The UK’s largest new film and TV studios use SABRE - Security
Assurance by BRE. CPTED-UK provided security consultancy at
the pre-planning stage and registered the Home of Production
(HOP) scheme for SABRE. Registration is the first part of the
SABRE certification process. CPTED-UK is a built environment
security consultancy founded to support the wider application
of Crime Prevention through Environmental Design (CPTED).
SABRE is a security Risk Management standard for new and
existing buildings, infrastructure assets, and managed space.
The scheme provides the industry with a framework that can be
used during the design, construction and operation of assets.
The SABRE methodology is compatible with the Security Overlay to RIBA Plan of Work published in
April 2023. A webinar introducing this new publication to The Security Institute members has been
delivered by the National Protective Security Authority (NPSA, former CPNI) along with Dale Sinclair,
the lead author of the overlay in June 2023. The webinar was especially relevant to The Security
Institute members involved in the design, construction, and/or operations of newly constructed
buildings, or who act in an advisory capacity to those delivering built environment projects.
The Home of Production (HOP) studios, soon to be built in Bedfordshire, provide state-of-the-art
studio spaces, directly addressing the needs of producers and their teams. The site features four
distinct production zones, an intelligently arranged backlot, a central campus piazza, a VIP
restaurant & screening, on-site accommodation, and its own transport hub.
Most local authorities require a project of this scale to apply a robust security Risk Management
strategy. CPTED-UK has registered the scheme with SABRE to evidence commitment to adopting
the evidence-led best practice in security Risk Management. HOP studios are committed to the
highest standards and use SABRE to communicate it to project stakeholders, local authorities, the
TV industry, or property investors.
The HOP project, submitted for planning in June, follows the new guidelines for security in urban
planning and design in the UK. The complex nature of planning means it’s extremely difficult for
local authorities to maintain currency in all the aspects that fall within their scope of responsibility.
CPTED-UK has over 35 years of experience in advisory roles in urban planning and design. They
represent built environment security in the Design Council and the High Street Task Force in the UK,
and in several other organisations supporting urban planning and design internationally.
