This is an exciting opportunity to be part of a team involved with varied and stimulating MOD business, including protection of military capabilities whilst enabling exports that benefit UK prosperity. This post leads on implementing effective Special Access Programme (SAP) security processes for the Strategic Programmes Directorate SAP portfolio. This includes assurance of all internal SAP activity, as well as SAP work being delivered by industry for the Directorate. Capability Protection is the collective term for activities undertaken to protect the Operational Advantage (Op Adv) [battle-winning edge] and ensure the Freedom of Action (FoA) to acquire the equipment we need and use it as we choose, which are essential for, and integral to, the effectiveness of our military capability.

The Capability Protection team of 11 is in two parts, Plans and Operations. Its role is to support the development, and implementation, of strategies across Defence and industry to safeguard UK military capability. The principal way of delivering this is by developing, maintaining, and embedding policy and guidance for Capability Protection, as well as advising on industry export license and MOD F680 applications. It also leads on the security (accurate handling and management) of information, including Special Access Programmes (SAP) across the Directorate and its suppliers.

The team is part of the Strategic Programmes Directorate which is responsible for improving the outcomes from our investment in military capability, including international influence and prosperity objectives. The Capability Protection Security Advisor reports to the Assistant Head of Capability Protection (Plans) and leads a team of two; the HEO Security Coordinator and AO Support Assistant. The primary focus relates to the effective development and implementation of Special Access Programme (SAP) security processes for the Strategic Programmes’ portfolio. This is about the efficient administration and assurance of security protocols for all SAP activity, both internally and by industry partners, and includes conducting compliance visits to industry sites. The post holder also works closely with the SAPCO Security lead to ensure that a coherent approach is taken across the MOD SAP portfolio. The post leads on the security aspects of all Capability Protection policies and directs effective routine security behaviours across Strategic Programmes’ workspaces. Finally, it ensures efficient administration and knowledge management to ensure coherence within the team, as well as being responsible for business continuity contingencies.

The post holder:

  • Ensures the accurate establishment and functional management of Special Access Programmes (SAP) and other compartmented work to confirm compliance with the SAP handbook. Partners for such work include Strategic Programmes, Military Commands, Defence Equipment & Support, Defence Science and Technology Laboratory (Dstl) and industry.
  • Leads compliance visits to industry sites delivering work handled in SAP compartments, ensuring that the physical infrastructure and IT has been accredited, that work is being run in accordance with regulations and that there is evidence of the required security culture and behaviours, providing training and mentorship if required.
  • Provides the secretariat function to ensure effective working of the Strategic Programmes SAP Governance Board. This includes all arrangements for meetings, as well as the preparation and submission of SAP progress reports.
  • Leads on the security aspects of all Capability Protection policies.
  • Directs effective security across Strategic Programmes’ workspaces.
  • Ensures efficient administration and knowledge management to deliver coherence within the team, as well as being responsible for business continuity contingencies.

Essential criteria. You will:

  • have a strong understanding of security policy within the public sector and a proven track record of delivering effective security controls, information assurance and risk management;
  • have good organisational skills to coordinate accurate establishment and functional management of Special Access Programmes, as well as to prepare for and support related review meetings;
  • have good communication skills to build and maintain effective relationships across a broad range of partners;
  • demonstrate excellent collaborative working skills to ensure that security audits, of both Defence and industry, are recognised as supportive rather than punitive;

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

The Role

You and your small team will produce all-source strategic assessments that help to inform a range of policy decisionsWorking closely with other experts across HMG, JIO’s role is to present a single, agreed view on HMG priority issues, as well as writing intelligence highlights for the Prime Minister. The successful candidate will likely focus on matters relating to Russia although could be posted to any assessment team within the JIO.

The Transport Security Directorate (TSD), works across the Department for Transport (DfT), His Majesty’s Government (HMG) and with partners to mitigate the threats the transport sector faces domestically and internationally. We lead on high profile work to implement and improve the transport sector’s cyber security, maritime and aviation security regimes as well as working with international partners to raise global standards and build capability. As the national security threats transport faces evolve, we are working across DfT to ensure that these issues are reflected in the Department’s work to ensure that we balance prosperity with security objectives.

Lead Inspector – Defence Nuclear Security Regulator

The Defence Nuclear Security Regulator (DefNucSyR) is responsible for providing independent assurance to senior officials and Ministers on the adequacy of nuclear security across the Defence Nuclear Enterprise (DNE), ensuring that nuclear material, information and assets critical to the Continuous At-Sea Deterrent (CASD) mission are secure.  We work closely with a number of organisations within Ministry of Defence and industry partners that are directly responsible for security, as well as those with oversight and governance responsibilities, including the Directorate of Security and Resilience, Defence Nuclear Organisation, and Navy Command. To continue to develop good practice in nuclear security regulation, we maintain routine engagement with nuclear regulatory counterparts within Defence, the UK civil sector and international partners.

DefNucSyR is recruiting a new Lead inspector who will focus on the regulation of command, control, communications and computing (C4) capabilities that support the UK’s Continuous At-Sea Deterrent (CASD). You will undertake regulatory inspections, assess security planning and provide security exercise assessments, as well as supporting security investigations as required, and making recommendations on nuclear security improvements. As a Lead Inspector, you will directly contribute to providing confidence to the Permanent Secretary of the security of the UK’s Defence Nuclear Programme.

The post holder will be responsible for:

  • Assuming responsibility for day-to-day regulatory interactions with the areas for which you are the lead. This includes planning and conducting inspections and audits that will assess security arrangements and exercises, providing evidence of compliance with the regulatory expectations set out in Defence’s nuclear security regulatory framework.
  • Preparation of inspection and assessment reports, as well as monthly reports to the Principal Inspector.
  • Supporting the ongoing development and maintenance of the DefNucSyR Regulatory Management System to deliver effective and proportionate nuclear security regulatory arrangements across the defence nuclear programme.
  • Developing and maintaining effective relationships with other nuclear regulators, including the Defence Nuclear Safety Regulator (DNSR), to share lessons learned and develop best practice approaches and provide relevant assurance (in a competent authority role).
  • Act as a functional lead for a security domain area to support other DefNucSyR Inspectors as required, by providing SME input into areas not directly within your responsibility, including being part of inspection and assessment teams.

All DefNucSyR inspectors are supported through a comprehensive and individually tailored learning and development plan designed to build their expertise across nuclear, security and regulatory disciplines. Following this there will be a requirement to pass a DAP(Sy) board in order to receive delegated authority to perform your duties within Nuclear Security Regulation.

  • The role is office based although there will be some travel required to deputise for the CE at events or meetings when required.
