Job description

Security Services Group (SSG) provides specialist security advice, compliance and assurance to areas of the public sector that require the highest levels of security protection. SSG is the Government’s expert provider specialising in design, installation and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate. 
Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.

This vacancy is for the role of a Security Systems Technician (Skill Zone 4) in Cyprus as part of the Overseas Team which has its’ main office in RAF Akrotiri; a tour length of 3 years is standard, reviewed at the 2.5 year point, with a possible 2 year extension.

As an SSG Technician you will have the chance to work on a variety of technically sophisticated projects whilst also undertaking program maintenance protecting UK Defence and Government sites.

Person specification

We require a professional and self-motivated individual to serve SSG customers on a wide range of security systems including Intruder Alarm (IAS), External & Perimeter Intruder Detection (IDS & PIDs), Video Surveillance (VSS), Automatic Access Control (AACS) and Control Room IAS and VSS & AACS Standard Monitoring Systems.

Specific system training will be provided.

Other duties include:

•    Being the key point of contact to customers on a day-to-day basis 
•    Attending to maintenance and installation enquiries during core hours
•    Participating in an on-call rota to provide 24-hour emergency cover for the service
•    Conducting checks and audits on customer systems
•    Accurately estimating costs of all materials and labour needed for minor works, additions and alterations

Work is predominately at SSG Customer’s sites across UK Sovereign Based Area. The applicant will be housed in service accommodation – Married Quarter, close to local office. Some tasks may involve periods of detached duty.  In addition, the post holder may be required to provide support to other SSG regions as vital in the UK and possibly overseas.

You will be contracted to work 37 hours a week, however through travel time, overtime and on-call duties you will have the opportunity to increase your potential earnings. 
Where applicable, the following allowances are payable in addition to basic salary: COLA (Cost Of Living Allowance), travel time (where travel is external to core hours), on-call allowance, recall-to-duty allowance, environmental (Radiation) allowance and overtime.

Qualifications

A recognised, relevant engineering background, engineering apprenticeship and/or engineering qualifications. I.e. Intruder Detection Systems, Perimeter Intruder Detection Systems, Video Surveillance Systems and Access Control Systems.

As part of our highly regarded Counter Fraud Group (CFG) you could be contributing to this important and exciting work every day, operating against the ever-evolving, ever-changing fraud threat HMLR faces.

The Counter Fraud Group plays a critical part in protecting the integrity of the register and undertakes an important role in the HMLR counter fraud strategy. The role involves cross departmental working, assessment of fraud risk and identification of risk controls, analysis of data and a need to understand fraud related issues.

The successful candidate will be able to analyse and evaluate data from various designated sources and produce appropriate outcomes to defend against fraud or illegality. You will deliver and assist in the development of counter-fraud policy and strategy within HMLR and to further the counter fraud strategy. 

Main Duties:

• To analyse, evaluate record and disseminate data using systems and processes as required including producing reports and intelligence products in compliance with internal and legislative data handling restrictions
• To accurately maintain the CFG databases underpinning ongoing investigations by creating, amending and deleting records of activities and decisions
• To help create systems, processes and strategies for fraud prevention and investigation
• To work with internal stakeholders to ensure a good working relationship and proportional response to fraud prevention

Main Responsibilities

The key duties of a Security Officer are as follows.

  • Controlling vehicular and pedestrian access and exit to/from site
  • Issue of passes using site IT systems
  • Reporting of environmental issues
  • Issue and receipt of keys
  • Patrolling on foot and in a vehicle
  • Searching of vehicles, baggage, personnel, buildings and open areas
  • Escorting visitors
  • Traffic management
  • Checking identity on site (ad hoc)

Employment Hours

48 hours gross (including breaks) You will normally work 48 hours per week including a daily meal break (43 hours net). This will normally be 4 x 12-hour shifts or 5 x 9.6-hour shifts between the hours of 0600hrs and 2200hrs over the 7-day period, as stipulated by the shift pattern agreed at the Unit depending on site requirements. This will include being rostered in a flexible manner (termed a flexible week) within the shift roster. During the flexible week, the working days and shifts will routinely be stipulated in advance but may be changed at short notice (this should be no less than 48 hours).

