It is as relevant today as it was in the 80s and 90s; if we allow ourselves to drift into the risk-averse
approach, the terrorists will win, and inappropriate physical security will be everywhere, altering
freedom of movement and lifestyle.
Security should complement the functionality of any location or venue, not raising users’ fear by
being extreme and disproportionate. Having knowledge of the manner in the area being assessed will
operate and then complete the threat vulnerability record. Risk is essential to ensure bespoke, realistic
security measures which are appropriate and cost-effective.
Security measures and practices alone cannot guarantee that there will not be any incidents of
terrorism or criminality. Therefore, the procedure of evaluating against the pneumonic JASPAR
(Justifiable, Appropriate, Sustainable, Proportionate, Achievable, Realistic) should be followed. Residual
Risk always exists.
