Paul Barnard CSyP MSyI
Director of Youth Engagement
Paul has portfolio responsibility for Youth Engagement, having created the Next Generation in
Security initiative, which has given Volunteer Police Cadets, aged 13 to 18, the opportunity to attend
security exhibitions including the International Security Expo, CTX and The Security Event to see first-
hand what a career in security can offer them. He has recently implemented a partnership with the
EY Foundation’s and created a Secure Futures Programme which will see 26 socially disadvantaged
young people learn about a career in the Security Industry as well as life skills. Paul served for
many years in the City of London Police, retiring at the rank of Detective Chief Superintendent,
subsequently working at a senior level in the commercial security sector.
Carl Dakin CSyP FSyI
Director of Organisational Development
Carl’s portfolio is focused on supporting the commercial development of the Institute across
such areas as our corporate partner scheme, event sponsorship, commercial courses and the
establishment of the Approved Training Provider (ATP) scheme. He also supports our engagement
with government on the professionalisation of security, and his contribution has included
representing the Institute as a member of the SIA expert working group to review the close
protection licence specification. Carl also serves as a member of the Audit Committee. Following
a military career, Carl moved into security consultancy and training and runs two successful
companies.
Stuart Hughes FSyI
Director of International Development and CSO
Engagement
Stuart’s focus is on improving the representation of chief security officers in the Institute and
enhance the services for such members. He also leads on international development strategy, and
serves on the Risk Committee. Stuart was global CSO for a major multinational and now serves
as Director of Physical and Cyber Security EMEA for a leading US-based company, also running a
successful global security consultancy.
Mahbubul Islam CSyP FSyI
Director of Cyber and Convergence
Mahbubul is strategic lead on cyber and convergence, building the Institute’s, capacity and standing
in this substantial dimension of protective security. He represents the Institute in the Cyber Alliance,
a collective of organisations that was awarded the UK Government contract to develop and deliver
the UK Cyber Security Council, a priority programme of the UK National Cyber Security Strategy.
Mahbubul has also played a major role in establishing and developing the Cyber and Convergence
Special Interest Group (CCSIG), which has delivered a number of successful learning events and
publishes quarterly Cyber Insights. His career background is in IT and information security, and he
is currently Chief Information Security Officer for a government department.