  • Supervise all Security Officers on shift at the Unit, deploying them to cover tasks as laid out in Assignment Instructions and in accordance with the Joint Business Agreement/GSSOR
  • Supervise Security Officers to protect people, property, information, and assets from damage, destruction, or unauthorised removal from the Unit.
  • Operate security systems in line with standard operating procedures
  • Align assigned team(s) of Security Officers to protect property or information against compromise, destruction, or damage, maintaining integrity of performance through effective management, encouraging a positive and inclusive working environment, addressing concerns in a timely and sensitive manner
  • Respond appropriately to security concerns raised, including by third parties, and work with the first responder to incidents
  • Where required, cover CSO5 Guarding tasks including providing meal break relief.

As the department’s Senior Security and Counter Fraud Advisor, you will be at the heart of keeping the MoJ’s people safe and secure. We are looking for someone who is confident at briefing Ministers and senior leaders, customer focused and can embed a security and counter fraud ethos across MoJ and someone who is delivery focused and understands physical and personnel security and counter fraud challenges in a complex environment coupled with excellent leadership skills to build expert and inclusive teams.

In this role, you will be leading on personnel and physical security for MoJ, ensuring policy compliance, assurance and awareness for our front-line services. You will also be leading on the MoJ’s counter fraud work, in developing and implementing initiatives, designing, implementing and providing high quality counter fraud services and also in error reduction in the MoJ.

We are looking for someone who can deliver in these areas, demonstrate strong leadership to embed it across our organisation and provide high quality advice to ensure that senior stakeholders understand the importance of this work.

You will be part of the senior leadership team for the Security and Information Group, working to deliver our vision of making security, information and counter fraud everyone’s responsibility, and that it is embedded into the culture of the MoJ. We aim to work with teams and upskill them on how to protect themselves, their customers and their data.

  • Provide expert advice and assurance to the Permanent Secretary, Ministers, Executive Board, Audit and Risk Committee and senior leaders on departmental personnel security, physical security and counter-fraud issues.
  • Provide a customer-focused service on personnel and physical security and counter fraud issues across the entire MoJ, ensuring a security and counter-fraud culture is embedded across the department.
  • Lead a diverse team of 43 experts, creating an inclusive environment with a clear vision and purpose where people feel like they belong and can thrive.
  • Lead teams of personnel, physical and counter fraud, modelling MoJ and Civil Service values to foster and support the development of the security and counter-fraud professions, championing development, talent and career management.
  • Develop and deliver operational policies, guidance and training to MoJ people, staff, suppliers, and partners so that everyone in MoJ knows and can discharge their personnel and physical security and counter-fraud duties effectively.
  • Develop innovative ways to tackle security threats by building MoJ capability in areas such as insider threat, unauthorised disclosures, handling secret and top-secret information.
  • Ensure adherence to the HMG minimum physical and personnel security standards, legislative requirements, the Protect Duty, and assurance requirements such as the Department Security Health Check. Use intelligence and information from those processes to identify risks, areas for improvement and achievement of government security standards.
  • Put the right controls in place to prevent personnel and physical incidents from happening and where they do happen, being in a position to respond well and recover quickly.
  • Lead the MoJ’s engagement with the Cabinet Office Government Security Group, and collaborate with the National Technical Authorities, such as the National Cyber Security Centre, National Protective Security Authority and National Authority for Counter Eavesdropping, other government departments and external partners, to continuously evaluate and improve security services.
  • Act as an intelligent customer, requesting and monitoring services from the Protective Security Centre and Government Security Centres. Supporting the Government Chief Security Officer to ensure the security requirements of MoJ are being met.
  • Develop proactive measures to detect suspicious activity and ensuring the MoJ is compliant with the government counter fraud standards and the requirements within the Public Sector Fraud Agency’s mandate.
  • Through leadership of the Portfolio Office, manage the Security and Information Group’s performance reporting, risk and issues management, workforce planning, corporate finance, and governance across the directorate to ensure best practice is in place.

