The Warhead Directorate leads the UK nuclear warhead programme which provides a stockpile of reliable, safe and effective nuclear warheads to support the UK’s strategic nuclear deterrent now and in the future.

The Warhead Directorate has staff based in MOD Main Building, MOD Abbey Wood (Bristol), Aldermaston (Reading) and HM Naval Base Clyde (Scotland). This post will be based in either Bristol or Reading with the requirement to travel between sites regularly.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy..

Job description

This is a key position within the Nuclear Transport team, responsible for the safety, security and environmental management of the next generation nuclear transport capability, related infrastructure and equipment programmes. With a growing programme and increasing capability requirements this post will provide essential skills and expertise to enable effective delivery and approval of this capability in support of the Nuclear Enterprise.

This is an interesting post in a strong and supportive team, with a variety of opportunities to grow professional skills, get involved in nuclear operations and contribute to the development of the new generation of transport and logistics.

The DNO Transport team sit within the Warhead Directorate and are responsible for the movement of all Defence Nuclear Material across the Defence Enterprise. The team therefore provide services to several areas; supporting transport operations, emergency planning, managing a fleet of specialist vehicles as well as planning for future requirements.

The Future Transport team, within DNO Transport, are responsible for the development and delivery of new, safe and secure, transport capabilities for the movement of Defence Nuclear Material. The project team responsible for this large-scale procurement activity now seek a Safety and Security Manager to oversee the safety, environmental and security aspects of this procurement and through life capability.

A full driving licence will be required to enable travel between sites.

The team are supportive of hybrid working however the role will require routine site access to attend meetings and access to IT systems.

It is also important to note that due to the highly secure work of the directorate, you will need to be a UK national and achieve Developed Vetting security level before you would be able to start in the role.

Role Responsibilities

The successful candidate will be responsible for managing the delivery and implementation of all safety, environmental and security aspects of the future transport capability. This will include:

  • Maintenance and execution of associated Safety and Environmental Management Plans, Security Management Plans and Approval Demonstration Plans.
  • Setting requirements and acting as an intelligent customer for contracts and tasking with suppliers and subject matter experts.
  • Generation and management of system safety, environmental and security justifications, cases and approval submissions.
  • Lead regulatory engagement with Defence Regulators.
  • Stakeholder engagement with safety and security leads from across the Defence Nuclear Programme to ensure alignment and integration for future transport and container capabilities.

The role will also have line management responsibilities for staff to support these responsibilities.

Qualifications & Skills

This role requires that the candidate has a strong technical background with several years’ experience managing safety or security in a complex high hazard enterprise. The ideal candidate would have degree level qualifications in science, technology or engineering with specialist training in safety or security management. It is appreciated that candidates may not have skills and experience in both safety and security but training and on the job development can be provided. Experience working within a highly regulated environment and working with regulators would be desirable.

Organisation and communication skills are essential to succeeding in this position, alongside management of relationships with stakeholders and suppliers.

In addition to learning and skill development opportunities relevant to this role, there are opportunities to be involved in emergency planning and transport convoy operations in support of the wider DNO Transport Team.

Job description

The role will involve working in a busy team assessing adversary biological weapons capabilities to support and inform decision-making within Defence and across wider government. The DI CP-BW team assesses information related to biological weapons from a range of sources, including open, technical, and classified. The team works closely with the DI CP Chemical Weapons (CW) team, as well as the wider CP Centre (and others across DI), to provide important advice to the Arms Control and Counter Proliferation communities right across Government to support the implementation of international arms control treaties. The assessments we produce have real impact and provide policy and decision makers with insight, foresight, and decision advantage to a broad range of government departments and agencies. These include: the MOD, FCDO, and the Cabinet Office Assessment Staff. Our work also informs MOD chemical, biological, radiological and nuclear (CBRN) policy, Joint Capability and Defence Medical Services to develop protective equipment and medical countermeasures for the UK’s Armed Forces.

Job summary

The post holder will play a key role in influencing and providing strategic direction for the Security Education and Awareness Centre (SEAC) activity as part of the wider Government Security agenda.

The post-holder will provide a business partnering role, building and maintaining a stakeholder network, working with SEAC partners, including Government Security Group (GSG), National Technical Authorities (NTAs), and partner Government Security Centres, to generate and develop Security Education and Awareness (SEA) commissions, providing SEA advice and guidance and leading the development of cross government campaigns.

To do so, the post-holder will need to demonstrate strong negotiation, communication, and stakeholder management skills, with the ability to operate within a complex and multi-partner environment.

Job description

This role will support the Deputy Head of the IA Hub with Key Risk Indicators (KRI) management. You will be a key link between the Team, colleagues in the wider department and external stakeholders. You will get the opportunity to work on risk analysis of information assurance and supplier assurance, which will include (but aren’t limited to):

  •  Supporting the deputy head of the function in identifying, securing and standardising all information assurance data points that are salient to SIRO reporting.


  • Supporting the IA Hub in producing the functions reporting products. This involves analysing risk data, which is pulled in from functional teams across DBT, performing quality assurance on the data, identify gaps and deriving insights.

  • Undertaking key operational activities/tasks to ensure the functions operates as intended and that its products and outputs are timely, accurate and trustworthy. 

 

  • Supporting the deputy head of the function in ensuring stakeholders are engaged and managed and that reporting metrics are agreed and implemented to enable an accurate view of information risk exposure for the SIRO.

Hybrid working

This sets out how we will improve the cyber security of the Government up to 2030. To support the implementation of this strategy, the Cyber Directorate has established a Programme Management Office responsible for overseeing, coordinating and supporting all of the ongoing work across Government.

These roles will support the Programme Manager and lead the two branches of the PMO. The first branch of the PMO is the reporting team. This team is the eye and ears of the PMO and is responsible for maintaining an overview of the current progress and risks within the programme. This role focuses on maintaining a clear picture of our delivery partners progress on delivering the strategy and clearly communicating this to seniors when required. You should be the first person to notice when something is going wrong, triage the problem and work with teams to ensure they are being resolved. 

The second branch of the PMO is the enabling function of the team. The role of managing this team is all about making our Programme more effective and runs in two main parts. Primarily this is a hub for specialist project management resources that projects can’t have locally.This means specialist skills that projects don’t need full time, such as business case development, can be provided to projects while functions like stakeholder management can be managed at programme level on behalf of the project team. Secondly, the successful candidate will be responsible for managing any thematic risks that are identified through reporting and fall within the remit of the PMO. 

For both roles we are looking for candidates with a solid foundation in project management. We expect that the successful candidates will be able to provide support and cross cover between the two roles when it is required. 

Key areas of responsibility

The post holders will be responsible for:

Defensive Cyber Analyst

The Defensive Cyber Analyst will work within a rapidly growing cyber security team who are responsible for designing, delivering and maintaining operational cybersecurity capabilities. Day to Day Operations:

  1. Manage and maintain security of computer networks by monitoring situational awareness feeds to detect Cyber threats to users, and the wider MOD community.
