Security Profession Associate (HEO)

The role  

The MoJ Information Security Team sits at the heart of the Ministry of Justice, one of the largest departments in government, supporting over 80,000 users and helping to secure services at the heart of the justice system. The team works to enable good security practices through the provision of security policies, guidance, education and understanding cyber security risks from all parts of the Ministry of Justice and the wider Justice sector. It also provides assurance to the departmental Senior Information Risk Owner, the Permanent Secretary and other senior stakeholders, that identified risks are being effectively managed in the delivery of MoJ objectives.

The Head of the Security Profession is responsible for security roles across the department – supporting colleagues within the local team and security teams in Digital and Technology, HMCTS and Arm’s Length Bodies. The Security Profession Associate will support the Head of Security Profession by providing leadership and development expertise within the local team and teams more widely across MoJ.

You will be tasked with supporting security colleagues with their professional development, skills gap analysis and fulfilling their career aspirations and potential. Additionally, you will support line managers and team leaders with their own security responsibilities, helping to build and develop expert teams, by supporting recruitment activities, and expanding our talent pipeline by aiding schemes such as cyber apprenticeships and the cyber–Fast Stream. 

All members of the team are expected to help develop the MoJ Security Function as a centre of excellence for the department and to contribute to building a brilliant and diverse team that is a welcoming place for all.

Main Responsibilities

Learning & Development (L&D)

  • Support L&D strategy to develop high performing security teams.
  • Assess current and future requirements, including gaps in capability, and identify L&D interventions to meet them in line with the organisation’s strategic direction.
  • Monitor and evaluate courses and learning opportunities for relevance and value for money.
  • Build relationships and form a strong understanding of all MoJ security teams to identify L&D opportunities within the department.
  • Ensure alignment of L&D strategies with security good practices.

Talent Development  

  • Work with security teams to enhance the talent management framework for security.
  • Enhance security leadership by providing advice and support to projects, services and people managers.
  • Support the growth of new talent, by coordinating development posts (apprentices, fast streamers, placements, CyberFirst etc) and being responsible for the individuals, arranging suitable placements for them across the department.

Leadership  

  • Provide leadership and guidance, through supporting line management (or scheme equivalent) to developments roles.
  • Find innovating ways to create a truly inclusive security profession, through novel recruitment and retention ideas, and supporting individuals from the widest possible range of backgrounds and circumstances to success within the MoJ security profession. Find opportunities for direct engagement with potential sources of future talent – such as outreach to schools and veterans programmes.
  • Testing and refining induction and training packs for all Government Security Profession staff across the Ministry.
  • Provide support to members of the security profession working across the MoJ, creating forums for collaboration and communication.   
  • Build links across government to ensure that the MoJ Profession is influential in cross government networks and is taking full advantage of the available schemes.

The successful candidate will lead the Russia team (responsible for covering Russia, Ukraine, Belarus, Central Asia and the Western Balkans). About the JIO

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC) and the National Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

The Role

This post is only open to British Citizens. Some dual nationals may be ineligible. The successful candidate must obtain Developed Vetting (DV) clearance if not already held. Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition there will be the opportunity to earn performance related bonuses.

Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Hybrid Working

This role can be based at one of the following locations: Portsmouth (DSTL Portsdown West); Salisbury (DSTL Porton Down); Bristol (DE&S Abbey Wood); MOD Corsham, Wiltshire; MOD Main Building, Whitehall, London or Scale Space, White City, London.

Dependent on the business need, there will be a requirement to travel to meetings within the UK, including the occasional overnight stay away from home and some overseas visits.  The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time.  This position is advertised at 37 hours per week.

This role is suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity.  Requirements to attend other locations for official business, or carry out detached duty in another MOD workplace, will also count towards this level of attendance. About the JIO

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities. 

Our work covers, and goes beyond, ‘traditional’ national security topics such as geopolitical issues and threats to British interests. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and horizon scanning (for example, identifying and monitoring countries at risk of instability).