Job summary

The Joint Maritime Security Centre (JMSC) is the UK government’s centre of excellence for maritime security. Its mission is to increase awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them.

JMSC is a multi-agency, fused military-civil organisation with staff drawn from a host of agencies including Border Force, the Royal Navy, Counter Terrorism Policing, National Crime Agency, HM Revenue and Customs, Home Office Intelligence, the Maritime Management Organisation and HM Coast Guard. It’s responsible for ensuring the UK maintains its understanding of the maritime domain and develops the cross-government coordination frameworks to respond to threats to security, law and order, trade and commerce, and the marine environment.

JMSC offers government departments and agencies a central point of UK maritime expertise and understanding to assist policy and decision making.

JMSC works internationally – with states and with key international organisations – to support information sharing, relationship development and capacity building efforts.

The key elements of JMSC are:

  • The National Maritime Information Centre (NMIC), which since 2010 has provided a mechanism for the UK’s civilian and military maritime and law enforcement focused organisations to fuse intelligence, data and capabilities. This maximises operational impact at home and abroad.
  • Joint Maritime Security Centre – Operations, which utilises cutting edge technology to provide 24/7 monitoring of UK waters. It can swiftly identify maritime security incidents and enable the effective coordination of the UK’s aerial and at-sea assets to respond – ensuring the safety and security of all those who use our seas.
  • The new JMSC Assessment capability, which will produce global strategic maritime security assessments to inform UK government and other stakeholders of threats within or emanating from the maritime domain. This also provides support to the UK sanctions regimes.
  • These functions are supported by the JMSC Strategy team, which includes workforce planning, programme management, financial planning and controls, and policy development.

Job description

The Joint Maritime Security Centre (JMSC) Strategy and Policy (Strat Pol) team form the core enabling function within the JMSC, providing critical services to the Operational elements of the organisation.

JMSC Strat Pol is formed of three distinct sub teams:

  • Policy and Business Resilience (P&BR)
  • Security and Data Compliance (S&DC)
  • Project Management Office and Finance (PMO&F)

The STRAPSO will be responsible for three direct reports and will work to the Data and Compliance Manager. The STRAPSO will be for security clearances. They will manage access to the above Secret Systems on behalf of the Home Office. They will also be responsible for Security investigating Security Breaches and the education of JMSC personnel to security procedures.

Responsibilities will include, but will not be limited to:

  • Undertaking the STRAPSO and CRYPTO (cryptology) custodian role for the JMSC, including maintaining the necessary accreditation through training.
  • Taking responsibility for the receipt and return of cryptographic material in accordance with the Security Policy Framework and Guidance.
  • Effectively managing the relationship with Home Office Security and other Government security structures regarding security issues that impact upon the JMSC.
  • Reviewing security audit reports and monitoring system use, investigating and reporting any security breaches or abnormal activity.
  • Ensuring JMSC personnel understand and adhere to the security procedures in place at the JMSC, including challenging detrimental behaviours and practices to ensure security procedures and protocols are maintained.
  • Undertaking research of security issues related to specific geographic areas of the world to provide credible security advice to the Head of JMSC, Executive Leadership Team and other staff members.
  • Reviewing intelligence received on high-side systems and flagging for the Head of JMSC’s attention as necessary.
  • Undertaking the role of ROSA local information manager, trainer and account manager roles for the JMSC, encouraging a positive security culture through regular engagement with Home Office and JMSC staff.
  • Undertaking and maintaining expertise in the use of JMSC systems.

Essential criteria

You will be expected to demonstrate and/or have experience of the following:
