in the gathering of evidence for investigations of serious misconduct including but not limited to requests for CCTV, medical records, use of force reports and notebook entries.

•    Effective file management for investigations is required which includes registration of files in and out of the unit both on the Record Management System and local systems. The successful candidate must have the ability to follow relevant information with an awareness of up-to-date data policies in order to manage archiving, storage or destruction of investigation files.

•    Conducting Computer Misuse investigations into inappropriate access of Home Office systems and providing a written report of your findings, thereby, contributing to the creation of a zero-tolerance culture across the Home Office.

•    Act on behalf of Internal Investigations to build and maintain strong relationships with a diverse group of stakeholders at different grade.