The Role

The candidate(s) will fulfil a critical role within the JIO Private Office, supporting the JIC Chair, Directors and their Private Secretaries, and working across the organisation to ensure that it delivers effectively and efficiently. The Private Office provides direct support to: 

  • The JIC Chair, a Permanent Secretary, who is also Head of the Joint Intelligence Organisation and the Prime Minister’s adviser on substantive intelligence matters; 
  • The Directors of the Assessments Staff, who are responsible for overseeing the production of all source assessment in support of the Prime Minister and NSC; 
  • The Professional Head of Intelligence Assessment/Director of Capability, who is responsible for professionalising the wider UK intelligence assessment community of thousands of intelligence analysts across multiple departments, and building Capability within JIO.

Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition, there will be the opportunity to earn performance related bonuses.

Casework and Planning Support – National Security Unit for Procurement (NSUP)

Job summary

This role will provide you with an opportunity to be at the forefront in shaping national security policy and responding to a growing threat. You will be a part of a tight-knit task force setting up a unit to investigate national security risk amongst companies operating in the UK. You’ll need to be high-energy, creative and a problem-solver, confident to to work across the security community, including with senior officials, to help set up a unit from scratch. This will be exciting and fast-paced, with significant parliamentary and ministerial interest.  

Economic security is an increasingly important issue within the national security landscape. The growth in the threat has necessitated levers and mitigations to prevent the UK Government from being compromised through commercial channels. The Procurement Bill will provide us with unprecedented levers to intervene where companies pose a national security threat. In order to use these levers, the national security community will need to assess the risk associated with certain companies in order to arrive at decisions about whether this risk is intolerable and requires intervention. 

The Government Security Group is creating a unit to coordinate the cross-government response to this national security risk, starting with a small number of planning and policy professionals, and building to a unit handling caseload. 

Job description

  • This is a stretching HEO role, dedicated to the organisational set up of the new Unit as well as future supplier casework, offering insight into the UK’s prosperity and security objectives. 
  • Responsibilities will include supporting the SEO Planning and Project Manager and wider team in all areas of project management and planning for standing up the unit, including recruitment, stakeholder engagement, maintaining the unit risk register, forward work planning, and locations.
  • Take responsibility for certain planning tasks, in cooperation with other business units, such as HR and Finance teams; supporting the drafting of business cases as necessary. 
  • At a later stage, support complex procurement exclusions and debarment casework where there is a threat to national security. This will include:
    • logging cases;
    • deciding whether a case needs investigation or whether it should be dismissed; 
    • synthesising and pulling together key information;
    • reaching out to the relevant stakeholders;
    • preparing stakeholder updates;
    • supporting the development of Unit processes and protocols;
    • maintaining key Unit documents;
    • providing Secretariat to the Unit.

  • Strong communication skills (both written and oral), personal resilience and the ability to deliver at pace on competing priorities in a challenging and complex policy area. 

In line with current Cabinet Office policy, the postholder will be expected to be in the office at least 60% of the time. However, the postholder should be prepared to be in the office as business needs require. 

Level of Security Clearance required: SC initially, but will need to undergo DV STRAP.

Job summary

The unit’s primary focus is to guide, coach and carry out the independent assessment of trainee investigation and intelligence officers. This provides assurance that those who complete our highly regarded training programme are occupationally competent and capable of leading the fight against serious organised crime.

This campaign is for 12 posts which are split between Intelligence Analyst and Intelligence Officer roles. Candidates who are eligible can be posted into either role based on their accreditations. Please state in your application form which of these 2 roles you are applying for or for both

Job description

  • Support the NCA recruitment process, assessing the aptitude / capability of applicants for the investigation accredited pathways to ensure recruitment of the right people.
  • Drive up operational standards across the NCA commands by reviewing investigation processes, recommending and implementing improvement changes that achieve compliance to policy, standards and legislation as well as building capability across the NCA.
  • Working with key stakeholders (College of Policing, Police Forces, Crown Prosecution Service, NCA Commands and NCA Legal) to ensure new legislation, standard operational procedures and best practice is introduced to NCA operational commands.

**To be considered, you will need to successfully complete SC Enhanced clearance before commencing the role and achieve DV clearance within the first 12 months in post.**

  • Undertaking professional discussions with new and existing staff to identify skills and training gaps.
